Moore’s Law began as Gordon Moore’s 1965 forecast that the number of components on an integrated circuit would roughly double each year for the next decade. In 1975, Moore revised the expected pace to about once every two years. Since then, the phrase has also served as an industry planning target and a broad shorthand for progress in computing—but it is not a law of physics, a promise about processor speed, or a guarantee that every computer task will improve at the same rate.

What Moore’s Law originally described

Gordon Moore, then at Fairchild Semiconductor, published “Cramming more components onto integrated circuits” in Electronics Magazine on April 19, 1965. The article considered how rapidly components were being integrated onto chips and extrapolated that the number would double annually over the following ten years. IEEE’s historical overview dates the publication and describes the trend as one of component density growth: IEEE Technology Navigator’s Moore’s Law overview.

Moore’s projection for 1975 was a state-of-the-art microchip containing up to 65,000 transistors, according to Intel’s historical archive. That was a forecast made in 1965, not a count of every chip made in 1975 or a measurement of today’s devices: Intel’s historical account.

How the forecast became “Moore’s Law”

In 1975, Moore revised the expected doubling interval to approximately two years, according to Intel’s explainer. The familiar two-year version is therefore a later formulation, distinct from the annual doubling Moore projected in 1965: Intel’s Moore’s Law explainer.

  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.

The name came later still. IEEE credits physicist Carver Mead with coining “Moore’s Law” in the late 1970s. Moore’s 1965 article was titled “Cramming more components onto integrated circuits,” not “Moore’s Law.”

Three meanings that often get blended together

An empirical trend

At its core, Moore’s Law describes a historical pattern in the number of components that could be integrated onto a chip. Discussions may refer either to a chip’s total transistor count or to transistor density—how many transistors fit in a given area. Those measures are related, but they are not identical: a larger chip can contain more transistors without having higher density.

The pattern was not a perfectly smooth exponential. IEEE’s cited density analysis describes periods of rapid growth as well as near-stagnation. That uneven history is one reason it is more accurate to treat Moore’s Law as an empirical trend than as a clockwork rule.

An industry target

Moore’s observation became a guiding target for the semiconductor industry. A shared expectation about future integration could help companies coordinate investment, research, and engineering roadmaps. In that sense, the forecast was not only a description of progress: it also helped shape the plans and priorities intended to continue it. A target can influence what an industry attempts without becoming a natural law.

A shorthand for technological progress

Outside chip manufacturing, “Moore’s Law” is often used loosely to mean that computing keeps getting better at a predictable rate. That shorthand blurs important distinctions. More transistors can give designers more options, but transistor count alone does not specify a processor’s clock speed, performance, cost, energy use, or usefulness for a particular workload.

Those outcomes also depend on architecture, power, memory, software, and the work being done. Moore’s original forecast was about components integrated on chips; it was not a fixed forecast for clock frequency or for every measure of computing capability.

How chipmakers worked to sustain density growth

Lithography and shrinking features

IEEE identifies the progression of photolithography—from ultraviolet to deep ultraviolet and then extreme ultraviolet—as a primary mechanism for continued density scaling. Lithography is central to making ever-finer chip features, but it is not the only part of the story.

Broader engineering and integration

As shrinking physical dimensions becomes harder, progress also draws on materials, process architecture, and design-technology co-optimization. Intel’s 2022 roadmap paper presents those approaches, along with packaging, as part of its own view of how to keep advancing integration. That is an Intel roadmap perspective, not proof of one settled industry-wide formula: Intel’s 2022 paper, “Moore’s Law – Now and in the Future”.

Packaging can also bring more components together at the package or system level. This broadens the meaning of integration beyond simply fitting more transistors into a smaller planar area. It does not, by itself, show that traditional transistor-density scaling is proceeding at a particular rate.

Is Moore’s Law dead?

There is no single present-day, industry-wide transistor-doubling interval established by the sources cited here. IEEE’s account describes a historical density trend with periods of acceleration and near-stagnation, while Intel’s later paper outlines that company’s roadmap and approaches. Neither supports treating an exact doubling schedule as a current universal fact.

The useful answer depends on which “life” of Moore’s Law is meant. As a precise, smooth schedule for transistor density, it does not describe an uninterrupted progression. As an industry ambition to keep improving integration, the idea remains influential, though the engineering means have broadened. As a synonym for ever-faster computers, it is misleading: transistor scaling and useful computing progress are connected, but they are not the same measure.

Nor is a slower or uneven scaling trend a sudden disproof of a fundamental law. Moore’s Law was an extrapolation that became a target, not a physical law that guarantees a fixed outcome. Its history is better understood as a changing engineering and industry story than as a simple question of whether it has “ended.”
