There is no single best employee monitoring platform. For privacy-first workforce analytics, ActivTrak is the strongest default. Choose Hubstaff when monitoring must connect to time sheets, projects, payroll, scheduling, or field work; Teramind when insider-risk investigation is the priority; Time Doctor for proof-of-work reporting; DeskTime for straightforward automatic time tracking; and Insightful for productivity-oriented analytics in growing hybrid teams.

The right choice depends less on the length of a feature list than on the business question you need to answer. Monitoring workload and application adoption requires far less intrusive collection than investigating suspected data exfiltration. This guide compares the six platforms by use case, monitoring depth, privacy controls, pricing, and implementation risk.

Quick answer: which employee monitoring software is best?

Best for Recommended platform Why
Privacy-first workforce analytics ActivTrak Aggregate and employee-visible insights into workload, utilization, applications, schedules, and productivity trends without default keystroke logging, video recording, or camera access.
Security and insider-risk investigations Teramind Detailed activity capture, full video screen recording, OCR, productivity analysis, alerts, and security-oriented monitoring.
Time tracking and workforce operations Hubstaff Time sheets, activity levels, screenshots, projects, payments, payroll, scheduling, integrations, and optional location functionality.
Growing analytics-oriented teams Insightful Application and website usage, active and idle time, time sheets, task progress, and workforce productivity reporting.
Proof of work and client reporting Time Doctor Time records, screenshots, configurable video, activity evidence, reports, and project-level visibility.
Simple automatic time tracking DeskTime Automatic time capture, productivity calculations, app and URL tracking, document-title tracking, private-time controls, and optional screenshots.

Important: employee monitoring software is not one homogeneous category. The products above fall into four different groups: privacy-first analytics, time tracking and proof of work, operational workforce management, and security or insider-risk monitoring. Comparing them as if they were interchangeable can lead to buying an unnecessarily invasive or operationally unsuitable tool.

ActivTrak Free; $10, $15, and $17 per worker per month tiers Paid plans are annual and require at least five licenses. The free plan is limited to three workers and 30 days of history. Detailed screen features are handled through a Screen Details add-on. [CIT-001] [CIT-003]
Teramind Starting at $14 per user per month on the vendor comparison page Plan details and final pricing should be confirmed with sales. The price is best treated as a starting signal rather than a complete cost estimate. [CIT-004]
Hubstaff $4.99 Starter, $7.50 Grow, $10 Team, and $25 Enterprise per seat per month with annual billing Features, screenshot limits, app and URL tracking, insights, locations, retention, and other capabilities vary by plan or add-on. [CIT-005] [CIT-006]

1. ActivTrak: best for privacy-first workforce analytics

ActivTrak is the best overall choice when the goal is to understand how work is happening without turning the workplace into a continuous surveillance operation. It is designed around workforce analytics, utilization, workload balance, application adoption, schedule adherence, capacity planning, and productivity trends. It also documents employee-facing personal insights and AI-related usage insights. [CIT-001] [CIT-002]

ActivTrak expressly does not provide keystroke logging, video monitoring, camera access, email reading, or counting keystrokes as a measure of productivity. That makes it materially different from security-oriented monitoring suites. Its model is more appropriate when managers need to identify overloaded teams, underused software, staffing gaps, or changes in work patterns rather than reconstruct every action a person took.

The privacy posture does not mean that ActivTrak collects nothing. Depending on the configuration and plan, it can provide application and website usage, activity patterns, workload information, and related analytics. Buyers that need screenshots, screen views, full URLs, detailed title bars, or stronger real-time investigation functions may need the paid Screen Details add-on and a higher plan. Those capabilities should be treated as exceptions requiring a defined purpose, not as the default definition of productivity. [CIT-001] [CIT-003]

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

ActivTrak is best for

  • Hybrid and distributed teams that need visibility into work patterns.
  • Workforce planning, utilization analysis, and capacity forecasting.
  • Managers trying to identify workload imbalance or burnout signals.
  • Organizations that want employee-visible or aggregate insights.
  • Companies that want to avoid keystroke logging, video recording, and camera monitoring.

ActivTrak limitations

  • It is not the strongest choice for full screen recording, forensic playback, keystroke logging, or deep data-loss-prevention investigations.
  • Screen Details can increase both cost and privacy exposure.
  • The free plan supports only three workers and 30 days of history.
  • Paid plans require at least five licenses and are annual.

