Emirati officials have reportedly warned that the Premier League’s action against Manchester City could affect UK–UAE relations and future investment. Reports point to possible private funding for a planned high-tech hub between Oxford and Cambridge, but they do not establish that the UAE has cancelled a committed investment or withdrawn money.
What is the reported UAE warning?
The Guardian reported on 3 October 2026, relaying Bloomberg, that Emirati officials had said the Premier League’s actions would “have an influence on the bilateral state relationship.” The Independent and Sky News also described a reported warning that the case could affect future investment appetite. Sky News reported that City chairman Khaldoon Al Mubarak met UK Business Secretary Jonathan Reynolds on 14 September. It said there was no suggestion Manchester City was discussed at that meeting, so the meeting alone does not demonstrate a link to the warning or the commission ruling.

What did the Premier League commission find?
The Premier League published the independent commission’s core decision on 29 September 2026. The league said the commission found Manchester City guilty of all charges relating to serious financial-rule breaches from 2009/10 through 2017/18, and upheld three of four alleged breaches of its cooperation rules. The investigation began in December 2018; the league issued its complaint in February 2023, and the commission’s 42-day hearing concluded in December 2024. Premier League statement on the decision.
According to the league’s summary of the commission’s findings, arrangements with commercial partners misrepresented the true agreements, accounts were misstated, and the club’s finances were concealed from auditors and football regulators. The commission also found breaches of spending limits. The Premier League said the arrangements artificially inflated revenue and reduced costs by more than £900 million over the affected period. What happens next after City’s appeal?
The Premier League confirmed on 2 October 2026 that City had appealed. The club said it considered the opinion to contain “clear material errors, of law, principle and fact” and to be unsafe. That is City’s position in its appeal, not a replacement for the commission’s decision. Associated Press report; Premier League statement.
The appeal process and any sanction are separate matters. The league said the appeal hearing would remain private and confidential until publication of an outcome is permitted. The commission will deal with sanction separately; the rules allow possibilities including a fine, points deduction, or other sporting sanctions, but the available statements do not say which, if any, will be imposed.
