The most defensible investment is not one device or software purchase. It is sustained investment in foundational cybersecurity and resilience: the people, governance, and operational work needed to identify and reduce risks across an organization’s information technology (IT) and operational technology (OT). That can lower exposure, but no single measure is established as a way to prevent the next cyber catastrophe.
Why cybersecurity failures can become more than a data problem
When an attack affects systems that deliver essential services, the consequences can extend beyond stolen information or disrupted office work. The U.S. Government Accountability Office (GAO) warns that attacks on essential technology systems could cause serious harm to human safety, national security, the environment, and the economy. These are potential consequences, not a prediction that a catastrophe will occur or an estimate of its likelihood.
In its June 13, 2024 report, GAO said federal agencies reported 30,659 information-security incidents to the Department of Homeland Security’s U.S. Computer Emergency Readiness Team in fiscal year 2022. That count is limited to reported federal-agency incidents; it is not a tally of all cyber incidents in the United States, nor does it show how many caused major harm.

The U.S. Cybersecurity and Infrastructure Security Agency (CISA) describes its Cross-Sector Cybersecurity Performance Goals (CPGs) as voluntary foundational practices with known risk-reduction value, intended to help critical-infrastructure organizations prioritize. CISA announced CPG 2.0 on December 10, 2025. The update describes measurable practices for both IT and OT and adds emphasis on governance, accountability, risk management, and integrating cybersecurity into routine operations.

That framing points to an ongoing organizational commitment rather than a one-time purchase. Depending on the organization, investment may mean budget, staff time, leadership attention, or changes to everyday operations. A tool can support the work, but its presence alone does not establish that risks are being managed or that critical services can withstand and recover from disruption.
How to choose where to invest first
Use a risk-based decision rather than starting with a product. The following questions translate CISA’s emphasis on prioritization, measurement, and governance into a practical way to compare possible interventions; they are decision prompts, not a verbatim CISA checklist.

- Define the service and its dependencies. Identify which systems support an essential service, what other systems or suppliers they depend on, and what the consequences would be if they were unavailable or compromised.
- Name the risk being addressed. State the credible threat or weakness the proposed change is intended to reduce. If the connection between the intervention and the risk is unclear, the proposal needs more definition.
- Include the work required after purchase. Account for staffing, training, ongoing maintenance, monitoring, and recovery work. A measure that cannot be maintained may not deliver its intended benefit.
- Be precise about its resilience contribution. Establish whether the change is intended to improve prevention, detection, response, or recovery. Do not assume it covers all four.
- Set an owner and a way to measure progress. Assign someone responsibility for the risk decision and implementation. Define a baseline and an outcome measure that can show whether the change is being put into practice and whether it is helping.
- Revisit priorities as operations change. Reassess when systems, dependencies, threats, or the organization’s ability to maintain controls change.
What the available adoption and government figures do—and don’t—show
CISA’s January 10, 2025 announcement described an analysis of 7,791 organizations enrolled in its Vulnerability Scanning service from August 1, 2022, through August 31, 2024. The agency highlighted healthcare and public health, water and wastewater, communications, and government services and facilities as the sectors most impacted by CPG adoption. The figures describe that enrolled cohort, not every critical-infrastructure operator, and they do not establish that adoption caused a particular security outcome.

GAO reported that, since 2010, it had made 1,610 cybersecurity recommendations; as of May 2024, 1,043 had been implemented and 567 remained unimplemented. Those are recommendation counts and statuses, not a direct measure of national security posture or a count of vulnerable systems.

What a responsible claim can—and cannot—promise
The official material supports treating foundational cyber practices as a way to prioritize risk reduction across critical infrastructure. It does not validate a probability for a future “cyber catastrophe,” quantify how much one investment changes that probability, or show that any single practice or product can avert one. The evidence is also U.S.-focused, chiefly concerning federal systems and critical infrastructure; it should not be taken as a comparative assessment of policy in other countries or as a guarantee for every organization.
For leaders, the practical standard is therefore narrower and more useful than a promise of prevention: choose measures tied to consequential risks, fund the work to implement and maintain them, and make ownership and progress visible. If internal capacity is limited, outside implementation support may be one way to carry out that work, but it is not an official endorsement or a substitute for the organization’s own risk decisions.
