As of 7 October 2026, Narendra Modi has spent 25 years in executive office: first as Gujarat’s chief minister, then as India’s prime minister from 2014. In an opinion essay published that day, Andhra Pradesh Chief Minister N. Chandrababu Naidu argues that the period transformed India through leadership, infrastructure, welfare delivery, technology and a stronger global posture. Several infrastructure and welfare figures support the case that important measures changed; they do not, by themselves, establish that one leader caused those changes or that every claimed outcome is lasting.
What the 25-year milestone counts
The milestone begins on 7 October 2001, when Modi became chief minister of Gujarat. It does not mark 25 years as prime minister: he took that office in 2014. Naidu’s essay treats the full period in executive office as a story of continuity and national transformation, and its affirmative title reflects his argument rather than a neutral verdict.
Naidu writes, “One lesson has become increasingly clear to me: ultimately, leadership matters.” That is the essay’s central interpretation: sustained leadership, in his view, helped turn a vision into policy and execution. The official figures below document changes in selected measures, but they cannot independently establish that causal claim.

The figures give dated examples of change in transport infrastructure, household water connections, food distribution and an estimate of multidimensional poverty. Each measures something different, so they are evidence of specific outputs or estimates—not a single, complete measure of whether India was transformed.
#1 Best Overall
| Measure | Reported change | What the figure means |
|---|---|---|
| National highways | 91,287 km in 2014 to 146,560 km in 2025—about 61% growth, according to the Ministry of Road Transport and Highways (2025). | Length of the national-highway network; it does not by itself show travel times, road quality or who benefits. |
| Operational airports | 74 in 2014 to 164 in 2025, according to the Press Information Bureau (2026, reporting the 2025 count). | Number of operational airports, not a measure of passenger access, affordability or usage. |
| Rural tap-water coverage | 16.7% at the start of the Jal Jeevan Mission to 81.02% as of 18 August 2025, according to the Ministry of Jal Shakti (2025). | Reported household tap-water connections. The ministry’s earlier update put coverage at 80.20% as of 17 March 2025. |
| Free foodgrains | About 80 crore people receiving free foodgrains, according to the Department of Food and Public Distribution (2025). | The reported beneficiary count is against intended coverage of 81.35 crore under the National Food Security Act. Eligible priority households receive 5 kg per person monthly; Antyodaya households have a different entitlement. |
| Multidimensional poverty | 24.8 crore people estimated to have moved out of multidimensional poverty between 2013–14 and 2022–23, according to a NITI Aayog estimate relayed by the Press Information Bureau (2024). | This is an estimate, and the reported 2022–23 poverty level is described as a likely estimate—not a directly counted total. |
How to read the evidence—and its limits
Infrastructure counts are not the same as lived outcomes
More highway kilometres and operational airports show expansion in the recorded networks. They do not establish how reliably people can use them, how benefits are distributed among regions, or what effects they have had on household incomes and opportunity. Those questions require measures beyond the counts reported here.
Coverage figures need their definitions
A reported household tap connection is a coverage measure, not by itself proof of the regularity, quality or safety of the water supply. Likewise, a count of people receiving free foodgrains describes reach, while the entitlement differs by household category. The poverty figure is an estimate over a stated period, not a headcount presented as a direct observation.
Change does not settle attribution
The figures span years and government programmes, but the measures alone do not isolate the effect of Modi’s leadership from other policies, public institutions, state governments, economic conditions or changes in measurement. National totals can also conceal differences among states and groups. Naidu’s claim that leadership was the decisive force is therefore a political judgment, not a conclusion proven by these statistics.

Naidu also credits technology and cooperative federalism with helping deliver change, and presents India’s global posture as improved. Those are part of his broader case for transformation, but the cited official figures do not establish the effects of technology, the quality of centre-state cooperation or a change in international standing. The essay’s claims on those points should be read as the author’s assessment, not as findings demonstrated by the numbers above.
The essay also gives renewable-energy figures of approximately 296 GW of capacity and 168 GW of solar capacity. Those numbers are not independently corroborated by the cited material here, so they should not be treated as verified evidence in this account.

The dated official measures show substantial expansion in selected infrastructure and welfare indicators over the periods given, alongside a government-relayed estimate of a large reduction in multidimensional poverty. They make a case that meaningful change occurred in those areas. Whether those changes amount to a lasting national transformation—and how much should be credited to one leader—requires evidence about outcomes, distribution and causes that these figures do not supply.
