TSMC’s Fab 14 is an operating 12-inch wafer fab in Tainan, Taiwan—not a facility moving to China. TSMC also operates fabs in Shanghai and Nanjing, but its 2025 Form 20-F does not establish a new Fab 14 production plan in China. The headline’s China-plan claim therefore remains unverified without a dated announcement or report.

Where is TSMC Fab 14?

Fab 14 is in the Southern Taiwan Science Park in Tainan, Taiwan. TSMC’s 2025 Form 20-F lists it as an operating 12-inch wafer facility and gives 2004 as the year commercial production began. The same filing says its most advanced technology in volume production there at the end of 2025 was 16 nm. TSMC’s 2025 Form 20-F identifies the site and its reported technology status.

TSMC’s GIGAFAB facilities page includes Fab 14 among the company’s six operating 12-inch GIGAFAB facilities. TSMC reported that those six facilities together produced more than 13 million 12-inch-equivalent wafers in 2025. Separately, its 2025 Form 20-F reported total annual capacity above 17 million 12-inch-equivalent wafers. These figures cover different scopes: the first is for the six GIGAFAB sites, while the second is the company-wide total.

What does TSMC’s China footprint include?

TSMC’s China facilities are separate from Fab 14. Its 2025 Form 20-F lists Fab 10 in Shanghai and Fab 16 in Nanjing. TSMC’s corporate timeline records that its Shanghai operation began production in 2004 and that TSMC Nanjing Company Limited was established in 2016. Those facilities do not mean Fab 14 is located in China or that its production is being transferred there.

What happened in Fab 14’s expansion?

TSMC announced on April 9, 2012 that it had broken ground on Phase 5 of Fab 14 at the South Taiwan Science Park in Tainan. The company described Phase 5 as a future 20 nm-capable fab and scheduled volume production for early 2014. It also said Phase 6 was planned. Those were forward-looking expectations at the time, not current capacity or production guidance. TSMC later recorded Fab 14 Phases 5 and 6 as having begun production in its corporate timeline.

In the same 2012 announcement, TSMC said Phases 1–4 had capacity of 550,000 12-inch wafers per quarter. That is a historical company figure for those phases at that time, not a current estimate for Fab 14. Chairman and CEO Morris Chang described the expansion as part of continued investment in Taiwan; his statement referred to the 2012 announcement, not a new comment.

Is Fab 14 moving production to China?

No current announcement in the cited company materials establishes that Fab 14 is moving production to China. The Form 20-F identifies Fab 14 in Taiwan and separately identifies the Shanghai and Nanjing fabs; it does not announce a new China operation for Fab 14. The headline’s wording about planned China production should not be treated as confirmed without an identifiable, dated source for that specific claim.

TSMC issued a statement on August 23, 2005 saying it had no plans at that time to build other 12-inch fabs in mainland China while expanding Fab 12 and Fab 14. That statement describes the company’s position in 2005 only; it cannot establish what TSMC plans today.
