Short answer: Upgrade the Google provider in stages, pin the intended version in required_providers, commit .terraform.lock.hcl, and inspect a plan before applying. Changing the provider version does not undo cloud changes. If you must roll back, the correct recovery depends on whether you only ran terraform init/plan, refreshed state, or applied changes, and on whether your backend keeps versioned state.
What a Google provider upgrade actually changes
The hashicorp/google provider is the plugin Terraform uses to translate resource and data-source configuration into Google Cloud API calls. Upgrading it changes that plugin code, its schemas, validation, default handling, and API behavior. It does not itself recreate resources or reverse an earlier apply.
Upgrade documentation is tied to a specific major-version transition. The official 7.0.0 guide covers moving from the final 6.x releases to 7.0.0; it is rendered in the provider 7.24.0 documentation and is not a complete migration list for every later release. Read the guide and changelog for the exact versions in your configuration: Google provider 7.0.0 Upgrade Guide. Earlier transitions have their own guides, such as the 5.0.0 guide in the 6.34.1 documentation: Google provider 5.0.0 Upgrade Guide.

Before editing the version constraint
Identify the exact version transition
Record both the configured constraint and the version selected in the lock file. A change from 6.x to 7.x is a different task from a patch upgrade within 6.x. Review the migration guide for that pair and note every deprecated argument, renamed field, changed default, and removed resource behavior it lists. Do not assume a warning emitted under one major release is the whole change list for another release.
Check both Google provider channels
Many configurations declare google and optionally google-beta. The latter is an alternate provider release channel, so inspect its requirement and lock-file entry separately. A root module can be compatible with one version while the other remains on an older series.
Capture a recoverable baseline
- Save the current
required_providersblock and the relevant portions of.terraform.lock.hcl. - Confirm which backend stores state and whether it provides object or snapshot versioning.
- Record the current workspace, credentials, and Terraform CLI version used by automation.
- Ensure the working tree is clean so a lock-file diff and configuration diff are attributable to this upgrade.
Terraform’s provider requirements syntax and lock-file behavior are documented in Provider Requirements. Commit the lock file with the configuration; otherwise different operators or CI runners may select different provider builds.
Do these 3 things before closing this tab:

Normal terraform init
After changing a version constraint, run terraform init. Terraform selects a provider version that satisfies the new constraint while respecting the existing lock-file selection when that selection remains valid. If the locked version no longer satisfies the constraint, Terraform chooses a valid version and updates the lock file.

terraform init -upgrade
The -upgrade option tells Terraform to disregard the provider selections recorded in the lock file and select the newest versions that satisfy the configured constraints. Use it deliberately when you want Terraform to reconsider the locked version. It can move more than one provider if several constraints permit updates, so inspect the complete lock-file diff. The command reference is at terraform init.
Neither command is a substitute for changing the constraint. A broad constraint combined with -upgrade may select a newer major version than intended, while an overly narrow constraint can prevent the migration guide’s target version from being selected.
Recommended staged upgrade procedure
- Inventory the current selections. Run
terraform providersand inspect.terraform.lock.hcl. Note everyhashicorp/googleandhashicorp/google-betaentry, the current constraint, and the selected version. - Move to the latest release in the current major series. Before crossing a major boundary, update within the existing series and resolve the deprecations shown by plans or apply output. This gives you a known starting point for the major-version guide.
- Apply the guide’s configuration changes. Update arguments, resource blocks, or provider settings exactly as required for the identified transition. Keep these edits separate from unrelated infrastructure changes.
- Initialize and review the lock-file diff. Change the root module constraint to the intended target series, then run
terraform init. Useterraform init -upgradeonly when you intentionally want the newest lock-compatible release. Review checksums, versions, and both Google provider channels. - Create a plan without applying it. Run
terraform planin the same workspace and with the same variable and credential inputs used by automation. Treat the plan as a review point, not as a backup. - Resolve unexpected output. Stop if the plan proposes replacements, deletions, or broad updates that the migration guide does not explain. Investigate schema changes, defaults, aliases, provider configuration, and module constraints before approval.
- Apply through the normal change process. Only after review should you run
terraform apply. Preserve the plan artifact and execution log according to your operational controls.
What terraform plan tells you—and what it cannot
A plan compares configuration with Terraform’s view of remote objects and shows proposed actions. During an upgrade it can expose deprecated arguments, changed defaults, schema interpretation differences, and resources that the new provider would update or replace. A clean plan means Terraform found no actions for that invocation; it does not certify that every future apply is safe, that the state is backed up, or that a previous apply can be reversed.

