Tata Consultancy Services (TCS) says it will comply with any directive from the U.S. Department of Labor (DOL) on the Permanent Labor Certification (PERM) program. It also says its U.S. workforce strategy rests on local hiring and campus recruitment, and that it does not expect the reported suspension of the program to change that strategy or its customer work. The statement is dated October 9, 2026, and was reproduced in a stock-exchange filing as carried by BazaarWatch. The DOL order that reportedly names TCS was not publicly available to us when this article was prepared, so its scope and timing remain unconfirmed.
What TCS said
In its October 9, 2026 statement, TCS wrote that it had noted the U.S. government’s announcement on the PERM program and “will comply with any directive from the Department of Labor.” The company went on to describe its local footprint: “Our workforce strategy in the US is anchored in hiring local talent, supported by a robust campus recruitment model. We have built a significant local workforce across 31 offices and delivery centers throughout the country.”
It then tied the statement to earlier plans. “As we had announced earlier, we intend to hire an additional 15,000 people in the US over the next five years, to further augment our local workforce. Our PERM applications were in single digits in the last two years and hence we do not expect the suspension of the program to impact our workforce strategy and customer engagements.”
These are the company’s own statements and expectations. The 15,000 figure is a stated intention, not a completed hiring result, and the claim that the suspension will not affect the strategy is TCS’s assessment rather than an outcome anyone has verified.

What PERM is, and what it is not
The DOL’s Foreign Labor Application Gateway describes a permanent labor certification as the step that lets an employer hire a foreign worker to work permanently in the United States. According to DOL’s description, employers sponsor workers for permanent resident status only after recruitment of U.S. workers has taken place. PERM is therefore one stage in some employer-sponsored permanent-residency cases.
That makes the headline phrase “green card ban” looser than the reported action. Reports describe a suspension of the PERM program for TCS and other technology companies, not a ban on green cards in general. PERM is not itself a green card, and it is not a temporary work visa. A worker whose status depends on a temporary visa is governed by different rules, so a PERM action does not automatically touch that status.
What is reported and what is not yet confirmed
News reports published on October 9, 2026 say the U.S. government suspended TCS and other technology companies from the PERM program and quote TCS’s response. The DOL notice or order behind those reports was not located, so the details below should be read as unconfirmed unless a primary document says otherwise.

How DOL has used suspensions before
A DOL release dated May 12, 2026, concerning Cloudera, says the department suspended processing of that company’s PERM applications for 180 days. The release ties suspension authority to investigations into possible fraud or willful misrepresentation. It is useful for understanding how enforcement works, but it does not tell us why TCS was named or what terms apply to it.

Acting Secretary of Labor Keith Sonderling, quoted in that release, said: “Protecting the integrity of our immigration and labor systems requires employers to follow the law and provide American workers a fair opportunity to compete for jobs.” That statement concerns the Cloudera case, so it should be read as general enforcement policy rather than a description of the TCS order.
What this means if you work at TCS or follow the case
The reported action concerns the PERM stage of sponsorship. Whether it affects any particular person depends on facts the public reports do not give, including whether that person’s case is a PERM case at all, and whether it is pending, approved, or not yet filed.

To check the position for a specific case, work through these steps in order:
- Find the DOL order or notice itself, not a news summary of it. Confirm that it names TCS and identify the legal authority it cites.
- Read its effective date, its duration, and whether it covers pending applications or only new filings.
- Ask your employer’s HR or immigration team whether your own case is a PERM case and whether it is affected by the order.
- If your status depends on a temporary work visa, or your case is already past the labor-certification stage, confirm that with a qualified immigration attorney before assuming any effect.
Until the order is published, TCS’s statement is the only company-side account available, and it addresses the company’s workforce plans rather than any individual’s immigration record.

Where the reporting stands
