NetworkManager dispatcher scripts can react to Wi-Fi connection events, but they do not make an access point trustworthy or create a security boundary by themselves. Use them as host-side automation: validate the connection event, apply narrowly defined local rules, and rely on Tailscale’s authenticated identities and access policies for private tailnet services. Keep Wi-Fi link security and device-level protections in place too.

Three security layers—and what each one does

“Trust the tailnet, not the network” is a useful way to separate responsibilities, not a reason to ignore the Wi-Fi network underneath your connection.

  • Wi-Fi link security: WPA2 or WPA3 helps protect the wireless link between your device and the access point. It does not establish that the access point is trustworthy, nor does it replace host security.
  • Host-side automation: A NetworkManager dispatcher script can respond to network changes and apply local actions you define. It is privileged code, not a perimeter or security policy on its own.
  • Tailnet access: Tailscale connects authenticated users and devices using private Tailscale IP addresses and configurable access policies. Those controls govern tailnet access; they do not certify the physical Wi-Fi network.

For private services, the sound approach is to allow access based on authenticated tailnet identities and narrowly scoped policies, while retaining appropriate Wi-Fi and host protections.

What a NetworkManager dispatcher can—and cannot—reliably detect

NetworkManager runs dispatcher scripts for network events such as interface activation or deactivation and changes to DHCP or DNS state. The dispatcher reference documents event names, arguments, and environment variables, including connection and interface information. A script should check the specific event action and connection identity it is meant to handle rather than responding indiscriminately to every network change. NetworkManager dispatcher reference

Event timing matters. A queued script still runs even if a later event makes it obsolete; the manual warns, “Also beware that once a script is queued, it will always be run, even if a later event renders it obsolete.” Scripts normally run serially, but scripts configured not to wait can run in parallel. Avoid long blocking work: NetworkManager may kill scripts that run too long.

Do not base cleanup solely on a pre-down event. A forced disconnection—for example, lost carrier or a fading wireless signal—does not emit it. Design for abrupt loss and stale events as well as orderly disconnection.

How to design the automation safely

  1. Choose a narrow trigger. Match the documented action and the intended connection identity, using the dispatcher’s available arguments or environment variables. Do not treat any interface activation as proof that a network is trusted.
  2. Make actions idempotent. Repeated or delayed events should leave the system in the intended state, not append duplicate rules or undo a newer state. Recheck current connectivity and relevant connection details before applying a consequential change.
  3. Keep the script short. Perform only quick local actions in the dispatcher. If additional work is needed, arrange it so the dispatcher is not held up, and account for the possibility that events may arrive in an order that no longer reflects current connectivity.
  4. Define failure and recovery behavior. Decide what happens when Wi-Fi disappears, a captive portal blocks access, rapid network transitions occur, or the script fails. Ensure you can restore connectivity and administer the device without depending on the rule that may have failed.
  5. Install with the required permissions. The dispatcher documentation requires scripts to be regular executable files owned by root, not writable by group or others, and without the setuid bit. These requirements matter because the scripts run with consequential system authority.
  6. Test transitions, not just the happy path. Verify connection, disconnection, DHCP or DNS changes, captive-portal behavior, abrupt radio loss, quick switching between networks, and recovery after a script error.

Should a dispatcher automatically enable Tailscale on “untrusted” Wi-Fi?

It can be one component of a policy, but the label “untrusted” needs a concrete, reliable meaning in your setup. The cited NetworkManager documentation does not define a universal trusted-SSID test or prescribe a standard firewall rule, kill switch, or Tailscale start/stop command for this use case. Any such choice is an author-designed policy, and SSID matching alone should not be presented as proof that a network is safe or unsafe.

If you use dispatcher automation, specify exactly which connection identifiers trigger which local actions, account for stale and missing events, and test recovery when the network changes unexpectedly. Do not imply that a script itself protects all traffic or that Tailscale automatically routes every connection through the tailnet. Tailnet policies control access to tailnet resources; local traffic and the device’s exposure on Wi-Fi remain separate concerns.

What Tailscale protections do—and do not—cover

Tailscale’s tailnet is an overlay on top of physical connectivity: it organizes authenticated users and devices, assigns private Tailscale IP addresses, and supports configurable access policies. The policy model can limit which identities can reach which resources. Tailscale access controls

So, does Tailscale make public Wi-Fi safe? Not universally. It can protect and control access to tailnet traffic and services according to its configuration, but it does not remove the need to assess the local connection, secure the host, or account for traffic outside the tailnet.