ActivTrak also offers integration and data-connection capabilities through ActivConnect and HRIS-related functionality, which can matter when workforce analytics must be compared with staffing or employment data. [CIT-001]

2. Teramind: best for security and insider-risk investigations

Teramind is the specialist choice for organizations that need detailed activity capture to investigate suspected data loss, insider risk, policy violations, or other security events. Its documented capabilities include full video screen recording, optical character recognition, customizable privacy controls, productivity analysis, and security-oriented monitoring. [CIT-004]

This depth can be valuable in a security operations or regulated environment. For example, an investigation may require more than knowing that a user opened a cloud-storage application. Security staff may need to review what appeared on screen, search captured text with OCR, correlate activity with policy rules, and preserve evidence for a structured investigation.

The trade-off is substantial. Full recording and OCR can capture sensitive customer information, personal communications, credentials, health information, or other data that happens to appear during work. A configurable privacy control is not the same as a low-collection product. Teramind should therefore be deployed with clear data minimization, access restrictions, retention limits, employee notice, and an incident-review process.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Teramind is best for

  • Insider-risk detection and investigation.
  • Security operations teams that need detailed user-activity evidence.
  • Regulated or security-sensitive organizations with a documented monitoring purpose.
  • Policy enforcement and forensic review.

Teramind limitations

  • Its capabilities are more invasive than many employers need for ordinary productivity management.
  • Video, OCR, and detailed activity data increase governance, storage, and employee-trust burdens.
  • The listed $14 starting price does not describe every plan, feature, retention period, or implementation cost.

Do not choose Teramind merely because it has the longest feature list. Choose it when the security question genuinely cannot be answered with less detailed collection.

3. Hubstaff: best for time tracking plus workforce operations

Hubstaff is the strongest practical choice when time data must flow into projects, client billing, payroll, scheduling, attendance, or field operations. It is better understood as an operations and time-management platform with monitoring capabilities than as a pure surveillance product.

Its current plan material lists time tracking, time sheets, activity levels, screenshots, application and URL tracking, project management, payments and payroll, scheduling, integrations, and optional location functionality. Location tracking is available through the Locations capability or an add-on, depending on the plan. [CIT-005] [CIT-006]

That combination suits an agency tracking billable client work, a contractor managing project costs, or a field organization that needs time and location information together. It also makes Hubstaff more operationally useful than a tool that only produces a manager dashboard of activity scores.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Hubstaff is best for

  • Agencies and professional-services firms billing by time.
  • Distributed teams that need project budgets and time-sheet approval.
  • Payroll and payment workflows.
  • Scheduling, attendance, and workforce coordination.
  • Field work where location functionality is appropriate and legally permitted.

Hubstaff limitations

  • Screenshot, application and URL tracking, location, insights, silent operation, and extended retention may vary by plan or add-on.
  • A low annual seat price may not represent the cost of the specific monitoring and operations package you need.
  • It is not as specialized as Teramind for insider-threat analytics or forensic investigation.
  • It may be more operational software than a small team needs if the only requirement is automatic time capture.

At the Enterprise level, Hubstaff documents controls such as account provisioning, SSO, SCIM, HIPAA compliance, SOC 2 Type II support, and enterprise deployment assistance. Treat those labels as items to validate during procurement: confirm the applicable scope, contract language, data handling, and exact plan inclusion. [CIT-005]

For teams comparing Hubstaff time tracking with a dedicated workforce-analytics platform, start with the output you need: approved billable hours and payroll data favor Hubstaff; aggregate workload and utilization analysis favor ActivTrak.

4. Insightful: best for a growing analytics-oriented team

Insightful is a good middle-ground option for teams that want application usage, active and idle time, time sheets, task progress, and productivity reporting without starting with the deepest security-forensics features. Its public positioning emphasizes employee productivity and workforce analytics. [CIT-009]

It can make sense for a growing hybrid team that has outgrown basic time sheets but does not need full video recording or OCR. The practical appeal is the ability to turn activity and application data into reports about daily work patterns and task progress.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The main buying limitation is pricing transparency. Public material indicates that price depends on team size and feature tier, while independent 2026 comparisons place entry pricing around $6.40 to $8 per user per month. Those figures are useful for initial budgeting but should not be treated as a current quote or proof that a particular feature is included. [CIT-010] [CIT-011]

Insightful is best for

  • Growing hybrid teams that need productivity reporting.
  • Application and website usage analysis.
  • Active-time, idle-time, and task-progress visibility.
  • Organizations seeking an analytics-oriented starting point.

