Taiwan prosecutors have indicted 10 people over an alleged scheme to obtain controlled semiconductor chips using false end-user documents, then route them through Hong Kong toward China. The indictment is an accusation, not a conviction. Prosecutors say the documents falsely named Taiwan’s National Chung-Shan Institute of Science and Technology (NCSIST) as the end user; reports describe possible military applications including radar and missile-related capabilities, but do not establish the destination or use of each chip.
What prosecutors allege
New Taipei District Prosecutors’ Office indicted 10 people in October 2026. According to contemporaneous reporting, investigators allege that the group used forged documents and false end-user declarations to acquire controlled chips made by Analog Devices (ADI) and Texas Instruments (TI). The declarations allegedly represented NCSIST, Taiwan’s defense technology institute, as the customer.
CNA reported that the alleged scheme began in 2017. Prosecutors said purchasers of controlled high-tech products must submit end-user statements or Know Your Customer’s Customer (KYCC) documentation for review. Suppliers could reject transactions when the stated ultimate customer was in a restricted overseas market. CNA’s account of the indictment describes prosecutors’ allegations; it does not establish guilt.

How the alleged route worked
The reporting describes a discrepancy between the declared customer and the alleged onward route. Investigators say the chips were obtained in Taiwan under declarations naming NCSIST, then passed through Hong Kong toward China. Reports also allege that some chips were repackaged or relabeled, including with “Made in Taiwan” markings, to disguise their origin and evade scrutiny.

The accounts differ on the reported source countries of the chips. CNA lists the Philippines, South Korea, and Singapore; Taipei Times also names Malaysia and other origins. The available reporting does not identify the origin of every chip or map individual items to a specific leg of the route.
What military uses are alleged—and what remains unconfirmed
Prosecutors’ reported descriptions identify potential applications in radar receivers, electronic reconnaissance, jammers, antenna arrays, and unmanned aircraft systems. The coverage also refers to missile-related military capabilities. These are alleged or possible applications, not proof that every chip reached a weapons program or that a particular part was used in a named system. The reports do not fully document exact part models, quantities, or the final destination of each item.

CNA quoted prosecutors describing the chips as “clearly” supplied to China’s military industry for producing advanced weapons. That is the prosecutors’ reported characterization, not an independent finding by a court.

Coverage gives different estimates of the alleged financial proceeds. CNA reported that prosecutors put them at more than NT$300 million. Taipei Times reported about NT$360 million in alleged illicit profit. The reporting reviewed does not resolve the difference, so the figures should not be treated as interchangeable.

CNA also reported that prosecutors sought a 10-year prison term for Chen Chien-hsiung and requested terms of one to eight years for other defendants. These are prosecutors’ requested sentences, not penalties imposed by a court.

An indictment formally brings allegations into a criminal case; it is not a verdict. The reports reviewed describe prosecutors’ claims but do not include the full indictment or an official court docket. A court’s findings and the case’s final outcome are therefore not established here.
