Driver monitoring systems (DMS) use sensors and software to estimate a driver’s state—especially visual attention and drowsiness—and issue warnings or prompts when behavior suggests risk. Some are built into passenger cars; others are installed in commercial fleets. They are not a single standardized capability, and a DMS does not make a driver-assistance system self-driving.
As of October 4, 2026, the picture is shaped by EU vehicle rules, Euro NCAP assessments, continuing U.S. agency study, and real—but not necessarily comparable—factory and fleet products. The crucial questions are what a particular system detects, how it responds, and what happens to its data.
What is a driver monitoring system?
A DMS is an in-vehicle technology that estimates whether the driver is attentive or showing another state relevant to safe driving. Depending on the system, it may look for visual distraction, signs of drowsiness, unresponsiveness, impairment, or driver availability. Those are different targets: a system designed to detect eyes-off-road behavior should not automatically be assumed to diagnose fatigue or a medical emergency.
DMS is distinct from driver-assistance technology. A Level 2 system can assist with both steering and acceleration or braking, but the human still has to supervise the driving task. NHTSA says drivers must remain attentive and responsible while using these systems. Its automated-vehicle guidance states: “Every vehicle currently for sale in the United States requires the full attention of the driver at all times for safe operation.” Monitoring does not transfer that responsibility to the vehicle.

How does a driver monitoring system work?
Many systems use an in-cabin camera to estimate eye gaze, eye closure, and head position. Others—or the same system in combination—can use steering-wheel sensing or vehicle-control behavior. NHTSA’s 2022 NCAP roadmap discussion describes camera-based eye tracking and steering-wheel sensors, while noting that systems may target different driver states. A camera is common, but it is not the definition of DMS.
A typical system turns sensor inputs into an estimate, then may warn the driver or trigger another response. Its features can be compared along these practical dimensions:
- Sensing: in-cabin camera, eye tracking, head pose, steering-wheel contact, control behavior, or a combination.
- Target state: visual distraction, drowsiness, unresponsiveness, impairment, or another defined condition. Check what the specific product claims to detect.
- Response: visual or audio warning, haptic alert, escalation, fleet-manager notification, or some other action. Detecting a possible risk is not the same as intervening to prevent it.
- Operating conditions: lighting, eyewear, head coverings, driver position, and vehicle vibration can affect sensing. Robustness should be established for the product and conditions in question, not presumed universal.
- Data handling: whether images are captured, processed locally, transmitted, retained, or shared with a fleet manager.
- Integration: how the system connects to vehicle electronics, driver assistance, or fleet workflows.
NHTSA’s roadmap treated confidence, reliability, and the effectiveness of interventions as questions needing evidence. A product feature description or detection demonstration alone does not establish a reduction in crashes.

Are driver monitoring systems mandatory?
European Union: rules for specified warning systems
Regulation (EU) 2019/2144 sets requirements for driver drowsiness and attention warning (DDAW) and advanced driver distraction warning (ADDW) systems. Its privacy provisions say systems must not continuously record or retain data beyond what is necessary, make those data accessible to third parties, or keep them after processing; they also call for performance targets intended to avoid or minimize errors under real driving conditions. See the consolidated EU regulation.
Commission Implementing Regulation (EU) 2025/1707 sets application methods, requirements, and tests—including performance characteristics for driver-warning systems under Euro 7 for M1 and N1 vehicles. It is a specific implementing instrument, not evidence that every vehicle worldwide must have the same camera or feature set. Consult the implementing regulation for its scope and provisions.
Euro NCAP: consumer assessment, not legislation
Euro NCAP’s Safe Driving page lists Occupant Monitoring v1.2, Driver Engagement v1.2, and Vehicle Assistance v1.2, alongside driver-monitoring guidance and a test procedure. These protocols inform consumer assessments; they are not a legal mandate. A vehicle’s regulatory obligations and its Euro NCAP assessment are separate questions.

