The four cities in the clearest current push toward fully autonomous rides are San Diego, Las Vegas, Tampa and Denver. Waymo named them in a July 8, 2026 announcement, saying it planned to begin driving there without a human specialist behind the wheel. The first rider-only trips were slated for employees; the company said it expected to welcome public riders later, but gave no city-by-city public launch dates.
What the four-city “race” actually means
This is a comparison of four destinations in one company’s rollout program, not a contest in which four city governments are independently racing under common rules. Waymo’s announcement identifies the cities and a planned move to driverless operation; it does not establish that the same permits, service areas, schedules or launch milestones apply in each place.
In this announcement, “fully autonomously” means operating without a human specialist behind the wheel. It does not mean that the service was already open to every resident or visitor. Waymo said rider-only operations would initially be for employees and that it expected to welcome the public soon. “Soon” is not a dated commitment, so the announcement alone cannot establish when a member of the public can book a ride in any of the four cities.

Waymo’s July announcement does not publish comparative fleet sizes, safety results, operating areas or launch dates for these cities. The Las Vegas stadium partnership is a distinct announced use case, not evidence by itself that a public robotaxi service is already operating there.

Is any of the four cities already “winning”?
There is not enough comparable information in the announcement to name a winner. It establishes a shared announced next step—driverless operation followed initially by employee-only rider trips—but supplies no common scorecard or city-level evidence showing that one deployment is further along than the others. A public launch date, a partnership announcement or a move to driverless testing should not be treated as interchangeable proof of an open commercial service.
A useful comparison separates four stages:
- Testing: vehicles are evaluated on roads, with no passenger service established by that fact alone.
- Specialist-supervised autonomous driving: an in-vehicle human specialist remains part of operations.
- Employee rider-only service: passengers may ride without a human specialist behind the wheel, but access is limited to employees.
- Public commercial service: eligible members of the public or business users can book paid rides under an authorized operating program.
Waymo’s wording places the four cities on a planned path to the third stage, then public access. It does not provide evidence in the cited announcement that any city had reached unrestricted public commercial service.

What a real city-to-city comparison should measure
Permissions and public access
Check which authorities have authorized driverless operation and passenger service, and whether authorization covers the roads and times the service actually uses. Then check who can book: employees, invited users or the general public. Public hours, accessibility options and fares are also practical measures, but Waymo’s cited announcement does not state those details for the four cities.
Operating domain
A service area is more informative than a city name. Compare mapped roads, geographic boundaries, airport access, event zones and any limits tied to weather or road conditions. Denver’s winter conditions and Tampa’s weather are relevant questions for evaluating local operating readiness, but the announcement does not disclose city-specific weather limits or validation results. Similarly, Las Vegas’s stadium partnership signals an event-transport application, not the size or scope of its public operating domain.

Remote response and fleet operations
Driverless service still needs operational support. PwC’s 2025 report identifies remote monitoring and emergency response, vehicle maintenance and inspections, and fleet-management systems as important parts of autonomous operations. A comparison should therefore ask how a fleet is monitored, how incidents are escalated, how vehicles are maintained and inspected, and how dispatch works—not only whether there is a driver in the car.
Safety evidence and transparency
Look for disclosed operating experience, incident reporting and a clear explanation of how safety performance is measured. Do not compare raw distance totals as though they were equivalent without knowing the vehicle, conditions, route mix and reporting method. Waymo’s cited four-city announcement does not give those city-by-city figures or a comparative safety methodology.

Abu Dhabi offers a stronger commercial-stage benchmark
For a comparison beyond Waymo’s four-city expansion, Abu Dhabi Mobility reported in 2025 that commercial fully driverless Level 4 operations had begun in Abu Dhabi, which it described as the first city in the Middle East and North Africa to do so. The authority named two permitted partnerships: WeRide with Uber, and AutoGo–K2 with ApolloGo–Baidu.

PwC defines commercialisation as operating on public roads as a paid service for public or business users 365 days a year, and notes that many jurisdictions remain in pilot or pilot/commercialisation phases. That stricter benchmark helps explain why an announced driverless transition or an employee-only ride phase is not the same milestone as established public commercial service.
