The proposed $15 billion Mesabi Metallics steel complex could bring substantial investment and jobs to Lee County, but those benefits are projections—not results—and Iowa has not disclosed a final incentive deal. As of October 3, 2026, the site and local hiring terms are also unresolved. For taxpayers, workers, nearby residents and steel users, the key question is whether promised gains will be delivered and how the costs and benefits will be shared.
What has Mesabi Metallics proposed?
President Donald Trump announced the plan on September 28, 2026. Mesabi Metallics, a Minnesota company owned by India’s Essar Group, proposes a steel complex in Lee County, Iowa. It is an announced project, not a mill under construction or in operation.
The company describes a connected mine-to-mill supply chain: a proposed Minnesota mine would produce direct-reduction-grade iron-ore pellets for the Iowa complex. The Iowa facility is planned to use hot direct-reduced iron and electric-arc furnaces; Senator Joni Ernst’s office says it would also use recycled scrap steel. Mesabi says this process would reduce energy use and emissions, but that is a company claim, not independently verified performance.

Capacity and timing are projections
Production is projected to begin in 2030. The Office of Senator Joni Ernst describes an initial capacity of 7.5 million tons of steel per year, with potential to rise to about 10 million. The Associated Press reports a 10-million-ton annual figure at full build-out. Those numbers describe different stages, not a guaranteed initial production rate.
Mesabi also projects $95 billion in total economic output from construction and the first ten years of operations. That is the company’s projection, not an independently established estimate of net benefit to Iowa or Lee County.
How many jobs could Iowa get, and who would get them?
Public announcements project at least 1,700 to 1,750 permanent jobs at the Iowa plant and more than 6,000 construction jobs. Mesabi separately expects 350 full-time jobs at the Minnesota mine once it is fully operational. These figures describe distinct workforces and future employment; they are not current job counts.

The announcements do not establish when hiring would begin, what positions would pay, whether jobs would be union, what training would be required, or how many roles would go to Lee County residents. Iowa Senate Democratic Leader Janice Weiner asked whether skilled union laborers would be prioritized. Representative Zach Nunn called for workers to be prepared through skilled-trades training. Neither statement supplies finalized hiring terms.
For workers, the useful test will be more than the headline number: published hiring schedules, training access, wage and benefit terms, labor arrangements, and actual hires as the project advances. None of those details is established in the announced figures.
How much will Iowa taxpayers pay?
On October 2, Governor Kim Reynolds signed House File 2801, amending Iowa’s Major Economic Growth Attraction program. Under the amended pathway, a qualifying business in a rural county could receive tax incentives of up to 10% of qualifying investment, spread over ten years and transferable. The change makes a potential incentive available to an eligible project such as Mesabi’s; it does not itself confirm the company’s award.

| Figure | What it describes | What it does not establish |
|---|---|---|
| Up to 10% over ten years | The statutory maximum incentive pathway for a qualifying rural business under Iowa’s amended MEGA program, according to the State of Iowa. | Mesabi’s final negotiated award, the amount ultimately claimed, or the net cost to taxpayers. |
| $770 million | A direct loan for the Minnesota mine that the Export-Import Bank of the United States said its board had approved. | An Iowa tax incentive or a measure of the project’s total investment. |
| $15 billion in Iowa; $18 billion combined | Mesabi Metallics’ proposed Iowa complex investment and its proposed combined Iowa-and-Minnesota investment. | Public expenditure or money already invested. |
The maximum statutory percentage cannot be multiplied by the headline investment to produce a confirmed subsidy: the eligible investment base, final agreement, and actual claims are not established. Nor is a net taxpayer-cost estimate available in the reviewed reporting. A meaningful accounting would need to show the agreement’s terms, what the company claims, when it claims it, and how the public measures resulting costs and benefits.

Where in Lee County will the project go?
The specific site had not been disclosed in Associated Press reporting, and the county board chair said the company had not committed to a site. That leaves practical questions open: which land might be involved, what infrastructure would be needed, and how nearby communities would be affected.
The Associated Press reported that Lee County lacks general zoning and permitting ordinances applicable to the project, although the company would need a permit to haul on county secondary roads. The report also relayed concern that a project of this scale could exceed a rural community’s administrative capacity. The Lee County Economic Development Board identified workforce, infrastructure, housing, and community services as ongoing questions.

Those questions do not prove that a particular harm will occur. The reviewed reporting does not quantify land acquisition, traffic, utility demand, housing pressure, or environmental effects around a selected site. Iowa Public Radio quoted Weiner asking how landowners might be affected and what safeguards would protect communities. A site-specific plan and public review would be needed to assess those issues rather than assume their scale.

The announcement makes the potential upside visible: private capital, industrial capacity, projected jobs, and a proposed connection between a Minnesota iron-ore mine and an Iowa steel mill. Whether those gains reach local residents, workers and public budgets depends on decisions and outcomes that have not yet been disclosed.
Steelmakers and the company
Mesabi would own and operate the proposed complex and present it as an integrated domestic supply chain. Chair Rewant Ruia described the plan this way: “With the new steel complex in Iowa, we will complete the fully integrated American supply chain, from mine to mill.” Steelmakers could gain capacity if the project is built and reaches its projected output; the announcement alone does not demonstrate that delivery.

Local governments and residents
Lee County could see construction activity and employment if the plan proceeds, while also needing to address services and infrastructure demands. The timing, location, public obligations and safeguards remain important to whether the community has the capacity—and the leverage—to shape the project. Brookings Institution senior fellow Anthony Pipa, quoted by the Associated Press, put the tension this way: “While there’s a lot of potential upside, the asymmetry can also leave those communities vulnerable and without leverage.”
Emily Benjamin, president and CEO of the Lee County Economic Development Board, said: “We take both seriously. Our job is to help make sure growth like this benefits the people who live and work here.” Whether that goal is reflected in commitments will depend on the site, infrastructure plans, public services, and accountability measures.
Steel consumers and other industries
Trump credited 50% tariffs on imported steel with bringing investment to the United States, and American Iron and Steel Institute CEO Kevin Dempsey endorsed the view that tariffs energize the sector. Those are attributed positions. The available reporting does not establish that tariffs caused Mesabi’s specific decision or quantify any effect on steel prices, downstream businesses, or consumers. More domestic production could change supply, but the project announcement does not show whether that would lower or raise costs for steel users.

The distributional question is not answered by the project’s investment headline or job projections. The most useful evidence will emerge in specific commitments and reported results:
- Site and local impacts: a selected site, land arrangements, traffic and hauling plans, utility requirements, and assessments of housing and public services.
- Public support: the final Iowa incentive agreement, eligible investment, claims made under it, and a transparent accounting of public costs and realized benefits.
- Jobs and labor: hiring timelines, wages and benefits, union or other labor terms, training requirements, and the share of jobs filled by local workers.
- Delivery: whether construction begins, whether production starts on the projected schedule, and how actual output compares with the stated initial and full-build-out capacities.
- Independent evaluation: fiscal and economic analysis that distinguishes company projections from measured outcomes, including effects on steel users and local government capacity.
Until those details are available, it is possible to describe the proposed scale and the potential opportunity, but not to make a substantiated net-benefit judgment for taxpayers or nearby communities.
