TSMC is reportedly exploring a role helping operate Terafab, the chip project associated with Tesla, SpaceX and xAI. The October 3, 2026 report says talks with Intel over a Terafab role have stalled, but it does not establish that Intel has withdrawn or that TSMC has signed an agreement. The claims are attributed reporting, not an announced deal.
What the TSMC report says—and what it does not
Startup Fortune reported on October 3, 2026, citing Tim Culpan’s October 2 Culpium newsletter, that TSMC was exploring a partnership to help operate Terafab. The report says TSMC could see the project as an anchor client for a prospective Texas campus. It does not provide signed contract terms, a confirmed operating role, or a definitive schedule. The same report describes discussions over Intel’s potential Terafab role as stalled. That is not evidence that Intel has exited the project: the report does not establish a withdrawal, and no confirmed competing proposals with terms for price, process node, capacity or schedule are presented.

In correspondence to the SEC dated May 7, 2026, SpaceX said Tesla and SpaceX had agreed to a general framework for future Terafab development. It said particular projects would require separate negotiations and agreements covering matters such as timelines, milestones and capital expenditures. TSMC’s public position on Tesla and Intel
Before the October report, TSMC CEO C.C. Wei said on the company’s April 16, 2026 Q1 earnings call that Tesla and Intel were both TSMC customers and competitors. He described foundry success as depending on technology leadership, manufacturing excellence, customer trust and service. Those remarks provide context for the reported possibility of TSMC working with a project associated with Tesla; they were not a response to the later report. TSMC Q1 2026 earnings-call transcript
During that call, an analyst asked how TSMC viewed a customer trying to make chips itself and whether TSMC could win business back. The questions were part of the earnings-call discussion, not evidence that TSMC had already evaluated or agreed to a Terafab role.

Wei said a new fab takes two to three years to build, followed by another one to two years to ramp. He was describing a general fab timeline, not giving a Terafab schedule or confirming construction plans for the reported Texas campus.
