Choose term life when the need has an end date and you want the lowest generally available cost for that period. Consider whole life when you need coverage intended to last your lifetime, can sustain its higher premium schedule, and specifically value the policy’s contract-defined cash-value features. Neither type is universally best. Start with how long your dependents or obligations need protection, then test whether the premium remains affordable under the policy’s guarantees.

The National Association of Insurance Commissioners (NAIC) summarizes the basic trade-off this way: “Term life insurance is designed to provide lower-cost coverage for a specific period.” Whole life is permanent, cash-value insurance whose guarantees, charges and access rules are set by the contract. The comparison below shows what to examine before applying or replacing a policy.

Start with the coverage horizon

Ask first: For how long would my household need the death benefit? Term life covers a stated period, such as 10 or 20 years, and pays the death benefit if the insured dies while the policy is in force. It is commonly used for a temporary obligation: supporting children until they are financially independent, replacing earnings during working years, or covering a debt that is scheduled to be repaid. The term and benefit are defined in the policy contract.

Whole life is a form of permanent, cash-value insurance. It is intended to remain in force for the insured’s lifetime when required premiums and other policy conditions are met. In addition to the death benefit, it accumulates cash value according to the contract. Because the insurer is covering a potentially lifelong period and funding that cash value, premiums are generally higher, especially compared with an equivalent term policy during the early years.

Term and whole life at a glance

Comparison Term life Whole life
Coverage period A stated term. The death benefit applies during that period if the policy remains in force. Intended as lifetime coverage, subject to the contract, premium payments and other requirements.
Cost pattern Generally lower-cost for a specified period. If renewable, premiums can increase at renewal. Generally higher early premiums. A level-premium design spreads the cost over the policy duration; the contract determines how long premiums are payable.
Cash value Generally none to use later. Builds cash value under policy terms. Accumulation reflects premiums after applicable fees and insurance costs.
What to inspect Term length, whether renewal is available, the age at which renewal ends, the renewal schedule, and any conversion deadline and options. Guaranteed premiums and values, illustrated non-guaranteed values, loan and surrender provisions, missed-payment rules, and whether premiums continue for life or only a limited period.
Typical need A finite obligation or period of income protection. A long-duration death-benefit need combined with the policy’s cash-value features, when the premium is affordable.

These are category-level distinctions, not a quote or a recommendation. Whole-life designs differ, and the policy form and illustration control. NAIC’s life-insurance topic page and its Life Insurance Buyer’s Guide explain the categories and questions to ask.

How term life works

Defined protection at a generally lower initial cost

With term insurance, you select a death benefit and a period. If the insured dies during that period and the policy is in force, the insurer pays according to the contract. If the term ends while the insured is alive, coverage normally ends unless the policy provides a renewal or conversion feature. Term policies generally do not build cash value.

Term is often the practical way to match insurance to an obligation with a foreseeable endpoint. For example, a family may need income replacement while children are dependent or while a loan is outstanding. The appropriate length and benefit depend on the household’s finances; the policy itself does not determine how much coverage your family needs.

Renewable versus nonrenewable term

A renewable policy may let you continue coverage without a new medical application, even if your health has changed. That convenience can carry a substantially higher premium than the original term premium. Ask for the actual renewal-premium schedule, not just the first-year price, and ask the age at which renewal stops.

A nonrenewable policy does not promise continuation at the end of the term. Obtaining further coverage may require a new application, with eligibility and price based on your circumstances at that time. The contract—not a general description of “term insurance”—determines which rule applies.

Conversion to permanent coverage

Some term contracts permit conversion to a permanent or cash-value policy during a specified conversion period. Conversion premiums will generally be higher than term premiums because the new policy is designed for longer-duration coverage and may include cash value. Check the deadline, the permanent products available, whether medical underwriting is waived or limited, and the premium basis. Do not assume every term policy includes conversion or that every permanent policy is available under the same terms.

How whole life works

Lifetime intent with a contract-defined cash value

Whole life combines a death benefit with cash value. Premiums are allocated according to the policy, with fees and insurance costs deducted; the remaining amount contributes to cash-value accumulation under the contract. The value is not a separate bank account and should not be described as guaranteed investment growth unless the policy specifically guarantees a stated amount.

Whole-life coverage is intended to continue for life when premiums and other requirements are met. Some contracts require premiums for life; others may state a limited payment period. Compare that schedule with your expected income, because a policy that is affordable now may become difficult to maintain if circumstances change.

Guaranteed and non-guaranteed values

Ask the insurer to identify every guaranteed premium, death-benefit amount and cash-value figure. Illustrations can also show non-guaranteed values based on assumptions that may change. NAIC advises consumers to ask which portions are not guaranteed and whether minimums apply. The California Department of Insurance’s Life Insurance Guide recommends obtaining the method used to determine cash value from guaranteed values.

Loans, surrender and missed payments

A policy may allow borrowing against cash value, but the contract governs interest, available amounts and what happens if a loan remains outstanding. Surrendering can produce less than the amount shown in an illustration because surrender charges or other adjustments may apply. Review the guaranteed surrender values and the schedule of charges before treating cash value as accessible savings.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Find out what happens after a missed premium: a grace period, automatic premium loan, reduced paid-up coverage, extended-term coverage or lapse may be possible, depending on the contract. Ask how each choice affects the death benefit, cash value and future premiums. Never infer these provisions from another insurer’s policy.

