Uber Elevate’s three-year flying-taxi goal pointed to certified commercial operations in 2023. That launch did not happen on schedule: Uber sold Elevate to Joby Aviation, and the latest U.S. update reviewed here describes demonstration flights and ongoing FAA certification—not a paid electric-air-taxi service available to book.
What did Uber promise, and when?
The headline refers to a 2019 statement, not a promise made three years before today. In testimony submitted to a U.S. House aviation hearing, Uber Elevate said: “To achieve this vision, over the next 3 years we aim to conduct meaningful demonstrations of all electric vertical takeoff and landing aircraft in Texas and California, and commence certified commercial operations in 2023.” Uber Elevate’s 2019 testimony framed 2023 as the target for certified commercial operations.
The same testimony presented affordability, reduced congestion, low noise and broad adoption as ambitions. Those were projections, not demonstrated outcomes. Uber also described partnerships with aircraft manufacturers and regulators as necessary to its goal.
Did Uber Air launch by the 2023 target?
No. The 2023 target did not become a certified commercial Uber Air launch on that timeline. The current status is best understood by separating the company and its planned service from the flight tests now being conducted.

Joby acquired Uber Elevate
Joby’s SEC filing says it acquired Uber’s Elevate business, including planning and operations software, and describes collaboration to integrate aerial ridesharing into the Uber app. Uber’s current Uber Air page says Joby acquired Elevate in 2021 and describes the companies as working together. Uber is therefore a potential booking and app-integration partner, not the owner of the aircraft program. Joby’s SEC filing and Uber’s Uber Air page describe the relationship.
Helicopter rides are not electric air taxis
Joby points to Uber Copter’s New York operation in 2019 as an example of a connected trip: a car to a helicopter, a flight across the East River, and another car at the destination, booked through one app. That was conventional helicopter transportation—not an electric vertical-takeoff-and-landing (eVTOL) taxi launch. Uber says Blade’s commercial helicopter service was planned for booking through the Uber app in 2026; that, too, is a distinct service using helicopters rather than Joby’s planned electric aircraft. Joby’s account of Uber Copter provides the historical example.
What is happening with flying taxis now?
Texas flights are demonstrations, not public rides
On September 10, 2026, Joby announced a week-long eIPP flight campaign in Texas, including flights across the Dallas–Fort Worth area. The company said the flights were intended to generate operational data for FAA safety rules and described itself as continuing through the fifth and final stage of FAA type certification. This is operational progress, but Joby characterized the campaign as demonstrations supporting future service—not a public paid-passenger launch. Joby’s September 10, 2026 announcement also quotes FAA Administrator Bryan Bedford saying the FAA is using flight-test data “to ensure these new aircraft integrate safely into the airspace.”

Certification and passenger stages still matter
The FAA’s 2023 airspace blueprint explains that early advanced-air-mobility operations are expected to begin at low rates, much like helicopter operations, using existing routes and infrastructure such as helipads and early vertiports. Pilot and aircraft certification are key steps, and pilots will communicate with controllers where required. A test flight, route demonstration, or software integration therefore does not by itself establish that ordinary commercial rides are available. The FAA’s blueprint describes that operating context.
Uber’s current page reports more than 50,000 miles of Joby flight testing and says U.S. commercial operations require extensive FAA testing and certification. Those are company-reported figures and status, not independent measurements. Uber’s current Uber Air page attributes the testing figure to Joby’s program.
In an August 2026 shareholder letter, Joby said eIPP participation could enable early operations and targeted first passengers in 2026. It described a progression under FAA oversight from pilot-only flights to non-paying passengers and eventually paying passengers. The 2026 first-passenger language is a target; the letter does not establish that paying passengers are already being carried. Joby’s August 2026 shareholder letter sets out those stages.

Can you book an electric flying taxi now?
In the reviewed U.S. evidence, there is no confirmed paid electric-air-taxi service available to book. Joby’s Texas eIPP flights are demonstrations, and its certification process is still described as ongoing. The sources also do not establish a current fare, commercial route schedule, or ridership figure.
Dubai is not confirmed as a bookable exception. Joby’s June 2025 release reported piloted readiness flights, proposed routes and infrastructure work, and anticipated carrying first passengers in 2026. That was a forward-looking company announcement; it does not confirm that paid passenger service has since begun. Joby’s Dubai announcement should not be read as proof of current availability.
Quick Recap
How to distinguish a flying-taxi milestone from a launch
- Demonstration: a test or campaign flight used to gather data or show capabilities. It does not establish that customers can book a ride.
- Certification: regulatory approval of the aircraft and other required elements. Joby’s cited U.S. update still describes type certification as in progress.
- Non-paying passenger trial: passengers may be carried during an overseen early-operating stage, but this is not the same as a paid commercial service.
- Paid commercial service: a customer can book an available route and pay for the ride. The reviewed sources do not confirm such an electric service in the United States, or establish paid availability in Dubai.
