Small businesses need a data recovery plan because ransomware, hardware failure, and human error can interrupt work or destroy business information. A backup is only useful if it contains the right data, is protected from the incident, and can be restored accurately and quickly enough for the business to operate.

Why data recovery matters to a small business

When files, applications, or services become unavailable, the impact can extend beyond the lost data: employees may be unable to serve customers, fulfill orders, or complete essential work. Loss can follow a ransomware attack, equipment failure, or accidental or intentional deletion. Recovery readiness reduces the chance that one event becomes a prolonged operational disruption.

Ransomware is an attack in which criminals encrypt an organization’s data and demand payment to restore access, according to NIST’s Small Business Cybersecurity guidance, updated June 16, 2026. Businesses of every size can be affected. Paying a ransom is not a reliable recovery plan: payment can be expensive, and there is no guarantee the data will be returned.

Recovery is not simply putting files back where they were. The business needs confidence that restored information is accurate, complete, and free of malware. NIST’s guidance for managed service providers explains how to plan, maintain, and test backup files for small and medium-sized businesses: Protecting Data from Ransomware and Other Data Loss Events.

How to decide what must be restored first

Start with the work the business must resume, not a shopping list of backup products. Identify essential files, applications, and services, then decide how quickly each must be available and how much recent work the business can afford to lose.

  • Recovery time objective (RTO): the maximum acceptable time a system or file can remain unavailable before it is restored.
  • Recovery point objective (RPO): the maximum acceptable age of the restored data, which determines how much recent work could be lost.

Set these objectives by business impact. A service needed to take orders may need a shorter RTO than an archive that is rarely accessed. A system updated throughout the day may need a smaller RPO than static reference material. Also map dependencies: an application may rely on identity services, databases, network access, or other systems that must be restored in a workable order.

What a usable recovery plan includes

NIST’s June 2026 final Ransomware Risk Management: A Cybersecurity Framework 2.0 Community Profile gives the concise direction: “Back up data, secure backups, and test restoration.” That makes backup only one part of recovery readiness.

  1. Assign responsibility. Name who decides what to restore, who performs the technical work, and who communicates with employees, customers, service providers, and other relevant parties. Keep current contact details for internal and external response resources.
  2. Define priorities and dependencies. Record essential services, their RTOs and RPOs, and the order and prerequisites for restoring them.
  3. Protect backup copies. Keep copies isolated or offline where appropriate so the same compromised account, attacker, or failure cannot reach and destroy both production data and its backups. Retain more than one backup file when the business’s needs call for historical recovery points.
  4. Test real restoration. Restore representative files and systems, verify that the results are usable and trustworthy, and record any access, dependency, or timing problems. A backup job reporting success does not by itself prove that recovery will work.
  5. Practice the response. Exercise the recovery plan, including roles, decision-making, and restoration order. Update it when systems, staff, or business needs change.

For broader ransomware risk management, see NIST IR 8374 Rev. 1, the final profile published in June 2026.

Cloud backup or an external hard drive?

Neither local storage nor cloud backup is automatically the right choice for every business. They are storage approaches, not guarantees of recovery. Compare them—and any managed backup service—against the same operational requirements:

What to compare Questions to ask
Isolation Can an attacker or compromised administrator reach, alter, or delete the backup along with the production data?
Coverage Are the business’s files, applications, collaboration tools, and cloud services included, or do some require a separate backup method?
Recovery time How long will retrieving and restoring the required data take, considering connection speed, transfer limits, and available support?
Recovery point and retention How current can the restored data be, and how many historical copies are retained?
Testing and responsibility Who performs restore tests, and who is responsible for the technical work and decisions during an incident?
Fit and obligations Does the approach fit the business’s resources, data-retention duties, and contractual or regulatory requirements?

Local external drive

An external hard drive can serve as a local backup destination and may make some restores convenient. It should not be the only recovery copy: a drive connected or accessible during an incident can be affected by the same event as the original data. Protect it from unauthorized access and damage, keep an appropriate additional copy, and test that files can be restored.

Cloud backup

Cloud storage can provide an off-site copy, but the label “cloud” does not establish what is protected, how long versions are retained, or how quickly a large restore can be completed. Services differ, and cloud-hosted applications may need different backup techniques. Check what is covered and how recovery works for the particular service; bandwidth and transfer limits can affect restoration time.

Managed backup and recovery

A managed service provider may help a business plan, maintain, and test backups, particularly when internal IT capacity is limited. Confirm the service’s coverage, isolation controls, retention, restore support, and division of responsibilities. The business still needs to know what is essential and what recovery times it requires.

Small-business context

NIST’s Small Business Cybersecurity: Non-Employer Firms is an initial public draft published April 14, 2026. It is designed for non-employer firms with minimal IT complexity, though NIST says it may also help businesses with very few employees or minimal infrastructure. NIST cites 34.8 million U.S. small businesses and says 81.9% have no paid employees beyond the owner or owners. These figures provide context for the variety of small businesses; the draft is not a final, universal cybersecurity standard.
