Most of the days lost when a first app goes to both stores are not spent writing code. They go to store gates that are easy to overlook until they block a release: the difference between “Add for Review” and actual submission, review access that a reviewer cannot use, a Google Play testing requirement that applies only to certain account types, a target API deadline that has already passed, and privacy declarations filled in from memory. This guide covers those delays in the order you are likely to meet them, with the current rules and the points where the official documentation leaves room for interpretation.
Apple: “Add for Review” is not “submitted”
Apple’s App Store Connect help describes submission as a sequence of separate steps. Treating the first step as the last one is one of the most common ways to lose a few days without noticing.
- Complete the required metadata for the app version.
- Select the build you want reviewed.
- Choose Add for Review. This changes the app’s status to Ready for Review. The app has not yet been sent to App Review.
- Submit the draft for review. Only then does the status change to In Review.
If the status still reads Ready for Review, nobody at Apple is looking at your app yet. Check the status before assuming the review clock has started.

Apple: review access and instructions
Apple asks for working account credentials and clear instructions in the App Review Information section whenever a reviewer cannot reach the app’s core functions without them. Apple’s App Review page states: “If you don’t include this information, the app review process may be delayed and your app may not pass review.” Missing access is therefore a delay you create yourself, and it is avoidable.

Before you submit, confirm the following:
- A demo account exists, its password works, and it is not tied to a verification step a reviewer cannot complete.
- Any setup a reviewer must perform (for example, enabling a feature or connecting to a test service) is written out step by step.
- Features that are not obvious from the interface, such as a hidden mode, a region-limited function, or a paid tier, are explained in a sentence or two.
Apple: what the review-time figure does and does not tell you
Apple’s App Review page currently displays that 90% of submissions are reviewed in less than 24 hours. That is Apple’s own published figure, but the page does not show a date for it, so treat it as a current indicator rather than a fixed rule. It describes the typical outcome, not a guarantee of approval within a day. Incomplete submissions, which are the ones covered in the previous section, can take longer, so the figure is most useful as a reason to get the submission right the first time rather than as a schedule.
Google Play: the testing gate for new personal accounts
Google Play Console Help, in its page on app testing requirements for new personal developer accounts, states: “Google Play requires personal developer accounts created after November 13, 2023, to test their apps before those apps are eligible for distribution on Google Play.” If your account falls into that group, production access is not available until the testing requirement and the app setup are complete.

Check your account type and creation date before you plan a launch date. This rule is scoped to personal accounts created after that date. It is not a general restriction on every Play Console account, so do not assume it applies to an organization account or an older personal account without checking the account details in the Play Console.

Google’s target API level documentation was last updated October 1, 2026. It states that from August 31, 2026, most new apps and updates on Google Play must target Android 16 (API 36) or higher. That date has already passed, so a build that targets an older level will not be accepted for new apps or updates unless an exception applies.

The same page sets separate, lower target levels for Wear OS, Android Automotive OS, Android TV, and Android XR. If your app runs on one of those form factors, read the form-factor section of the page rather than applying the phone rule. Google also notes that changing the target level can change app behavior, so the page directs you to review the behavior changes for the version you are targeting and to test your core use cases on that version. Budget time for that testing; raising the target level is rarely a one-line change.
Privacy declarations for both stores
Each store asks for a privacy disclosure, and the two forms are not interchangeable.

Walk through each SDK you ship, such as analytics, advertising, crash reporting, or login providers, and record what it collects. If the two declarations end up describing the same app differently, the reason should be a real difference in how the app behaves on each platform, and you should be able to state that reason plainly. Do not copy one declaration into the other without checking.
Testing before you submit
Apple’s distribution documentation recommends testing on simulated and real devices. Google’s target API guidance recommends testing core use cases and describes device-based steps for permission handling, background behavior, and sharing. A simulator will not show you how permission prompts behave on a real phone, so run those flows on hardware.

You do not need a specific model. A compatible physical Android phone is a practical, optional tool for this testing, and the documentation does not require one particular device.

Do not use one store’s review timing to predict the other. The two review processes are separate, and a fast result on one side tells you nothing about the other.
A pre-submission checklist
- Apple status checked after Add for Review, and submitted to reach In Review
- Demo account and reviewer instructions entered and tested from a logged-out state
- Google Play account type and creation date confirmed against the testing requirement
- Target API level set to 36 or higher for new Google Play apps and updates, or an applicable exception confirmed
- Privacy declarations for both stores checked against each integrated SDK
- Core flows tested on at least one real device
Store rules change, so recheck the target API deadline, testing requirement, and review guidance on the official pages shortly before you submit.
