Texas oil and gas activity on state lands can help support public education through revenue that includes money for the Permanent School Fund. But that connection does not show that oil revenue directly lowers every homeowner’s property-tax bill, or establish a dollar amount of savings. Texas school funding also depends on local property taxes, state funding and federal dollars.

How Texas schools are funded

The Texas Education Agency (TEA) describes public education funding as a combination of local property-tax collections, state funding and federal dollars. The Foundation School Program (FSP) is the state’s primary funding program for school districts. TEA says the FSP is intended to give districts, regardless of property wealth, “substantially equal access to similar revenue per student at similar tax effort.” TEA’s Foundation School Program overview explains the program’s purpose.

Those sources work together within a school-finance system. State support is not the same thing as a payment to a homeowner, and a district’s funding is not simply a pass-through of oil revenue.

Where oil and gas fit in

In an October 3, 2026 feature, The Dallas Express reported that the General Land Office (GLO) leases state lands and oil, mineral and surface rights, and that revenue includes money for the Permanent School Fund. This is a route through which oil and gas activity can support education. The available figures do not establish how much current oil-and-gas revenue reaches the fund, how much is ultimately attributable to school funding, or what share would translate into a particular household’s tax bill. The Dallas Express feature quotes Texas Land Commissioner Dawn Buckingham on the connection.

What Buckingham’s statement does—and does not—say

“The more the state can deliver, the less the homeowners have to deliver through their property taxes,” Buckingham told The Dallas Express. Her statement describes the relationship between state support and the local tax burden as a policy explanation. It is not a calculation of a homeowner’s savings, and it does not establish that a given amount of oil revenue reduces a particular bill by a matching amount.

How school property-tax compression affects the picture

School property-tax compression concerns district maintenance-and-operations (M&O) tax rates. Rate compression affects the local school-tax rate and interacts with state formula funding; it is separate from revenue associated with state land and mineral leases. The Texas Comptroller describes school property taxes and school finance as closely linked, but compression alone does not establish that every household’s total property-tax bill falls by the same amount. The Comptroller’s school-funding overview explains that relationship.

TEA’s preliminary notice on compressed rates is specific to its August 5, 2026 posting and the relevant tax year. Rates and district finance reports are time- and district-specific, so a statewide explanation should not be used as a current rate for a particular district. TEA’s maximum compressed tax rates page is the agency source for those notices.

Why a statewide funding story cannot calculate your bill

A homeowner’s school-tax amount depends on local details, including the district’s tax rate and the property’s taxable value. State funding and formula elements also vary by district. To examine a district’s funding context, TEA’s Summary of Finances reports include information such as property values, rates, collections, attendance and FSP state-aid elements; the reports are updated as information changes. TEA’s district finance reports provide a starting point for that comparison.

Even district-level figures cannot by themselves identify how much of one household’s bill is offset by a particular revenue stream. That would require a supported method connecting state revenue to district funding and then to the household’s local tax calculation; no such household-level estimate is established here.

Where recapture fits

Recapture is part of FSP finance, not a general source of state-budget money. TEA’s FAQ on House Bill 3 says recaptured funds are appropriated as a financing method for the FSP and, under the cited code provision, may be used only for FSP purposes. TEA’s HB 3 FAQ describes the restriction.
