If you want a free Steam game with Zelda-style exploration or Fable-like medieval fantasy, start with Spiral Knights for top-down action and co-op exploration. Choose Albion Online if you want a medieval sandbox built around crafting and other players. For solo action, try Ruins of Albion; for slower, turn-based progression, consider Mist Legacy. These games are free to start on Steam, but they differ substantially from Zelda and Fable in structure and style.

For Zelda-like action and exploration: Spiral Knights
Steam curator Zelda without Zelda includes Spiral Knights among games for players looking for Zelda-adjacent experiences, describing its top-down action as similar to the Four Swords games. Steam presents it as a cooperative adventure in a persistent world, with fast-paced combat and exploration of the Clockworks. Its listed activities include fighting monsters, solving puzzles, and finding treasure.
That makes Spiral Knights the strongest Zelda-adjacent choice among these four, especially if playing with friends appeals to you. It is not a single-player fantasy campaign: the setting is science fiction, and the game is structured as an MMO. Steam says it is free to play and requires no subscription, while also listing in-app purchases. “Free to play” therefore describes the ability to start, not a guarantee that every optional purchase is free.

For a solo action detour: Ruins of Albion
Ruins of Albion is a free single-player action-adventure on Steam, released September 15, 2021. Its store description highlights procedural levels, melee and ranged combat, enemies and bosses, upgrades, arrows, and traps.

Think of it as a small-scale combat-focused game rather than a sprawling RPG: Steam calls it a small roguelike combat game and notes that it began as a three-month university project. It is the shortlist’s clearest option if you want to play alone and do not want an MMO, but its compact scope is not comparable to a large Zelda or Fable campaign.
For a medieval fantasy sandbox: Albion Online
Albion Online is the closest match here if what you enjoy about Fable is its medieval fantasy atmosphere and the feeling of having a world to explore. Steam describes an open-world fantasy sandbox with crafting, exploration, a player-driven economy, and classless combat. The store page says nearly every item is player-crafted.

The central trade-off is that Albion Online is an MMORPG, not a solo, story-led action RPG. Its crafting, trade, interaction with other players, and PvP are key parts of the experience. Steam labels it free to play and lists in-app purchases; that does not establish that every optional purchase or progression item is free.
For slower, turn-based progression: Mist Legacy
Mist Legacy is a free-to-play MMORPG released September 13, 2022. Steam describes a top-down world, turn-based combat, skill-based progression, and crafting.

Its measured combat and character development make it a better fit if you prefer planning turns and building skills over real-time action. That same turn-based structure makes it a less direct choice for anyone specifically seeking Zelda-style combat or Fable-like action.

Steam’s Free to Play RPG search covers a broad mix of games rather than a ranked recommendation list. These four are distinct options, not interchangeable substitutes: free-to-play status means you can begin without paying, not that every optional purchase or progression element necessarily costs nothing.
