The Great Northeast Blackout began on November 9, 1965, when a backup protective relay opened one of five heavily loaded transmission lines carrying power from Ontario toward Toronto. Power shifted to the remaining lines, which tripped in rapid succession; further line and generator trips then spread the failure across parts of Ontario and the northeastern United States. The relay was the trigger, but the cascade also exposed weaknesses in the connected power system.

What happened first?

According to the U.S.-Canada Power System Outage Task Force’s 2004 review, the first trip occurred on a 230-kV line carrying power north from an Ontario generating plant toward Toronto. A backup protective relay opened the line after its loading exceeded the relay’s 375-MW setting. Operating personnel were not aware of that setting.

A protective relay is designed to open a circuit when it detects conditions that could damage equipment or threaten safe operation. In this case, the relay’s action removed a heavily loaded path from service. That was the initiating event—not evidence that an operator deliberately caused the blackout.

How did the outage cascade?

When the first line opened, power flows redistributed across the four remaining lines. Those lines tripped one after another over a total of 2.5 seconds, according to the Task Force. The sudden changes produced wider power swings and set off additional protective responses and system instability.

The subsequent failures were not all the same relay action. The Task Force’s account describes further transmission-line trips, instability that opened two 345-kV Rochester–Syracuse lines, the automatic shutdown of five of the 16 generators at the St. Lawrence (Massena) plant, shutdowns at Beck, and additional under-frequency relay actions. The outage grew through successive interactions among equipment protections and the disturbed grid.

Why did one line trip become a regional blackout?

The first relay trip explains what started the event; it does not, by itself, explain the scale of the blackout. The Federal Power Commission’s 1967 follow-up analysis described the transmission network and its connections as too weak to withstand the large power surge. In practical terms, once the initial line went out, the connected system could not absorb and contain the shifting flows without further trips and instability.

The event also showed why equipment settings and operating awareness matter alongside the physical strength of a grid. The 2004 U.S.-Canada review notes that personnel did not know the initiating relay’s setting. That detail is part of the explanation, but it should not be mistaken for a complete cause: the cascade depended on how the wider system responded after the line opened.

How many people and places were affected?

The U.S.-Canada Power System Outage Task Force reported that the blackout interrupted more than 20,000 MW of load and affected about 30 million people. It reached virtually all of New York, Connecticut, Massachusetts, and Rhode Island, as well as small segments of northern Pennsylvania and northeastern New Jersey and substantial areas of Ontario.

The Task Force says outages lasted up to 13 hours. That is the maximum reported duration, not a claim that every affected community lost power for 13 hours. A separate 1967 Federal Power Commission report estimated the affected area at 80,000 square miles; that figure belongs to the commission’s report, rather than the 2004 review.

What did officials investigate, and what changed afterward?

President Lyndon B. Johnson directed the Federal Power Commission to investigate on the evening of November 9. In a December 6, 1965 statement, Johnson said the commission had completed the first phase of its investigation with help from American and Canadian power-company experts, and that utilities were already implementing some initial recommendations. He wrote that the blackout had “so vividly demonstrated our increasing dependence on an uninterrupted flow of electric power.”

The 2004 Task Force review says the blackout led to the formation of the North American Electric Reliability Council in 1968. The event thus became a turning point in the development of coordinated electric-system reliability efforts across North America.
