Eastern Atlantic bluefin tuna (Thunnus thynnus) are present again in UK waters after many years’ absence, according to the Marine Management Organisation (MMO). WWF says the return shows that marine life can recover when pressures such as overfishing are managed—but sightings and presence do not establish how many tuna now occupy UK waters.
Why bluefin tuna are returning to UK waters
WWF says bluefin tuna were absent from UK waters for many years following historical overfishing. It attributes their return to improved management that helped create more favourable conditions, and reports that sightings off the UK coast are becoming more frequent. WWF describes the comeback as evidence that marine life can recover with appropriate protections.
That is a hopeful conservation message, but it is not the same as a measured population recovery in UK waters. The available sources do not provide a robust estimate of how many bluefin tuna are occupying those waters. More frequent sightings confirm that people are encountering the fish more often; they are not, by themselves, a population count.
What may have contributed to the comeback
Management is one possible part of the explanation, not a proven cause with a measured share of the recovery. A 25 May 2025 Country Life report on Thunnus UK—a collaboration involving the University of Exeter, Cefas and Stanford’s Tuna Research and Conservation Centre—reported comments from University of Exeter marine scientist Matthew Witt about several potential influences:

- Increased control of catches.
- Conditions affecting survival at younger life stages.
- The availability of prey.
- Large-scale climatic variability.
These are possible contributing factors discussed in the report, not quantified causes. The report also cautions against treating climate change as the single explanation. Without a robust estimate of the number of tuna in UK waters, it is not possible to assign precise causal shares to management, environmental conditions or prey availability.
How the UK fishery is managed
The return of bluefin tuna does not mean unrestricted fishing. Atlantic bluefin management involves international coordination: the MMO identifies the International Commission for the Conservation of Atlantic Tunas (ICCAT) as the regional fisheries management organisation responsible for the species. The UK is an ICCAT contracting member and quota-share holder, and submits annual plans.

Recreational fishing
A permitted catch-and-release recreational fishery in English waters began in 2024. The MMO collects information from the fishery to support monitoring and management, as well as UK reporting obligations to ICCAT. The fishery’s existence and its activity data do not establish the total number of bluefin in UK waters.

Commercial targeting of bluefin tuna in UK waters requires specific licence authorization. MMO guidance says fish should be returned alive and unharmed wherever possible. Seasons, quotas, vessel limits and licence conditions can change, so current rules should be checked directly with the MMO rather than inferred from older figures.

What the comeback does—and does not—show
| Evidence or claim | What it supports | What it does not establish |
|---|---|---|
| WWF reports more frequent sightings off the UK coast. | Bluefin are being seen more often in the area. | A quantified population increase or total abundance. |
| The MMO says eastern Atlantic bluefin are present again in UK waters. | The species has returned after many years’ absence. | The number of fish present or the precise scale of recovery. |
| Scientists quoted in Country Life discuss catch control, young-fish survival, prey and climate variability as potential influences. | Several plausible factors may be relevant. | A definitive causal explanation or a measured contribution from each factor. |
The clearest conclusion is therefore bounded but meaningful: bluefin tuna have returned to UK waters, and WWF sees improved management as part of the story. The available evidence supports a conservation example of recovery being possible; it does not yet quantify a UK population recovery.
