Space’s new “trust problem” is an operational coordination challenge: more spacecraft and debris share orbital regions, while operators need reliable information to identify objects and plan safe maneuvers. It does not mean that distrust between operators has been measured, or that a collision is imminent.

Why is space getting harder to manage?

Orbital operations depend on knowing what is in a spacecraft’s path and communicating well enough to respond when trajectories may come close. As more actors launch and operate satellites, that coordination has to work across a wider set of missions and organizations.

The scale of recent activity illustrates the change. The European Space Agency (ESA) says that, through the end of 2025, more than 300 launches placed over 4,000 payloads in orbit. Its 2026 report also describes commercial constellations continuing to grow and satellites spreading across a wider range of altitudes.

The word “trust” is useful here as a shorthand for dependence on information and coordination—not as a technical measure of relations between operators. The official reports document congestion, identification gaps, and coordination needs; they do not quantify an industry-wide trust deficit.

How much space debris is in orbit?

Counts depend on what is being counted. In its 2025 report, based mainly on data through the end of 2024, ESA estimated more than 40,000 tracked objects, including about 11,000 active payloads. Separately, its model estimated more than 1.2 million debris objects larger than 1 cm and more than 50,000 larger than 10 cm. The smaller debris population is an estimate, not a list of objects individually tracked in orbit.

ESA says debris of 1 cm or larger can cause catastrophic damage. Around 550 km altitude, debris objects that pose a threat are now of the same order of magnitude as active satellites. That describes the relative scale of the populations in that region; it does not mean their counts are identical.

ESA’s 2026 report says its Space Environment Health Index rose from about 4 to 50 in one year. The index compares the modelled effect of space activity with a 2014 benchmark scenario for an acceptable environment. It is not a direct probability that a satellite will collide.

Why can’t we identify every object in space?

Detection and identification are different tasks. A sensor can detect an object without establishing what it is, who put it there, or which launch or breakup produced it. ESA’s 2026 report says the number of objects classified as unidentified is increasing; improved sensors are finding objects that cannot yet be linked to a known source or fragmentation event. That is an attribution gap, not evidence of covert activity.

Identification matters because operators need to interpret observations and assess possible close approaches. ESA reports that conjunction events that can trigger avoidance procedures are increasing, particularly in low Earth orbit. The reports support a growing coordination burden, not the claim that satellites are constantly on the verge of collision.

Can satellites avoid one another?

Operators can use trajectory information to assess close approaches and decide whether an avoidance maneuver is warranted. But coordination depends on timely, usable information: uncertainty about an object’s identity or trajectory can make planning harder, while maneuvers themselves need to be considered in the context of other spacecraft and traffic.

ESA says that sharing information about planned deployments alongside traffic management can help mission planning. The IADC’s 2025 report, hosted by the United Nations Office for Outer Space Affairs (UNOOSA), describes how low-Earth-orbit traffic has changed since 2015, especially with the arrival of large constellations and a shift toward commercial operators. This points to a more varied operating environment; it does not establish that commercial operators are less trustworthy or that a particular data-sharing regime is already in force.

What rules and practices help keep space safe?

There is no single measure that solves every part of the problem. Better information helps operators coordinate; responsible spacecraft design and disposal limit future debris; removal missions target hazardous objects already left in orbit. These approaches address different stages of the orbital-safety problem.

  • Improve detection, identification, and attribution. Better observations can reveal objects, while linking them to a known source helps operators interpret what they see.
  • Coordinate operations and share deployment information. Timely information and traffic management can support mission planning and responses to close approaches.
  • Prevent new debris. Design choices, passivation, and end-of-life disposal can reduce the chance that spacecraft or upper stages break up or remain a hazard after a mission. ESA says mitigation is improving, but not enough to stop debris numbers from increasing.
  • Remove legacy debris. Active debris removal addresses objects already in orbit; it is distinct from practices that prevent new debris from being created.

ESA’s Zero Debris Charter is a community commitment, not a universally binding global rule. At the time of ESA’s 2025 report, it had been signed by 19 countries and more than 150 commercial and non-commercial entities.

Why does the debris problem persist?

Mitigation can reduce new debris without removing the material already in orbit. ESA’s 2025 report says fragmentation events add debris faster than debris can naturally re-enter the atmosphere, so its modelled long-term environment continues to worsen even as mitigation compliance improves. ESA also reported more than three intact objects re-entering Earth’s atmosphere per day in 2025, attributing the high re-entry activity both to growing space activity and to improved debris-mitigation compliance. Re-entry is not a substitute for preventing breakups or removing hazardous objects that remain in orbit.
