The State Department’s America 250 “Patriot Passport” is a commemorative version of the U.S. passport, not a replacement for the standard design. It features President Donald Trump’s portrait and signature inside the front cover, along with Declaration of Independence and 250th-anniversary imagery. The Department says it has the same security features as its next-generation passport; eligible applicants can seek it only through designated in-person appointments and events.

What the Patriot Passport looks like

The State Department describes the book as a special passport for the United States’ 250th anniversary. Its dark-blue outside front cover puts gold-foil “United States of America” at the top, the State Department seal in the center and “Passport” at the bottom—a reversal of the standard cover’s visual hierarchy. The Department’s commemorative passport page shows the design.

Inside, the front cover features Trump’s portrait above text from the Declaration of Independence and a waving red, white and blue flag. His signature and “United States of America” appear in large type at the bottom. The inside back depicts the signing of the Declaration alongside flag imagery and the words “United States of America” and “250.” The outside back carries a gold Freedom 250 logo based on a 13-stripe flag and 13 stars. The State Department’s artwork documents these elements.

The commemorative book has 26 pages, the same as the standard passport book. The separate 52-page large-book option uses the existing design, not the Patriot Passport artwork, according to Associated Press coverage of the expansion.

Security and existing passports

The Department says the Patriot Passport is a version of its next-generation passport and has the same advanced security features. It describes those books as having a polycarbonate data page, laser engraving, security fibers in the paper and a perforated alphanumeric passport number. The commemorative design therefore does not, according to the Department, provide a security upgrade over the next-generation standard design. See Design and Security of our Documents.

You do not need to replace an older passport just because the design has changed. The Department says older-design passports remain secure and usable for international travel as long as they are unexpired and undamaged. Check the expiration date and condition of your own book before travel.

How to seek a Patriot Passport

As of the State Department page last updated October 2, 2026, commemorative passports are being offered through designated opportunities at passport agencies and centers around the country. The available locations and appointment capacity can change, so consult the current official listing before making plans.

  1. Check the State Department’s commemorative passport page for a listed event or opportunity and its instructions.
  2. Make an in-person appointment at the Washington Passport Agency or a listed commemorative event by calling the passport number and following the menu instructions. Appointments cannot be booked online.
  3. Use the applicable regular passport form: DS-82 or DS-11, depending on your eligibility. Regular fees generally apply; confirm current fees and requirements on the Department’s page.

Applying online, mailing an application or applying at a passport acceptance facility will not result in a Patriot Passport. Those channels may still be appropriate for a standard passport, but they do not request this design.

Why earlier availability reports may differ

The rollout changed over time. In April 2026, the Associated Press reported an initial plan for 25,000–30,000 copies through the Washington, D.C., passport office shortly before July 4. That was an announced plan at the time, not a statement of final production or current supply. In July, the Department announced 250,000 additional copies, and AP reported plans for availability at agencies around the country. The Department’s October 2 listing describes the current in-person appointment and event model. These rollout figures do not establish demand or popularity. See AP’s April report and its July report.

What criticism is documented

Five senators—Jeff Merkley, Chris Van Hollen, Jacky Rosen, Tim Kaine and Angus King—wrote to Secretary of State Marco Rubio on May 20, 2026, urging him to halt the plan. They argued that putting a sitting president’s image on a passport could turn a shared national anniversary into personal promotion and politicize a document used across political, cultural and religious backgrounds. The letter’s position is theirs; it does not show how the public as a whole views the design. Read the senators’ letter.

The framing that “people have a lot to say” also appears in an October 1, 2026 Reddit discussion title about the design. Comments on a social platform are individual reactions, not representative evidence of public opinion. No representative poll or measured public-opinion figure is established by the cited material.
