Downloading model weights gives an organization more options, but it does not by itself create a controlled AI service. Practical control depends on the whole runtime: the inference software, configuration, compute, data path, and operations that make the weights usable. This article uses “runtime” in that broad operational sense, not as a formal standards-body definition.

What does it mean to control an AI model?

Control is the ability to deploy, inspect, configure, maintain, and replace the system that serves model responses—within the limits of its licenses, dependencies, and hardware. It is not the same as owning every legal right, the training data, or the infrastructure behind a model.

Open-weight releases can make this control more achievable. OpenAI says its gpt-oss-120b and gpt-oss-20b weights are available under Apache 2.0 and the gpt-oss usage policy, and can be run on infrastructure an organization controls or through hosting providers. It also notes that surrounding tools or infrastructure may remain proprietary. The license and usage policy still apply, and access to weights does not establish that training data or every component is open. OpenAI’s gpt-oss overview describes these specific models and terms.

Varun Sharma, founder and CEO/CTO of NEUVIOR, put the distinction this way in an August 11, 2026 TechRadar Pro opinion article: “Access can create useful freedom. It does not, by itself, prove operating control.” That is a practitioner’s perspective, not a regulatory definition. His article on operating control argues that sovereignty is an operating discipline rather than a nationality label.

Choose a deployment boundary, not just a model

Local, managed, and API-hosted inference sit on a spectrum. The relevant question is where each part of the service runs and who can change or observe it. A “private” label is not enough: trace prompts, retrieved documents, logs, telemetry, backups, and weights through the configured system.

Deployment Who operates the runtime? What to verify
Local or self-hosted Your organization operates the hardware or controlled cloud environment and software stack. Data paths, administrator access, dependencies, updates, backups, and operational capacity.
Managed local or dedicated service A provider may operate some components while the service is placed within a customer-controlled or otherwise defined boundary. Who controls updates, endpoints, supporting components, logs, and access to the environment.
Public API The API provider operates inference infrastructure; your application sends requests to it. Provider terms, data handling, retention and logging settings, service availability, and migration options.

These are deployment patterns, not guarantees about any one provider. Microsoft describes Azure Local as a way to keep data, prompts, and model weights within a sovereign boundary for that use case. Its offering lists local catalog models, bring-your-own model containers, and managed proprietary model endpoints for qualified customers. Those details describe Microsoft’s environment, not all managed deployments. Microsoft’s Azure Local overview explains the product’s scope.

OpenAI says it does not receive data submitted to self-hosted gpt-oss unless users explicitly share it or use a managed hosting partner. This is a statement about those arrangements; it does not guarantee the data boundary of every local or hosted setup. OpenAI’s gpt-oss FAQ also says gpt-oss is not served through the OpenAI API or ChatGPT.

What hardware do I need to run a private AI?

There is no universal hardware minimum. Requirements depend on the model, its format or quantization, runtime, task, context length, latency target, and concurrent workload. First confirm that the exact model and runtime support the hardware you have; then test with representative requests and a defined performance target.

  • Compact, Connected Design: Includes a 2TB M.2 SSD, 10GbE LAN, Wi-Fi 7, Bluetooth 5.4, USB-C connectivity, and HDMI 2.1b.

One vendor FAQ gives these examples for its own setup: small 3–8-billion-parameter models may run on many modern machines with 16 GB of RAM; its stated 20–26-billion-parameter sparse-model class uses an RTX 30-series-or-newer GPU and 32 GB of RAM; and it lists 128 GB of RAM for gpt-oss-120b. These are vendor guidance, not universal minimums or independent performance results. The SovereignAI FAQ provides the examples and does not establish that they fit other runtimes or workloads.

Do not buy a GPU based on parameter count alone. Check GPU memory as well as system memory, the model’s supported formats, runtime compatibility, power and cooling, and the throughput or latency your application requires. A model that loads successfully may still fail to meet the service’s quality, speed, concurrency, or reliability needs.

How is this different from just running Ollama myself?

Running a local inference runtime is one component of operating control, not the whole control plane. OpenAI lists vLLM, Ollama, llama.cpp, and Transformers as common runtime options for gpt-oss, while cautioning that capabilities vary. Its overview does not imply that every runtime supports every deployment feature.

A dependable service also needs an identified model artifact, pinned configuration, controlled updates, access rules, data handling, monitoring, backups, and a way to restore or retire the deployment. A project page can document useful implementation features—for example, SovereignAI describes weight-digest receipts for local answers and disclosure of model-license information—but that is a project feature, not independent certification. The SovereignAI project page describes its approach.

Are open-weight models cheaper than using the API?

Not necessarily. Self-hosting shifts costs and responsibilities rather than removing them. Compare expected API charges with the capacity you must provide, and include hardware or cloud compute, storage, energy, maintenance, security, upgrades, support, and staff time. The result depends on workload volume and utilization, service requirements, and how much operational work your organization can absorb; the available evidence does not establish a universal break-even formula.

The OECD reports that pretrained open models can reduce the expense of custom training and support customization, while self-hosting still requires infrastructure and ongoing support. Some governments consider the trade-off worthwhile for scale or sensitive, always-on, or offline workloads. In one government example, Taiwan invested USD 7.4 million to develop its Trustworthy AI Dialogue Engine (TAIDE), which uses Meta’s Llama models. That is a specific public-sector investment, not a typical model deployment budget. The OECD report discusses the example and broader cost considerations.

The same report gives a separate illustration of implementation costs in an AI-adjacent system: a government organization’s customized, self-deployed Polis public-engagement campaign cost EUR 422,500 overall over 14 months and included 33 regional and national discussions with 30,000 participations. This was a public-engagement platform, not the cost of training or running a foundation model; it shows why staff and implementation effort belong in an operating-cost estimate.

  1. Identify the artifact. Record the model origin and version, and pin its digest or signature where available.
  2. Map behavior-shaping components. Document runtime, quantization, safety layers, prompt templates, retrieval sources, and post-deployment changes.
  3. Assign change authority. Establish who may change each component, how changes are reviewed, and where they are logged.
  4. Trace data flows. Check where requests, documents, logs, telemetry, and backups travel, and compare the actual configuration with the promised boundary.
  5. Review rights and use conditions. Confirm the model and runtime licenses, usage policy, and any limits on modification or redistribution.
  6. Prove recovery. Keep enough configuration and dependency records to reproduce a deployment or roll back to a known state.
  7. Plan the exit. Verify that data and application logic can move to another model, host, or runtime, and define how the old deployment will be retired.

Sharma’s article captures the operational test: “If an organization cannot prove what it is running, who can change it, what it depends on and how it can be retired, its control is largely assumed.” The quoted opinion article is not a standards-body rule, but the questions make a useful basis for procurement and change-control discussions.

Can I access these models through the OpenAI API or ChatGPT?

Not for gpt-oss-120b or gpt-oss-20b: OpenAI says those models are not available through the OpenAI API or ChatGPT. Their weights can be run through supported third-party runtimes or hosting arrangements, subject to the applicable license and usage policy. Availability may differ for other models or products, so verify the specific model’s current documentation. OpenAI’s FAQ addresses gpt-oss access and hosting costs.

What the numbers say about transparency priorities

The Linux Foundation’s 2025 Global Collaboration in AI Survey, Q20 (sample size 223), found that 84% rated access to model weights and architecture very important, 79% rated code inspection very important, and 76% rated transparency of training methods very important. These figures describe respondents’ priorities; they are not adoption rates and do not show that access alone produces control. The survey report provides the context.
