President Donald Trump was expected to name Director of National Intelligence Jay Clayton as his top adviser on artificial intelligence, according to reports published October 2, 2026. The White House had not formally announced the appointment: an official said personnel announcements would come directly from the president and called reporting beforehand “baseless speculation.”
Who is Trump expected to name as AI czar?
The Washington Post, Axios and Reuters reported on October 2 that Clayton was expected to take the AI adviser role. Their reports cited people familiar with the decision; none described a completed, publicly confirmed appointment. The White House’s response, as quoted by The Washington Post, was: “Any reporting until then is baseless speculation.” Axios quoted a White House official saying, “Any personnel announcement will be announced directly by the President. Any reporting until then is baseless speculation.”
Trump had publicly spoken favorably of Clayton for the job on September 29. Asked about him as AI czar, Trump told Axios, “a good man. He’s right here. That’s a good idea.” That remark indicated interest, but it was not a formal appointment announcement. (Axios, September 29.)

Reports said Clayton was expected to retain his role as Director of National Intelligence (DNI) if he took the AI adviser position. That would be a dual assignment, but neither it nor the AI appointment had been formally announced in the reporting reviewed. The Office of the Director of National Intelligence identifies Clayton as DNI and says he was sworn in on August 3, 2026. The DNI leads the Intelligence Community and serves as the president’s principal adviser on intelligence matters. (ODNI leadership.)

Clayton previously served as U.S. Attorney for the Southern District of New York and as chair of the Securities and Exchange Commission from May 2017 to December 2020, according to his ODNI biography.
Why is Clayton being considered for an AI role?
Clayton has framed AI as both a security concern and an opportunity. Axios quoted him from his DNI confirmation hearing saying, “When something is both an opportunity and a threat, you better get your arms around it.” In the same account, he described AI as “not only an opportunity but a threat.” These remarks show how he has discussed the technology; they do not establish what policy he would pursue in a new post. Axios also reported that Trump has favored a light regulatory touch even as calls for government intervention have grown. The reported selection alone does not resolve that tension or confirm a finalized administration policy on AI.

What are the AI czar role and AI Force supposed to do?
The public remit remains unclear. On September 19, Trump said he would create an “AI Force,” modeled on the Space Force, and name an AI czar. Axios reported that he provided few details on the Force’s function, budget or place in government. The October 2 appointment reports did not fill in those specifics. (Axios, September 19.)

The key unanswered questions are what authority the adviser would have, who would staff the role and the Force, how either would be funded, and which part of government would house them. Until the administration announces those details, the title “AI czar” should not be read as evidence of a defined agency, budget or legal authority.

A separate White House fact sheet dated September 29 describes an executive order directing executive-branch departments and agencies to use “Super Intelligence” and “SI” in specified official materials, including correspondence, public communications, policy documents and non-statutory documents. It also directs agencies to stop acknowledging “Artificial Intelligence” or “AI” in those contexts. This is an instruction about government terminology; it does not establish that the technology or the reported adviser role has been redefined in law. (White House fact sheet, September 29.)