United States: evaluation and study, not a general DMS rule
NHTSA’s 2022 NCAP roadmap considered whether DMS might be added as an assessment technology and sought information about sensor types, target states, confidence, reliability, and interventions. That roadmap request for comments documents evaluation, not a DMS requirement.
A 2026 U.S. DOT/NHTSA notice describes a proposed one-time voluntary experiment on drivers’ interactions with SAE Level 2 systems equipped with DMS, for which the agency intended to seek OMB approval. It is further study, not a rule requiring DMS in U.S. vehicles. The notice is available at U.S. DOT.
Do driver monitoring systems record or store video?
There is no one answer for every DMS. Some systems may process camera input without retaining video; others offer recording or connected fleet services. Ask about the exact model and configuration: whether images are captured, where processing occurs, whether data leave the vehicle, how long they are retained, who can access them, and how they are deleted. A vendor statement about one setup does not necessarily describe another option.

For DDAW and ADDW systems within the scope of the EU rule, the regulation’s closed-loop and data-minimization provisions address collection, third-party access, and deletion after processing. Those requirements should not be generalized to every product or jurisdiction, and they are not a substitute for checking the specific system’s privacy terms.

Some systems are designed to estimate visual attention, drowsiness, or both, but the capability depends on the product. An alert that the driver appears distracted is not proof that the system can reliably identify fatigue, impairment, or a medical condition. Sensor placement and operating conditions can also matter. Look for product-specific validation and independent evidence that matches the claimed target and use case.

Factory-integrated systems and aftermarket fleet products
Factory systems and fleet retrofits serve different contexts. Embedded technology can be integrated by an automaker or supplier into a passenger car and its electronics. Commercial fleet systems may add in-cab sensing, alerts, connectivity, and fleet-management workflows; they can require installation and operating processes beyond the hardware itself.
| Type | What it is | What to verify |
|---|---|---|
| Embedded passenger-car DMS | Technology integrated into production vehicles. Seeing Machines describes its FOVIO platform for OEM and Tier 1 integration; Smart Eye describes embedded automotive solutions. | Which states the particular vehicle detects, how alerts work, what data are processed or retained, and how the feature behaves with driver assistance. See Seeing Machines and Smart Eye. |
| Aftermarket commercial-fleet DMS | Installed equipment and services intended for fleet settings. Seeing Machines describes Guardian with in-cab sensing of eyes and head, a forward-facing camera, alerts including seat vibration, and connected fleet services. | Vehicle and installation compatibility, alert and escalation workflow, connectivity, recording options, and who in the fleet can access data. See Guardian. |
| Aftermarket fleet system with optional recording | Smart Eye’s January 2025 AIS+ announcement describes real-time haptic alerts and optional video recording. | Whether recording is enabled, its retention and access terms, and suitability for the intended vehicle and fleet. See the AIS+ announcement. |
Seeing Machines also reports that Guardian is used by more than 1,200 commercial transport and logistics organizations globally. That is the supplier’s customer-count claim, not an independently audited estimate of how widely DMS is installed across the vehicle fleet.
Can I add a driver monitoring system to an older car?
Aftermarket commercial fleet systems are available, but that does not mean every product is suitable as a private-car add-on. Check whether it is intended for your vehicle and use, what installation and connectivity it needs, whether it provides a warning or a broader fleet service, and how video and other data are handled. Do not assume a fleet camera is a consumer dash camera or a universally compatible plug-in device. Availability, listings, pricing, and compatibility need to be verified for the specific product and market.
How to judge a DMS claim
- Identify the exact state the system is meant to detect and the action it takes when it detects it.
- Check whether evidence is independent and whether its conditions match your vehicle, drivers, and operating environment.
- Separate a reduction in detected events from a reduction in crashes; they are not interchangeable outcomes.
- Read privacy terms for the actual configuration, particularly recording, transmission, access, retention, and deletion.
- Distinguish a legal requirement from a consumer-assessment protocol, a voluntary study, or a vendor feature claim.
There is no authoritative independent market-wide installed-base figure or comparable cross-vendor effectiveness estimate established in the sources cited here. Product availability is real, but it does not by itself show how prevalent DMS is across vehicles or which system is most effective.
