AI-writing detectors can flag text as resembling machine-generated writing, but a score cannot prove who wrote it, how it was produced, or whether a student intended to cheat. False positives, missed AI text, sensitivity to editing, and uneven performance across languages and tasks make detector results a poor stand-alone basis for academic penalties. The “billion-dollar” wording here is rhetorical: the sources cited below do not establish a dollar-billion market size, cost, or loss.
What an AI-writing detector can—and cannot—tell you
A detector estimates whether text matches patterns associated with AI-generated writing. It does not observe a student drafting, establish which tools they used, or determine intent. A percentage is therefore a signal to interpret, not proof of authorship or misconduct.
Errors run in both directions. A false positive is human-written text flagged as AI; a false negative is AI-generated text the detector does not identify. A low false-positive rate alone does not establish reliability: the tool may still miss AI text, behave differently on particular genres or languages, or produce a score that is difficult to interpret.

Turnitin’s current AI Writing Report guidance says its model may misidentify human-written, AI-generated, and AI-paraphrased text, and warns that its result should not be the sole basis for adverse action against a student. The surfaced percentage concerns qualifying text identified as likely AI-generated or likely AI-generated and then modified by an AI paraphrase tool; it is not a direct measure of a student’s conduct.

Why false flags are a real concern
OpenAI says its own attempt to train an AI-generated-content detector labeled human-written works, including Shakespeare and the Declaration of Independence, as AI-generated. The company also cautions that concise or formulaic writing and writing by people who learned or are learning English may be at risk of disproportionate flagging. It does not provide a current population-level estimate of how often such harms occur. OpenAI’s educator guidance
Turnitin’s report interface currently suppresses scores and highlights for results above 0% but below 20%, citing the potential for false-positive misinterpretation; low percentages are marked with an asterisk. Those are product-specific interface details, not a universal threshold for other detectors or a guarantee that results above the threshold are correct. In a 2023 product update, Turnitin reported that its test found a document-level false-positive rate under 1% for documents with more than 20% AI writing, and an approximately 4% false-positive rate at the sentence level. These are Turnitin-reported results, with different units and a stated threshold—not an independent audit or a current guarantee for every submission. Studies illustrate why performance claims need their sample, date, language, and task attached. They do not establish a current error rate for every detector, school, student, or assignment.

A small study found detection, but not complete coverage
In the 2023 “Game of Tones” study, researchers tested 22 experimental submissions generated with GPT-4 and involved 15 faculty members. Turnitin identified some AI-generated content in 91% of those submissions, while the detected content totaled 54.8% of the generated text. Faculty referred 54.5% of the experimental submissions to an academic misconduct process. These are outcomes from that small experimental setup, not estimates of general detector accuracy or typical faculty behavior. A separate comparison found false positives and task sensitivity
A 2023 comparative study of eight publicly available detectors in computing education reported 52 false positives among 114 human-written submissions for GPTZero in its sample. The authors also found weaker performance on code, non-English material, and paraphrased text. Platform totals are not prevalence estimates for all students
Turnitin reported that, among 38.5 million submissions it had processed as of May 14, 2023, 9.6% had more than 20% AI writing and 3.5% had between 80% and 100%. Why a detector score can change with language, task, and editing
Detector performance is not uniform across all writing. The 2023 comparative study reported weaker results for code and non-English samples, and found that paraphrasing reduced performance in its test. OpenAI likewise says small edits can evade detection. This does not make a score meaningless in every setting; it means the score depends on the text and test conditions, and should not be mistaken for a durable fingerprint of authorship.

Product coverage also changes. Turnitin’s model documentation describes Spanish capability for GPT-3.5 and GPT-4, and Japanese capability for specific GPT-4 versions, while distinguishing the language models involved. A detector result should prompt a careful review, not substitute for one. The University of Toronto’s Office of the Vice-Provost, Teaching & Learning says the university does not support using AI-detection software on student work, citing reliability, incorrect flags, privacy, ethical concerns, and writing traits that tools may interpret as AI-like. That is one institution’s policy, not a rule that applies everywhere. The office recommends established academic-integrity practices such as speaking with the student and using short in-person assessments to ask them to explain ideas in their submission. For educators and institutions
- Read the tool’s documentation before interpreting a score; establish which text, language, threshold, and report measure it covers.
- Do not treat a score or sentence highlight as proof. Consider the assignment, the student’s learning context, and other relevant evidence.
- Use a conversation or a short assessment asking the student to explain their reasoning and choices when authorship is genuinely in question.
- Follow institutional rules on privacy, consent, and academic-integrity procedures rather than assuming a vendor report settles the case.
For students who receive a flag
- Ask which tool and report measure were used, what portion of the work was flagged, and how the score will be considered under the institution’s policy.
- Explain your writing process and be prepared to discuss the ideas, sources, and decisions in your work.
- Keep any drafts, notes, version history, or other process records you already have, and use the institution’s normal review or appeal process if you disagree with a decision.
Why “billion-dollar blunder” is a metaphor, not a verified figure
