Yes. In 1924, major international lightbulb manufacturers formed the Phoebus arrangement, coordinating market and production matters and setting a 1,000-hour life target for standard incandescent lamps. Historical records report that the average life of member-factory reference bulbs fell from 1,800 hours in 1926 to 1,205 hours in fiscal year 1933–34. That decline is documented; the fuller story also includes a genuine engineering tradeoff between bulb life and efficiency.
What was the Phoebus cartel?
Phoebus was an international coordination arrangement formed by leading incandescent-lamp manufacturers in 1924. Its signed instrument was titled the “Convention for the Development and Progress of the International Incandescent Electric Lamp Industry.” Its stated aims included cooperation, making use of manufacturing capacity, uniform quality, improving electric lighting and benefiting consumers. In practice, its provisions and operations also coordinated production and market activity.
A scholarly account identifies Philips, General Electric, Osram and Compagnie des Lampes among the participating companies. It describes production quotas, market division, monitoring and fines. The UK Monopolies and Restrictive Practices Commission’s 1951 report examined the lamp trade and included extracts from the agreement. IEEE Spectrum’s historical account also describes the arrangement and its implementation.
How did the 1,000-hour standard affect bulb life?
The members set a standard life target of about 1,000 hours for incandescent lamps and submitted samples to a central laboratory in Switzerland. IEEE Spectrum reports that the average life of standard reference bulbs made in member factories dropped from 1,800 hours in 1926 to 1,205 hours in fiscal year 1933–34—a decline of roughly one-third. The graph cited by IEEE came from the Municipal Archive of Berlin. These are averages for the specified reference bulbs, not a claim that every lamp lasted exactly that long.

IEEE reports that household bulbs before Phoebus typically lasted 1,500 to 2,500 hours, a historical range rather than a single industry-wide measured average. By fiscal year 1933–34, the same account says no member factory was producing bulbs lasting more than 1,500 hours. It also reports that Phoebus sales rose from 335.7 million bulbs in fiscal year 1926–27 to 420.8 million four years later.
Was the 1,000-hour target only planned obsolescence?
The evidence supports a conclusion that manufacturers coordinated around a lamp-life standard and that lifetimes in the documented member-factory series declined. It does not make the engineering context irrelevant. IEEE explains that increasing operating current could produce more lumens per watt, but also raised filament temperature and shortened lamp life. Efficiency and longevity were linked by a technical tradeoff.

In its 1951 report, the UK Monopolies and Restrictive Practices Commission said the British Standards Institution, British Electricity Authority and most lamp manufacturers giving evidence regarded 1,000 hours as the best compromise at the time. The Commission recorded their view as: “they regard the 1,000 hours as the best possible compromise at the present time, nor has an evidence been offered to the contrary.” This is the Commission’s account of historical testimony, not a statement by a named individual or a present-day engineering recommendation.

Nor does the record justify reducing the entire arrangement to a single motive. It is more accurate to distinguish the documented agreement and its effects on lamp life from claims about what every company or participant intended.

Why did the arrangement weaken, and when did it end?
IEEE Spectrum reports several pressures: cheaper Japanese lamps challenged Phoebus pricing and market position, cartel sales declined from 1930 to 1933, GE patents expired, members experienced internal conflicts, and legal attacks—particularly in the United States—added strain. Japan’s annual incandescent-bulb output, according to IEEE, grew from 45 million in 1922 to 300 million in 1933.
There is no single date that captures every stage of the breakdown. Coordination among member countries became difficult with World War II; IEEE says the 1924 agreement was formally nullified in 1940. Some popular accounts use 1939 as the end, while a scholarly account says operations began falling apart in the early 1940s. The careful description is that coordination collapsed around the outbreak of war and the agreement was nullified in 1940.

How does Phoebus fit into U.S. lamp-industry antitrust history?
The U.S. Department of Justice’s historical overview describes earlier coordination in the American lamp business: GE organized the Incandescent Lamp Manufacturers trade association in 1896, which fixed prices, allocated customers and assigned production quotas. The department also recounts a separate 1948 federal district court finding that GE and its licensees violated Sections I and II of the Sherman Act.
