GPLv3 can suit a project that wants people who receive distributed software to retain meaningful rights to run, study, share, and modify it. Its patent provisions and, in certain device-distribution cases, its Installation Information requirements support that goal. The trade-off is that teams must understand how copyleft applies to combined works and be ready to meet source and other distribution obligations. The “two and a half” framing below is an editorial way to organize the decision—not a recovered list from the original article title.
What should a manager know about GPLv3?
The Free Software Foundation (FSF) published GPLv3 on June 29, 2007. The FSF says its development involved a year and a half of public consultation, thousands of comments, and four drafts; those figures describe the license’s drafting process, not its current adoption or popularity. The FSF presents GPLv3 as an evolution of GPLv2, with updated patent provisions, compatibility changes, and safeguards intended to prevent restrictions from defeating rights the license grants. Read the FSF’s quick guide to GPLv3.
For a project lead, the practical question is not simply whether GPLv3 is “good” or “bad.” It is whether its downstream reciprocity fits the project’s goals, dependencies, distribution model, and community expectations. The license permits commercial use; the obligations that matter depend on what the project does with covered code, especially when it conveys copies to others.
Two and a half things to like
1. Patent provisions address some threats to users’ rights
GPLv3 includes a patent license grant associated with conveying covered software: in the circumstances defined by the license, a party conveying a covered work grants recipients the patent licenses needed to exercise the rights the license provides. It also provides for termination when a licensee initiates patent litigation to stop another party from exercising GPL rights, and section 11 addresses certain discriminatory patent arrangements. These are meaningful protections, but not blanket patent-risk insurance. The effect depends on the contributors, distribution arrangement, patent claims, and applicable law. Check the license text, including section 11.

2. It aims to keep user freedoms meaningful in certain device cases
GPLv3’s “Installation Information” provision can matter when object code is conveyed in or with a GPLv3-defined User Product. Under specified circumstances, the distributor must provide source and the information needed for recipients to install and run modified versions. This can help prevent a device’s technical or authorization controls from making the license’s modification rights unusable in practice. The rule is conditional, not a general requirement for every GPLv3 program or every device.
Half. It makes some boundaries more explicit
GPLv3 names Installation Information and sets out circumstances in which it is required, along with exceptions. That can make the relevant distribution question more visible during product planning. The license does not, however, require ongoing support, warranty, or updates for modified software. The FSF’s quick guide says GPLv3 “only stops people from taking away the rights that the license provides you—whether through patent law, technology, or any other means.” That is the FSF’s advocacy framing, not a guarantee that the license eliminates legal or technical risk.

Two things to look out for
1. Copyleft affects distributed combined works
When a project combines GPL-covered code into a larger work and conveys that work, GPL obligations can affect how the combined work must be licensed and what recipients must receive. The answer depends on the code, how it is combined, and the facts of distribution; merely installing two independent programs on the same computer does not by itself require their licenses to be compatible.
GPLv2-only and GPLv3 are generally incompatible for combining code into a single larger work because their terms differ. A component offered under “GPL version 2 or later” may be used under GPLv3, if the grant’s terms allow that choice. Managers should verify the exact license notices and the dependency chain rather than infer a component’s terms from its name or history. The GNU licenses FAQ explains compatibility and related compliance questions.

2. Binary distribution can create operational work
When conveying object code, a distributor must follow the applicable GPLv3 source-provision terms. In the User Product circumstances covered by section 6, the distributor must also provide Installation Information sufficient for recipients to install and execute modified versions. The section has conditions and exceptions, including a case where neither the distributor nor a third party retains the ability to install modified object code. It does not create an obligation to support or warrant recipients’ modified versions.
Before shipping a product, identify who will provide the complete corresponding source and any required Installation Information, how recipients will access them, and whether the proposed device or distribution arrangement falls within section 6. GPLv3’s wording on Installation Information is explicit; the GNU FAQ distinguishes it from GPLv2’s requirement to include compilation and installation scripts with complete corresponding source. For a product-specific determination, review the exact license and distribution facts with qualified open-source licensing counsel.

How GPLv3 compares with common alternatives
These licenses make different trade-offs; none is the universal choice for every project. The Software Freedom Law Center’s project primer recommends considering project goals, available resources, dependencies, community norms, and the intended balance of downstream freedom.
What’s actually slowing this PC down?

| License approach | Downstream approach | Combination or distribution consideration | Network-use consideration |
|---|---|---|---|
| GPLv3 | Strong copyleft: recipients of covered distributed works receive source and modification rights under the license’s terms. | Check combined-work obligations and, for covered object-code conveyance in or with a User Product, whether source and Installation Information are required. | The GNU FAQ does not establish a general source-offer obligation solely because users interact with a modified GPLv3 program over a network. |
| GPLv2-only | Strong copyleft, with terms that differ from GPLv3. | Generally incompatible with GPLv3 for combining code into one larger work. | The GNU FAQ does not establish a general source-offer obligation solely because users interact with a modified GPLv2 program over a network. |
| Permissive license | Generally allows modified versions to be redistributed under more restrictive terms. | Can offer more downstream relicensing flexibility than strong copyleft; confirm the actual license and dependency terms. | Network-specific obligations are not established here; check the license text. |
| LGPL | Provides permissions for certain combinations while retaining conditions of its own. | May suit a library project seeking a different balance for applications that combine with it; check the specific LGPL version and combination. | Network-specific obligations are not established here; check the license text. |
| AGPL | Strong copyleft with an additional network-use provision. | Its terms and compatibility need separate review for combined works. | Users interacting over a network with a modified AGPL program must be offered its source under the license’s terms. |
The comparison is a decision aid, not a substitute for reading the chosen license. In particular, GPL, LGPL, and AGPL are not interchangeable. The FSF’s explanation of why it developed GPLv3 gives additional release-era context for the upgrade.

A practical decision check for project leads
- Define the goal. Decide whether preserving recipients’ source and modification rights in distributed covered works is a central project objective.
- Map the dependency chain. Record each component’s exact license and version, including whether a GPL grant is “version 2 only” or “version 2 or later.” Assess compatibility for code that will be combined, not merely co-installed.
- Map distribution paths. List what the project conveys as source or object code, who receives it, and whether an object-code distribution is in or with a User Product.
- Plan compliance ownership. Assign responsibility for preparing and providing required source and, where section 6 applies, Installation Information. Do not assume a device’s update or authorization process is irrelevant.
- Check community fit and alternatives. Compare the project’s goals with the expectations of its contributors and users, and assess whether a permissive license, LGPL, or AGPL better fits the intended use.
- Escalate material uncertainty. Have qualified counsel review complex dependencies, combined works, patent concerns, or device-distribution consequences.
