The Tor Project and Tails announced on September 26, 2024, that they had joined forces, bringing Tails into the Tor Project’s organizational structure. The organizations said the move was intended to ease collaboration, reduce operating overhead, and give the Tails team more time to maintain and improve the Linux-based privacy operating system. Those were stated aims, not measured post-merger results.
What happened in the Tor Project and Tails merger?
The announcement described a merger of operations: Tails became part of the Tor Project’s structure. It was not a merger of two products into one. Tor Browser and Tails remain distinct tools with different roles.
According to the Tor Project’s September 26, 2024 announcement, Tails approached Tor with the idea in late 2023 after concluding it had outgrown its existing independent structure. Tails had operated independently for 15 years; the teams had collaborated closely since 2015, and Tails had more recently been a Tor sub-grantee. The announcement also notes that Tails’s first release was announced on a Tor mailing list.
Why did Tor and Tails merge?
Tails said the administrative work of operating independently had become difficult to sustain. Fundraising, finances, and human resources all required attention alongside the technical work of maintaining the operating system. Joining a larger organization was intended to reduce that burden and let the Tails team focus more on its core mission.

How Tor Browser and Tails complement each other
They address different layers of a user’s activity, so they are complementary rather than competing products. The Tor Project characterizes Tor Browser as anonymizing online activity and Tails as securing the broader operating-system session, including files and browsing sessions.

The Tor Project says people working on sensitive topics or in repressive regions often use the tools together to help protect communications and sources. That is not a guarantee against surveillance, device compromise, unsafe behavior, or every other threat. The announcement is not a comprehensive threat-model comparison; users need to assess their own risks and follow each tool’s security guidance.

The merger announcement presented the following as expected benefits, not as independently demonstrated results:

In a December 19, 2024 retrospective, the Tor Project called its merger with Tails the organization’s biggest news of the year and said the teams could pool resources and combine strengths. That retrospective describes the organization’s view; it does not provide measurements showing what changed for users or the product. (Tor Project, “Meeting the demands of tomorrow’s Internet”.)
What the merger means if you want to use Tails
The organizational change does not mean you need Tails to use Tor Browser, or that Tor Browser alone provides Tails’s broader operating-system environment. They remain separate tools that can be used independently or together, depending on what protection and workflow a person needs.

What is known about the merger’s results?
The cited announcements explain why the organizations joined forces and what they hoped to achieve, but do not establish measurable post-merger outcomes such as reduced costs, faster development, or specific product improvements. The Tor Project’s December 2024 retrospective confirms the merger’s prominence for the organization, not those particular results.