Insightful limitations

  • Buyers may need a sales conversation to establish exact pricing and feature availability.
  • It is not the obvious choice for full forensic security monitoring.
  • Before purchase, verify data retention, employee dashboards, privacy controls, integrations, exports, and administrator permissions.

5. Time Doctor: best for proof of work and client reporting

Time Doctor is a strong fit when a manager or client needs time records plus configurable evidence that work was performed. It emphasizes time tracking, productivity monitoring, screenshots, reporting, and project-level proof-of-work workflows. [CIT-007] [CIT-012]

That makes it useful for remote service teams, agencies, outsourced work, and client billing. Screenshots and video can help with quality assurance or a narrowly defined proof-of-work requirement, but they should not be enabled simply because the feature exists. The vendor material frames these functions as configurable tools that should be disclosed to employees.

The current support documentation lists a $9.99 per-user-per-month Standard plan, a $5 Solo plan, and a limited Free plan after the 14-day trial. The Free plan does not include the web interface, reports, statistics, or monitoring features, so it should not be compared with the monitoring-enabled Standard plan as if the two offered equivalent capabilities. Time Doctor is best for

  • Remote service teams and outsourced work.
  • Agencies that need client-facing time and activity reports.
  • Project-level proof of work.
  • Employers that need configurable screenshots for a documented quality-assurance purpose.

Time Doctor limitations

  • Screenshot and video monitoring can create a more intrusive employee experience.
  • The limited Free plan excludes the reporting and monitoring features many buyers are evaluating.
  • Employers should define when screenshots are taken, what happens during private work, who can view them, and how long they remain available.

Time Doctor publishes a 99.0% monthly availability SLA in its documentation. Larger buyers should still review the applicable service terms, support commitments, data-processing terms, and security documentation rather than relying on a marketing summary. [CIT-014]

If your central requirement is Time Doctor proof-of-work software, agree in advance on what constitutes evidence. A screenshot count is not automatically a measure of quality, effort, or business value.

6. DeskTime: best straightforward automatic time tracker

DeskTime is the best straightforward choice for small teams that want automatic time capture and basic productivity reporting without buying a broad security suite. Its Pro plan includes automatic time tracking, productivity calculations, document-title tracking, and calendar integrations. Premium adds screenshots, integrations/API, and shift scheduling. [CIT-008]

DeskTime also documents a Private time capability, which is important when a worker needs to distinguish personal activity from tracked work. Configure that feature before rollout and test it with representative user accounts; a privacy control that employees cannot easily understand will not build trust.

Free tools Windows power users keep installed

The published annual-billing prices are $6.42 per user per month for Pro and $9.17 for Premium, with custom Enterprise pricing. Screenshots and shift scheduling are not part of the basic Pro comparison, so teams should budget against the tier that actually contains the needed controls. [CIT-008]

DeskTime is best for

  • Small teams and startups.
  • Automatic time tracking with minimal manual entry.
  • Basic app, URL, document-title, and idle-time awareness.
  • Teams that may later need screenshots or shift scheduling.

DeskTime limitations

  • It is not designed as a sophisticated insider-risk or data-loss-prevention platform.
  • Useful features such as screenshots, API access, and shift scheduling require Premium or another applicable tier.
  • Enterprise governance and complex integrations should be confirmed directly.

For a buyer looking specifically for DeskTime automatic time tracking, Pro is the logical starting point. Move to Premium only when screenshots, API access, or shift scheduling has a defined operational purpose.

How to choose the right monitoring depth

The most important comparison is not whether a vendor lists screenshots or productivity scores. It is what data the platform collects, at what level of detail, and whether that collection is proportionate to the problem.

Business question Usually proportionate starting point Data to consider
Are teams overloaded or underused? ActivTrak or Insightful Aggregate workload, utilization, application usage, schedules, and employee-visible trends.
How much time belongs to each client or project? Hubstaff, Time Doctor, or DeskTime Timers, time sheets, project assignments, approvals, and optional activity levels.
Was contracted work performed? Time Doctor or Hubstaff Time records and narrowly scoped screenshots, with notice and private-time exclusions.
Was confidential data copied or exposed? Teramind or a dedicated security/DLP tool Detailed activity, policy events, OCR, file activity, and forensic evidence where justified.
Where are mobile or field workers operating? Hubstaff with an appropriate location capability Location only during defined work periods, with geographic and off-hours controls.

