Uber and Cruise announced a multiyear partnership on August 22, 2024, aiming to offer qualifying Uber riders a dedicated fleet of Chevrolet Bolt-based autonomous vehicles in 2025. The service was never reported as launched in the cited official announcements. GM instead stopped funding Cruise robotaxi development in December 2024, completed full ownership of Cruise in February 2025, and redirected the technology toward advanced driver assistance, Super Cruise and autonomous personal vehicles.
What the Uber–Cruise deal was supposed to do
The agreement was designed to combine Uber’s consumer marketplace with Cruise’s driverless-vehicle technology. A qualifying rider would see an option in the Uber app to have a trip fulfilled by a Cruise autonomous vehicle rather than a conventional Uber ride.
The launch plan called for a dedicated number of Chevrolet Bolt-based autonomous vehicles. Uber and Cruise described the arrangement as multiyear, with service targeted for 2025. Cruise’s operating context at the time included supervised autonomous driving in Phoenix, Arizona, and Houston and Dallas, Texas, plus continued testing in Dubai, according to the companies’ August 22, 2024 announcement.

Uber could have supplied a large pool of riders, trip demand and app-based dispatch without requiring Cruise to build a separate consumer marketplace. Uber CEO Dara Khosrowshahi said the company believed its mobility and delivery platform could help introduce autonomous technology to consumers and cities “safely and reliably.”

What Cruise brought
Cruise supplied the autonomous-driving system, operational experience and vehicle program. Cruise CEO Marc Whitten described the mission as using driverless technology to create safer streets and reshape urban transportation.
Did Cruise robotaxis ever launch on Uber?
There is no launch reported in the cited Uber, GM or Cruise announcements. The partnership remained a planned 2025 deployment, not a confirmed public Uber service. That distinction matters: an announced fleet and app integration are not evidence that riders could actually request a Cruise vehicle.

Uber and Cruise announced the multiyear strategic partnership and the intended 2025 Chevrolet Bolt-based fleet. The proposed Uber-app choice was limited to qualifying rides, rather than being described as an automatic replacement for every trip.

GM announced that it would no longer fund Cruise robotaxi development. The company cited the time and resources required to scale the operation and a robotaxi market that had become increasingly competitive. GM said it would combine Cruise and GM technical teams and concentrate on advanced driver assistance and autonomous personal vehicles.

February 4, 2025: GM completes full ownership of Cruise
GM completed its acquisition of full ownership of GM Cruise Holdings LLC. Cruise became a wholly owned GM subsidiary focused on autonomous-vehicle technology and advanced driver assistance for personal vehicles. GM also said Cruise technology would be integrated into Super Cruise.

Why GM changed direction
GM’s stated reason was economic and strategic rather than a claim that autonomous driving had ended. Scaling a robotaxi network required considerable time and resources, while competition in the sector was intensifying. GM chose to combine engineering teams and apply Cruise’s capabilities to products it could develop and sell through its own vehicle business.

GM said the restructuring was expected to reduce annual spending by more than $1 billion after completion, which it expected in the first half of 2025. The figure is an expected recurring reduction, not revenue generated by the Uber partnership.

What Cruise is now, and what Super Cruise means
Cruise is no longer being presented in this strategy as an independent robotaxi company seeking to scale a public fleet. It is a wholly owned GM subsidiary working on autonomy and advanced driver assistance for personal vehicles.

Super Cruise is GM’s hands-free driver-assistance system, not a driverless taxi service. It is intended for use by a human driver in compatible vehicles and roads; the driver remains responsible for supervision and must be ready to take control. GM said Super Cruise was available on more than 20 GM vehicle models and that customers were logging over 10 million miles per month using the system in 2025. Those figures describe GM’s driver-assistance product, not Cruise robotaxi operations.
Robotaxi versus driver assistance
- Robotaxi: A commercial ride service in which an autonomous vehicle is dispatched to passengers, with the operator responsible for fleet operations.
- Super Cruise: A vehicle feature that assists a person driving a personally owned or leased vehicle; it does not turn an Uber trip into a driverless ride.
- Autonomous personal vehicles: GM’s stated longer-term direction for applying Cruise technology beyond a dedicated ride-hailing fleet.
What the shift means for Uber riders
Uber riders should not assume that a Cruise option is available merely because the 2024 partnership was announced. The cited official releases do not document a public deployment, and GM’s later decisions removed the robotaxi program that the agreement was intended to support.
Uber can still pursue autonomous-vehicle relationships in the future, but this specific Cruise plan should be understood as an announced, then overtaken, launch target rather than a current Uber product.

The Bottom Line
The Uber–Cruise partnership was announced in August 2024 but did not become a reported Uber robotaxi service. GM halted Cruise robotaxi funding in December 2024, took full ownership in February 2025 and redirected Cruise technology toward Super Cruise, advanced driver assistance and autonomous personal vehicles.