The official upgrade guidance treats running only terraform init or terraform plan as a state-preserving path for rollback. Do not generalize that to a refresh or apply. A refresh can write newly observed values to state, and an apply can both change state and create or modify cloud resources.

Rollback decision table
| Actions already taken | State backend | Cloud resources changed? | First recovery action |
|---|---|---|---|
Only terraform init or terraform plan |
Any | No apply | Pin the prior compatible provider series and reinitialize. The guide says state was not modified. |
| Refresh or another state-writing operation, but no apply | Local or remote without versioning | No intentional resource change | Downgrade, then refresh with the prior provider. The guide says this is likely sufficient because most state is read from the API, but verify the resulting plan. |
| Refresh or apply | Remote backend with versioned snapshots | Possibly | Pin the prior provider and restore the appropriate earlier state version, then compare it with live resources. |
| Apply created or changed resources | Any | Yes | Restore state only if appropriate, then delete intervening resources manually or import them so Terraform manages them again. |
This separation is essential: provider rollback selects older Terraform code; it does not roll back Google Cloud API operations. State restoration and resource reconciliation are separate jobs.
Rollback after an init or plan only
If the upgraded provider was initialized but no refresh or apply occurred, edit the constraint back to the last compatible series and run terraform init. If the lock file was changed, review and commit the intentional older selection. A plan-only workflow follows the same path according to the Google provider upgrade guide: pin the prior version, reinitialize, and plan again.
Do not delete the lock file as a shortcut. Removing it discards recorded selections and checksums, forcing Terraform to solve dependencies again. Restore the known-good lock-file change from version control or let terraform init update it under the reverted constraint, then inspect the result.
Rollback after refresh with local or non-versioned remote state
If a refresh or another state-writing command ran, state may contain values read by the newer provider even when no cloud resource was intentionally changed. For local state, or a remote backend that does not retain historical versions, the official guide says refreshing with the downgraded provider is likely sufficient because the provider generally reads most state information from the API and the properties needed for the transition were left unchanged.

“Likely sufficient” is qualified guidance, not a guarantee for every resource or provider release. After pinning the older series:
- Run
terraform initand verify the selected version. - Run
terraform planwith the same inputs. - Examine any drift, unknown values, replacement actions, or errors that were not present before the upgrade.
- Compare critical resource attributes directly with Google Cloud and your last known-good plan or state copy.
If the downgraded provider cannot decode a state value, stop rather than repeatedly applying. Preserve the current state file, investigate the exact resource and transition guide, and use a versioned backup or an export maintained by your platform process if one exists.

Backends that retain historical state versions, such as a versioned Google Cloud Storage bucket, give you a safer recovery point after a refresh or apply. First pin the prior provider series and reinitialize. Then identify the state snapshot immediately before the upgrade’s state-writing operation and restore it using your backend’s documented version-recovery procedure.

When resources were created during the intervening apply
- Delete manually: Use this when the resources are accidental, disposable, and deletion dependencies are understood. Confirm that no other workload depends on them.
- Import: Keep the resources when they are needed. Add matching configuration, then import each resource using the resource-specific import syntax and verify a no-op or expected plan.
- Reconcile instead of restoring: If the apply made legitimate changes, keeping the newer state and completing a forward migration may be safer than restoring an old snapshot.
Choose one path deliberately; do not restore state and immediately apply while untracked resources or destructive differences remain unexplained.
Common failure modes and fixes
The lock file did not change
A normal terraform init can retain the locked version when it still satisfies the edited constraint. Confirm that the constraint actually excludes the old version. Use terraform init -upgrade only if selecting a newer satisfying version is the intention.
The upgrade selected an unexpected major version
Inspect all constraints, including module requirements and google-beta. Narrow the root constraint to the intended major series, re-run initialization, and review the lock-file diff before planning.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →The plan shows replacements unrelated to the guide
Stop the rollout. Check changed defaults, computed fields, provider aliases, module versions, and variable values. Compare with a plan generated by the previous provider. Do not approve replacements merely because the provider was upgraded.
Downgrade still produces drift
Determine whether a refresh wrote state, whether an apply changed the API, and whether the backend has an earlier version. A provider downgrade alone cannot remove cloud-side changes. Restore a suitable state snapshot or reconcile by importing and updating configuration.