Compare collection methods, not just feature checklists

Before signing up, ask each vendor whether the selected configuration collects:

  • Still screenshots or continuous video.
  • Keystrokes, OCR text, file activity, email content, or message content.
  • GPS or other location information.
  • Camera or microphone data.
  • Aggregate metrics, identifiable individual records, or both.

ActivTrak expressly excludes keystroke logging, camera access, video recording, email reading, and keystroke counting from its platform. Other products in this comparison offer materially deeper forms of capture, so a generic feature label such as productivity monitoring is not enough to establish the privacy impact. [CIT-002] [CIT-003]

Do not treat screenshots as the definition of productivity

Screenshots and video can be useful for quality assurance, security investigations, or proof of work. They can also capture customer records, private messages, passwords, health information, and unrelated personal activity. They may encourage workers to optimize for visible activity instead of useful outcomes.

Use screenshots sparingly, disclose them clearly, restrict access, redact or blur sensitive information where possible, and set a short retention period. ActivTrak’s guidance recommends using screenshots only as needed, and Time Doctor’s materials describe screenshots and video as configurable tools requiring transparent communication. Controls to verify before buying

Off-hours and personal-use protection

Look for private-time modes, do-not-track rules, work schedules, pause controls, redaction or blurring, geographic restrictions, and employee-facing dashboards. DeskTime documents Private time, while ActivTrak documents do-not-track rules and privacy-first defaults. [CIT-002] [CIT-013]

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Test these controls during the pilot. Verify what happens to screenshots already queued, browser activity collected during a pause, location data outside a shift, and data created when an employee changes time zones or works an unscheduled shift.

Access, retention, and deletion

Ask who can see raw screenshots, detailed URLs, location history, or individual productivity records. Prefer role-based access so an HR manager, team supervisor, security investigator, and system administrator do not automatically receive the same data.

Confirm retention periods for each data type rather than accepting one broad retention setting. Screenshots, video, OCR text, GPS data, and aggregate reports may need different lifetimes. Also verify whether administrators can delete records, export them, respond to employee access requests, and place a narrowly scoped legal hold.

Minimum seats and add-ons

Calculate the price of the complete configuration, not the advertised entry tier. ActivTrak’s free plan is limited to three workers, while paid plans require five licenses. Hubstaff may charge separately or impose plan limits for screenshots, locations, insights, silent operation, and extended retention. DeskTime separates screenshots and scheduling into higher tiers. • Hubstaff: validate SSO, SCIM, enterprise deployment, HIPAA, and SOC 2 Type II support against the specific Enterprise agreement.
  • Time Doctor: review the published 99.0% monthly availability SLA and the terms that apply to your plan.

These controls often matter more than an extra productivity chart. A tool that cannot integrate with identity, payroll, or workforce systems may create manual work and duplicate sensitive data. [CIT-001] [CIT-005] [CIT-014]

A practical employee-monitoring buying process

  1. Write the management question. State whether the objective is billing accuracy, staffing, workload balance, quality assurance, attendance, field coordination, or security investigation. Do not start with a desired surveillance feature.
  2. List the minimum data fields. For example, a billing project may need user, project, duration, approval, and client code—but not screenshots, keystrokes, camera data, or personal browser content.
  3. Map sensitive data. Identify whether the system will process screenshots, video, OCR, GPS, communications, health information, customer data, or credentials. Ask where data is stored and which vendors or subprocessors receive it.
  4. Run a representative pilot. Include office, remote, hybrid, mobile, and field scenarios if those workers will be monitored. Test idle detection, private time, shifts crossing midnight, VPN use, browser tabs, screenshots, exports, and administrator roles.
  5. Give notice before activation. Explain what is collected, why, when monitoring operates, who can view it, how long it is retained, and how an employee can report an error or privacy concern.
  6. Set governance rules. Assign a small administrator group, prohibit informal screenshot browsing, document approved uses, define deletion schedules, and require security or HR review before using monitoring data in an employment decision.
  7. Measure outcomes, not activity theater. Check whether the deployment improves billing accuracy, staffing decisions, workload balance, or incident response. If it does not answer the original question, reduce collection or stop using the feature.

Privacy and compliance considerations

This is general information, not legal advice. Employee-monitoring requirements vary by country, state, province, worker classification, industry, collective-bargaining status, and the type of data collected. Obtain employment and privacy counsel review before deployment, especially for screenshots, video, audio, GPS, biometrics, communications, and monitoring of workers in multiple jurisdictions.

