Tesla’s revenue from selling automotive regulatory credits fell sharply: down $770 million, or 28%, in 2025, and down $508 million, or 49%, in the first half of 2026 compared with the same periods a year earlier. But the claim that Tesla’s vehicle sales are still falling needs a time frame: automotive sales revenue and deliveries declined in 2025, then rose in the first half of 2026. Policy changes create risks for some credit programs, but they do not establish that every source of Tesla’s credit revenue is about to disappear.

What Tesla’s “carbon-credit” revenue actually is

Tesla calls this automotive regulatory-credit revenue. The company says it earns tradable credits through automotive operations under different regulations and sells them globally to other regulated entities for compliance. These are compliance credits, not necessarily voluntary carbon offsets bought to compensate for an individual’s emissions. The programs differ by jurisdiction and legal basis.

Tesla says revenue from these credits can change with the supply of credits, regulations, its production and sales, and demand from other automakers. In its 2025 Form 10-K, the company wrote: “Fluctuations in automotive regulatory credits are impacted by our supply of credits, subject to changes in regulation, production and sales.”

How much has Tesla’s credit revenue fallen?

Tesla’s filings report the change in credit revenue for the periods below. The figures are declines against the corresponding prior-year periods; they should not be mistaken for Tesla’s total credit revenue in each period.

#1 Best Overall
Period Change in automotive regulatory-credit revenue What the comparison means
Full year 2025 Down $770 million, or 28% Compared with 2024; Tesla’s 2026 Form 10-K attributes the decline to lower credit revenue.
First half of 2026 Down $508 million, or 49% Compared with the first half of 2025, according to Tesla’s Q2 2026 Form 10-Q.
Second quarter of 2026 Down $293 million, or 67% Compared with Q2 2025, according to Tesla’s Q2 2026 Form 10-Q.

The figures show a substantial decline, especially in the second quarter of 2026. They do not, by themselves, say how much credit revenue Tesla will earn in a future quarter: that depends on the credits available to sell, the rules governing them, and buyers’ compliance needs.

Are Tesla’s vehicle sales still falling?

That depends on the period. Tesla reported lower automotive sales revenue and fewer cash deliveries for 2025, followed by year-over-year increases in both measures in the first half of 2026. The two trends are not contradictory: they cover different periods, and Tesla says the first-half comparison was affected by factory changeovers in the prior-year period.

Period and comparison Automotive sales revenue Cash deliveries Context
2025 versus 2024 Down $6.66 billion, or 9% Down approximately 8% Tesla’s 2026 Form 10-K also cites a lower average selling price per unit, reflecting sales mix and higher customer incentives, including financing offers.
First half of 2026 versus first half of 2025 Up $6.77 billion, or 24% Up approximately 18% Tesla says the comparison partly benefited from all vehicle factories being brought down simultaneously in the prior-year period for the New Model Y changeover.

What the Q3 2026 delivery update can—and cannot—show

On October 2, 2026, Tesla reported 486,532 deliveries for Q3: 478,237 Model 3/Y vehicles and 8,295 other models. The company cautioned that deliveries alone are not an indicator of quarterly financial results. As of October 8, Tesla’s Q3 financial results, including its regulatory-credit revenue, were not yet available; the company scheduled its financial release for October 21, 2026.

Deliveries are a useful sales proxy, but they are not the same as automotive sales revenue. Nor can a delivery count show how much credit revenue Tesla earned: credit revenue also depends on program rules, credit supply, and demand from other automakers.

Why credit revenue is under policy pressure

Credit revenue is exposed to regulation, but the policy changes in view have different scopes and timelines. The federal vehicle greenhouse-gas action and the CAFE credit-trading rule should not be treated as a single switch that ends every credit program Tesla can access.

Federal vehicle greenhouse-gas standards

In February 2026, the U.S. Environmental Protection Agency announced a final action rescinding the 2009 endangerment finding and repealing subsequent federal vehicle GHG standards and associated measurement, reporting, certification, and compliance provisions. The EPA’s summary says: “Absent this finding, EPA lacks statutory authority under Section 202(a) of the Clean Air Act to prescribe standards for GHG emissions from new motor vehicles and new motor vehicle engines.” The agency frames the action as removing federal obligations. The cited materials do not quantify how much Tesla’s credit revenue, if any, the action will eliminate.

CAFE credit trading

The National Highway Traffic Safety Administration’s September 30, 2026 final rule ends inter-manufacturer trading for credits earned beginning with model year 2028. Credits earned through model year 2027 may still be purchased and used for up to five model years after they were first generated. That creates a scheduled future constraint on this particular trading program, with a transition window for earlier credits; it is not an immediate end to all trading of already-earned credits or to every kind of regulatory credit.

California ZEV credits

California’s ZEV program is distinct from federal CAFE credits. The California Air Resources Board explains that manufacturers generate ZEV credits by selling qualifying vehicles and have obligations determined by California sales and the applicable ZEV percentage requirement. CARB’s dashboard says all manufacturers were compliant through model year 2023. That historical status does not establish future credit demand or the present balance of every manufacturer’s credits.

What the numbers mean for Tesla

The reported declines show that credit sales contributed less revenue in 2025 and the first half of 2026 than in the corresponding periods before. They do not establish that Tesla’s vehicle business is currently shrinking in every period, or that the company’s credit revenue will fall to zero. The first-half 2026 increase in automotive sales revenue occurred alongside a steep credit-revenue decline, illustrating why the two lines should be assessed separately.

For a current Q3 assessment, the delivery report is not enough: Tesla’s financial results were scheduled for October 21, 2026. And any longer-term forecast needs to distinguish among credit programs, jurisdictions, effective dates, and transition rules. The available regulatory actions do not provide a single quantified estimate of Tesla’s future credit-revenue loss.
