The cloud cost changes with the largest payoff are often the ones that cut across several teams: rightsizing a production database, reworking how services communicate, or redesigning how data moves between them. They are rarely technically exotic. They stall because the work has no clear owner, no finish line, and no agreed way to tell whether it succeeded. That is the core argument of “The changes that save the most are the ones nobody finishes,” a Dev.to article by Vlad Z. The argument is practitioner reasoning built on examples rather than a survey, but it describes a pattern that cloud teams will recognize, and the practices it recommends line up with official AWS and FinOps Foundation guidance.

Why the highest-value changes stall

Vlad Z’s point is that the hard part of a major cost reduction is usually not the engineering. It is coordination. The article names three kinds of change that show the pattern, and each one touches more people than the cost line suggests.

Change Who has to be involved Friction the article describes Savings figure
Changing service communication patterns Several teams that own the services involved Agreeing on a new pattern across team boundaries Not stated
Rightsizing a production database The application team, plus operations for a maintenance window and monitoring Coordinating a window and confirming the database still performs after the change Not stated
Restructuring data-transfer patterns Multiple services, with downstream effects that are hard to predict Uncertain effects on services the change team does not own Hypothetical illustration only (see below)

In each case, the change is simple to describe and expensive to finish. A rightsizing decision can be made in an afternoon; getting the application team, the change window, and the monitoring plan aligned can take weeks. That gap between the easy decision and the completed change is where many high-value items sit idle.

What a hard change needs before it starts

The article recommends treating difficult optimizations as engineering projects rather than routine tuning tasks. Its practical sequence, which the author presents as a working approach rather than a tested method, runs in this order:

  1. Identify the change and why it matters. Write down what will change and what business reason justifies the effort.
  2. Assign a named owner. One person is accountable for taking the change to completion, not just for proposing it.
  3. Set a defined end date. The project has a timeline with a finish, so it does not drift into open-ended maintenance.
  4. Document a rollback plan before implementation. The reversal path is written down before anything changes in production.
  5. Agree on a success metric in advance. Everyone should know what “done” looks like before work starts.
  6. Connect the request to a shared organizational goal. The article suggests tying the technical request to a defined infrastructure-spending target, so the work has a reason that outlasts one team’s priorities.

Steps one through five describe the project. Step six is what keeps it funded when other priorities compete for the same engineers.

A worked illustration of why unfinished work costs more

The article gives a hypothetical example. A data-transfer change saves $2,000 per month at first, and $4,000 per month if traffic doubles. These figures are the author’s illustration, not a measured result from a named study or a real deployment, and the savings depend on traffic growth that the example assumes.

Rank #2

The example is useful for a different reason than the dollar amounts. Savings arrive only when the change ships. A change that is planned but never finished delivers nothing, however large its potential. The more ambitious the change, the more coordination it needs, and the more tempting it is to leave it in the backlog. The article’s argument is that a finished $2,000-per-month change is worth more than an unfinished $4,000-per-month one.

How the official frameworks support this approach

AWS’s Well-Architected Framework treats cost optimization as one of its pillars. Its Cost Optimization pillar describes the ability to run systems that deliver business value at the lowest price point. The framework emphasizes organizational ownership and cost awareness, which supports the article’s insistence on a named owner for each change.

The FinOps Foundation describes FinOps as an operational framework and cultural practice that maximizes the business value of technology and creates financial accountability through collaboration between engineering, finance, and business teams. Its principles describe ownership running from architecture through operations, with continuous adjustment over time. Both frameworks back the idea that cost work needs shared responsibility rather than a single team’s effort.

Neither framework says how often high-savings projects are abandoned, and neither proves that the largest opportunities are the least likely to be completed. They establish the practices; the article supplies the observation about where those practices break down.

Trade-offs to weigh

  • A finish date can push risky work. A deadline that is too tight can lead a team to skip monitoring or rollback preparation to meet it. The finish date should match the risk of the change, not just the enthusiasm for closing the ticket.
  • A rollback plan is insurance, not a forecast. Documenting how to reverse a change takes time, and most well-planned changes will not need the reversal. The cost is worth paying for changes that touch production databases or shared data paths.
  • A cost-only success metric can mislead. AWS ties cost optimization to business value and recommends measuring business output alongside costs. A cheaper system that serves customers worse is not a success, even if the invoice improves.
  • Coordination has a cost too. Bringing several teams into one change adds meetings and dependencies. Those costs are real, and they are part of why the work is worth scoping carefully before it starts.

What the evidence does and does not establish

  • The article is a practitioner’s argument. It does not quantify how many cost-saving projects are abandoned, and this piece does not put a number on that either.
  • The $2,000 and $4,000 monthly figures are the author’s illustration, not measured results.
  • The article’s listing shows a “Sep 26” posting date without a year, so the date of publication is not stated here.
  • The practices it recommends, including ownership, cost awareness, cross-team collaboration and measurement, are well supported by AWS and FinOps Foundation guidance. The claim that the largest savings are the ones most often left unfinished is the author’s observation, and readers should weigh it as one.

For teams with a backlog of high-impact cost work, the practical takeaway is to give each large item the same treatment as a project: a named owner, an end date, a rollback plan written before any change ships, and a success measure agreed in advance.