Compare costs without relying on a universal quote

NAIC describes term as lower-cost coverage for a specific period and generally more affordable than permanent insurance, particularly in early policy durations. Those statements describe typical patterns, not a promised price. Premiums depend on the applicant, underwriting, benefit amount, term, policy design, jurisdiction and insurer. The available guidance does not establish average premiums, a market-wide savings percentage or a break-even age.

For a fair comparison:

  1. Set the same death benefit. Comparing different benefit amounts can make one policy appear cheaper simply because it provides less protection.
  2. Define the relevant period. If the need lasts 20 years, compare the cost and guarantees over that period, while also examining what happens afterward.
  3. Use the full premium schedule. Include every stated premium, renewal increase and payment duration rather than comparing only the first year.
  4. Separate guarantees from assumptions. Mark guaranteed values and premiums separately from illustrated or otherwise non-guaranteed figures.
  5. Price the exit options. For term, examine renewal and conversion. For whole life, examine surrender values, loan terms and missed-payment provisions.
  6. Read the policy illustration and contract together. The illustration helps show scenarios; the issued contract controls the legal promise.

A decision process for choosing a policy

1. Quantify the need

List the people who rely on the insured’s income or unpaid work, debts that would remain, expected education or care costs, final expenses and assets available to survivors. Then identify when each obligation is expected to end or change. This produces a coverage horizon rather than an arbitrary policy term.

2. Set an affordable premium ceiling

Test the premium against ordinary expenses, emergency savings and likely changes in income. For term, include the possibility that renewal will cost more. For whole life, include the full period during which premiums are required and the consequences of stopping payments. A policy that lapses because it is unaffordable cannot meet a long-term objective.

3. Request comparable proposals

Ask for proposals with the same death benefit and, where possible, the same relevant coverage period. Request the policy form, premium schedule, guaranteed-value pages and any illustration showing non-guaranteed assumptions. Ask the insurer to identify charges and minimums in plain language.

4. Test the contract features

  • For term: Is it renewable? What is the premium at each renewal? Does renewal end at a stated age? Is it convertible, until what date, and to which policies?
  • For whole life: Which premiums and values are guaranteed? Are premiums payable for life or a limited period? How is cash value determined? What are the loan interest and surrender provisions? What happens after a missed payment?
  • For either type: What exclusions, reinstatement rules, grace periods and beneficiary procedures apply?

5. Check jurisdiction-specific guidance

Insurance rules and approved policy forms vary by state. For a policy-specific question, contact your state insurance department or a qualified, licensed professional. NAIC directs consumers to their jurisdiction’s insurance department through its consumer life-insurance guidance.

Replacing an existing policy without creating a gap

Do not cancel an existing policy merely because a proposed replacement looks cheaper or offers different features. First apply for the new coverage, complete underwriting, receive the policy and confirm that it is in force. A change in health can affect eligibility or the price of replacement coverage. Compare the old and new contracts for benefit amount, exclusions, contestability provisions, premium guarantees, cash value, surrender charges and renewal or conversion rights before making the change.

If the new application is declined, delayed or issued with a different premium, the existing policy may be the protection you still need. Keep records of application dates, policy delivery and the effective date so you can verify that no coverage gap has occurred.

Questions to ask an insurer

  • What death benefit is guaranteed, and for exactly how long?
  • What is the premium in each policy year, and can it change?
  • If this is term insurance, is it renewable, when does renewal end, and what is the actual renewal schedule?
  • Can I convert to permanent coverage? What is the deadline, which policies are available and how are conversion premiums determined?
  • If this is whole life, which cash-value amounts are guaranteed and which are illustrated only?
  • How are fees and insurance costs reflected in cash value?
  • Can I borrow against the policy? What interest, limits and consequences apply to an unpaid loan?
  • What would I receive on surrender in each policy year, and when do surrender charges end?
  • What happens after a missed premium, during the grace period and after a lapse?
  • Are premiums payable for life or for a stated limited period?
  • What exclusions, reinstatement requirements and beneficiary rules apply?

Illustrative fits (not personal recommendations)

A finite income-replacement need

A household whose children will become financially independent within a known period may prioritize a term policy that covers those working and caregiving years. The key checks are whether the selected term matches the obligation, whether the premium remains level for that term and what renewal or conversion would cost if the need lasts longer.

A need expected to last for life

Someone seeking a death benefit for a lifelong obligation may examine whole life because its design is intended to continue for life and includes cash value. The decision still depends on being able to pay the required premium and understanding guaranteed values, surrender outcomes and loan provisions.

An uncertain future horizon

If the need may extend beyond an initial term, compare a renewable or convertible term contract with a whole-life proposal. The relevant question is not simply which first-year premium is lower; it is the cost and protection under each contract if the coverage is needed longer than expected.

Bottom line

Term and whole life solve different duration problems. Term generally offers lower-cost protection for a defined period, with renewal premiums that may rise and conversion rights that are contract-specific. Whole life is intended as lifetime coverage, generally costs more early, and builds cash value subject to guarantees, charges, loans and surrender rules. Choose only after matching the death benefit and duration to the obligation, confirming the premium schedule is affordable, and reading the guarantees and exit provisions in the actual policy.
