As AI changes how research is done, organizations need more than a few machine-learning specialists: they need research teams with the right mix of technical, disciplinary, and practical skills—and ways for those skills to keep developing. UK and European evidence points to shifting demand and reported skills gaps, making talent a strategic capability to build. It does not prove that any particular training spend guarantees a financial return, so “make-or-break” is best understood as a competitiveness argument, not a measured outcome.
Why R&D talent matters in the next phase of AI
AI tools can change how teams analyze data, run experiments, and develop products, but the tools do not replace the people who define research questions, judge evidence, and apply findings in a field. R&D capability therefore rests on a broader workforce than AI researchers alone.
The UK Department for Science, Innovation and Technology (DSIT) defines core R&D occupations to include science, engineering, programming, R&D management, research-related business roles, teaching, and technician work. The right combination varies with the discipline and stage of research, from exploration and data collection through validation and deployment. DSIT’s 2025 analysis of UK R&D skills finds that specialized skills make up around 80% of skills specified in core R&D job postings; specialized software skills account for approximately 23% of total skill demand in those postings. These figures describe UK job-posting analyses, not global hiring.

What the skills-gap evidence says—and what it does not
In a 2025 survey of the UK AI labour market, 97% of respondents identified at least one skills gap. Among surveyed businesses, 57% reported a technical skills gap and 30% a non-technical skills gap. Those are survey findings, not estimates of the share of all employers with gaps. The DSIT-commissioned report’s authors describe the issue starkly: “The UK AI (artificial intelligence) sector is facing a critical skills gap that threatens its long-term growth and global competitiveness.” The survey’s executive summary also recommends education aligned with changing requirements and apprenticeships with industry links; these are recommendations, not interventions shown to guarantee results.

European figures point to both growth and potential disruption, but they need their own definitions. The European Commission reports that AI talent more than doubled in the EU from 2016 to 2023, reaching 0.41% of the workforce. Its definition includes people directly employed in AI roles and people using AI skills in other work. The Commission also estimates that, in a fast-adoption scenario, up to 6.5% of the EU workforce may need to transition to new occupations by 2030. That is a conditional projection, not an unconditional forecast. The Commission’s AI talent and skills summary provides the context.
Which skills do AI-enabled R&D teams need?
Building capability is not a choice between AI expertise and subject-matter expertise. Teams need enough technical depth to select, develop, or responsibly use AI methods, alongside the research foundations that make results meaningful.
Technical depth
Depending on the work, teams may need software, data, and AI skills to build systems or integrate tools into research workflows. UK R&D job-posting evidence shows specialized software skills are a substantial part of demand, but it does not specify one universal skill list for every team.

Research and application skills
Researchers and technicians contribute experimental design, statistical reasoning, domain knowledge, and the ability to assess whether an output is valid and useful. In life sciences, for example, McKinsey analyzed nearly one million LinkedIn R&D job listings posted from 2020 through 2024 by about 150 organizations. Its analysis found that postings requesting AI skills tripled over five years, while foundational skills such as statistical analysis and site operations remained sought after. This is an industry analysis of listings, not an official labor-market series. McKinsey’s life-sciences analysis illustrates why AI capability and disciplinary foundations need to grow together.
Collaboration and non-technical capability
AI-enabled research also depends on people who can connect technical work to research priorities, communicate across disciplines, manage projects, and translate findings into practice. The UK survey’s reported non-technical gaps underscore that capability is not only a matter of hiring coders or model specialists.
Should organizations hire specialists or develop existing staff?
There is no evidence-backed universal cost-effectiveness ranking between hiring and training. The choice depends on how quickly a capability is needed, whether the knowledge must remain embedded in the team, and whether the organization can support ongoing learning and career progression.

| Approach | What it can address | Trade-off to consider |
|---|---|---|
| Recruit AI specialists externally | Brings scarce technical expertise into a team that needs it now. | Specialist supply may be tight; a hire still needs domain context and support from colleagues. |
| Develop current employees | Builds AI and digital skills among people who already understand the research, systems, or operations. | Requires time, structured learning, and opportunities to apply new skills; training alone does not create a career path. |
| Combine specialist depth with cross-disciplinary development | Pairs technical experts with researchers, technicians, and managers who can use or evaluate AI in context. | Requires coordination across roles and teams rather than treating AI as a standalone function. |
These are complementary choices rather than mutually exclusive ones. A team may recruit a small number of specialists while building practical AI fluency across the wider R&D workforce.

Capability building is a continuing process: identify the work that needs to change, develop relevant skills, make room to use them, and connect learning to career growth. European Commission material on AI in science highlights curricula, upskilling, lifelong learning, career paths, and coordination among government, universities, and industry. Its recommendations are a direction for action, not proof that any single program will deliver a guaranteed outcome. The EU Publications Office report record summarizes these recommendations.
- Map capabilities to research work. Identify where AI or digital methods could affect the team’s workflows, then distinguish skills needed to build methods from those needed to use, interpret, or govern them.
- Use more than one entry route. Consider degree-based hiring alongside apprenticeships and other pathways that can develop practical technical and research skills. UK survey recommendations include apprenticeships with industry links.
- Make learning continuous. Treat upskilling as part of work and career development, not a single course detached from real research tasks.
- Build mobility and retention into the plan. Give people opportunities to apply new skills, move into evolving roles, and progress; otherwise, training may not translate into durable team capability.
- Coordinate across institutions where useful. Universities, employers, and public bodies can align education and workforce development with changing needs, an approach emphasized in EU recommendations for AI in science.
Why inclusion and retention matter to the talent pipeline
Recruiting from a narrow pool can limit an organization’s ability to fill roles and sustain a diverse research workforce. DSIT’s UK R&D analysis reports persistent gender and ethnic representation differences, while its AI labour survey points to underrepresentation and recommends broadening routes into the profession. These findings concern UK evidence; they should not be assumed to describe every country or sector. Broader access to entry routes, coupled with credible development and progression, is part of building the pipeline—not a substitute for assessing capability against the work.

What public investment signals—and what it cannot prove
UK Research and Innovation recorded £696 million in dedicated skills and talent investments for researchers, innovators, and technicians in its 2024–25 annual report. The figure is evidence that a major public research funder prioritized skills and talent; it does not establish a specific return on investment for an employer or prove a causal financial payoff from any one program. UKRI’s 2024–25 annual report also describes talent initiatives such as fellowships.
For organizations, the defensible case is strategic: R&D depends on people able to adapt methods and practice as AI changes the work. The evidence supports taking skills development, recruitment, and retention seriously, but does not quantify a universal ROI or show that a fixed level of spending guarantees competitiveness.