A defensible rollout should document:

  • The legitimate business purpose for every monitored data field.
  • Data minimization and why a less intrusive method is insufficient.
  • Advance employee notice and any required consent or acknowledgment.
  • Who may access raw and aggregated data.
  • Retention, deletion, export, correction, and incident-response procedures.
  • Vendor transfers, subprocessors, storage locations, and security commitments.
  • Off-hours exclusions and treatment of personal devices.
  • How monitoring data may—and may not—be used in employment decisions.

California example: vehicle tracking disclosures

California Vehicle Code section 4854 provides a concrete example of why a general statement that employees may be monitored may be insufficient in a covered vehicle-tracking context. The provision requires advance notice before monitoring with an alternative device and identifies details such as the activities monitored, data collected, use in employment decisions, vendors receiving data, authorized access positions, monitoring times and frequency, storage location, retention period, and the employee’s ability to disable monitoring outside work hours. [CIT-015]

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This example should not be generalized to every employee-monitoring deployment or every California workplace. Its relevance depends on the facts, the device, the worker, and the applicable law. It does show the level of specificity a responsible notice may require.

California workplace-monitoring policy direction

California legislative materials concerning workplace electronic monitoring illustrate a broader policy direction toward specific, conspicuous disclosures covering the purpose, activities, locations, communications, roles, technologies, data collected, use in employment decisions, and the reason the selected method is the least invasive reasonable option. Legislative materials are not automatically enacted law; check a measure’s status, effective date, and applicability before relying on it. [CIT-016] [CIT-017]

Regardless of jurisdiction, do not use monitoring to infer protected activity, penalize lawful breaks or accommodation-related behavior, or make high-impact automated employment decisions without appropriate human review and legal safeguards.

Which platform should you choose?

  • Choose ActivTrak if you want workforce analytics, capacity planning, workload visibility, and application insights with a privacy-first collection model.
  • Choose Teramind if security investigators need detailed activity, screen video, OCR, alerts, and forensic review.
  • Choose Hubstaff if time tracking must connect to projects, clients, invoices, payroll, schedules, attendance, or field locations.
  • Choose Insightful if a growing hybrid team wants productivity and application analytics and can accept quote-based pricing.
  • Choose Time Doctor if remote service work requires time records, activity evidence, screenshots, and client-facing proof-of-work reporting.
  • Choose DeskTime if a small team primarily needs automatic time tracking, productivity calculations, and optional screenshots or scheduling.

Adjacent tools may be better than employee-monitoring software when the underlying need is payroll, HR administration, scheduling, identity management, or data-loss prevention. A payroll or workforce-management platform can solve an attendance problem without collecting screen data; a dedicated DLP or insider-risk product may be more appropriate than a productivity tracker for a security problem.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Frequently Asked Questions

Is employee monitoring software legal?

It depends on the jurisdiction, worker classification, industry, collective-bargaining status, device, and data collected. Before deployment, provide the required notice, define a legitimate purpose, minimize collection, restrict access, set retention limits, and obtain employment and privacy counsel review. Rules can be more specific for screenshots, video, GPS, communications, and vehicle tracking.

Does ActivTrak record screens or log keystrokes?

ActivTrak expressly does not provide keystroke logging, video monitoring, camera access, email reading, or keystroke counting. Its more granular screenshots, screen views, title bars, URLs, and alarm functions are optional paid capabilities rather than the default collection model.

What is the best employee monitoring software for small businesses?

DeskTime is the simplest fit when the main need is automatic time tracking. Hubstaff is usually more appropriate when small teams also need projects, client billing, payroll, scheduling, or field operations. ActivTrak is a better starting point when the goal is privacy-first workforce analytics rather than timesheets.

Should employers use screenshots to measure productivity?

Usually not as a default metric. Screenshots can support a narrowly defined proof-of-work, quality-assurance, or security purpose, but they may capture sensitive information and encourage visible activity instead of useful outcomes. Use them sparingly, disclose them clearly, restrict access, and define retention and private-time rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

Bottom line: Start with the least invasive platform that can answer the actual business question. ActivTrak is the best default for privacy-first workforce analytics, Hubstaff is the strongest operations and billable-time option, and Teramind is the specialist choice for security investigations. Time Doctor, DeskTime, and Insightful are useful for narrower proof-of-work, automatic-tracking, and productivity-analytics needs. The deepest monitoring package is not automatically the best one; collection, controls, governance, and purpose must match.
