T-Mobile has scheduled a monthly increase to its Regulatory Programs & Telco Recovery Fee (RPF/TRF) for October 12, 2026: $1 more per voice line and 50 cents more per mobile internet line. As of October 3, the change has not taken effect. T-Mobile describes the surcharge as its own fee, not a government tax. The move is a sharp contrast with the company’s 2017 T-Mobile ONE pitch that the advertised price was the price customers paid—but that promise was specific to that plan, not a universal guarantee for every T-Mobile plan.

What T-Mobile’s October fee increase changes

T-Mobile’s fees and charges support page lists the following monthly RPF/TRF amounts, with the new rates scheduled to take effect October 12, 2026:

Line type Current listed fee Scheduled fee from October 12, 2026 Monthly increase
Voice line $4.49 per line $5.49 per line $1.00 per line
Mobile internet line $2.10 per line $2.60 per line $0.50 per line

The figures are T-Mobile’s published amounts; the page says the fee can depend on service type and location. It also notes that some plans include recurring taxes and fees in the plan price. Check your plan and bill before assuming your total will rise by the listed amount: the impact depends on your account and how the fee is applied to its lines.

Is the RPF/TRF a government tax?

No, not according to T-Mobile. The company says it collects and retains the RPF/TRF and that it is “not a government tax or imposed by the government.” Its explanation is that the Regulatory Programs component helps cover costs associated with mandates and obligations such as E911 and local number portability, while the Telco Recovery component helps recover certain carrier interconnection, facilities, operations, and service costs.

That distinction matters: a carrier may cite regulatory obligations or operating costs as reasons for a surcharge without the surcharge itself being a government-imposed tax. T-Mobile’s service agreement likewise says the fee on non-tax-inclusive plans is not a government-required tax or charge, and that surcharges are determined, collected, and retained by T-Mobile.

The agreement displays a different fee schedule—$3.18 for voice lines and $1.16 for mobile internet lines—than the support page’s October schedule. Those figures should not be combined: T-Mobile’s support page is the source for the announced October 12 amounts, and the difference means customers should verify the fee shown for their own account rather than assume one amount applies to every plan or account.

Why the increase clashes with T-Mobile’s Un-carrier message

The clearest contrast comes from T-Mobile’s own 2017 Un-carrier Next announcement. When promoting T-Mobile ONE, the company said taxes and monthly wireless service fees were included and declared, “Now, the price you see advertised is actually the price you pay.” It also said, “T-Mobile will never change the price you pay for your T-Mobile ONE plan.”

Those statements are meaningful evidence of what T-Mobile wanted the Un-carrier brand to stand for: simpler pricing and fewer bill surprises. A carrier-set surcharge scheduled to rise sits uneasily beside that message. But the historical pledge was framed around T-Mobile ONE and its price; it does not establish that every later plan included every charge or carried the same guarantee. The fee announcement is therefore grounds for criticizing how well T-Mobile’s current pricing fits its old identity, not proof that a universal contractual promise was broken or that an official authority has declared the Un-carrier era over.

The 2017 release also said wireless customers paid billions extra each year in surcharges, taxes, monthly fees, and carrier price hikes. That was T-Mobile’s corporate claim in a promotional announcement, not an independent or current measurement, so it should be read as part of the company’s historical messaging rather than a present-day industry statistic.

What T-Mobile’s latest financial filing does—and doesn’t—show

In its Q1 2026 Form 10-Q, T-Mobile reported postpaid average revenue per account of $151.93 for the quarter, compared with $146.22 in Q1 2025—an increase of $5.71, or 4%. The company attributed the increase in part to rate-plan optimization and higher fee revenue, including adoption of plans that exclude taxes and fees; it also cited more customers per account, with promotional activity partly offsetting the increase.

That is company-reported context about account revenue, not evidence that the October fee change has already raised revenue. The fee increase was still scheduled for a future date as of October 3, 2026.

How to check whether your bill will change

  1. Identify the affected lines. Separate voice lines from mobile internet lines on your account; T-Mobile lists different increases for each.
  2. Check your plan’s tax treatment. T-Mobile says some plans include recurring taxes and fees in the plan price, while its agreement distinguishes tax-inclusive from non-tax-inclusive plans.
  3. Review your bill and account details. Use the fee listed for your own lines and location rather than applying the support page’s schedule blindly.
  4. Compare full monthly costs if you consider switching. Include plan charges, taxes, carrier surcharges, plan inclusions, coverage where you use service, line type, and eligibility requirements. The available figures do not establish that a competitor will be cheaper; that requires a current, like-for-like comparison.

T-Mobile’s terms effective September 1, 2026 say surcharge components and amounts may change. They also describe a 14-day notice policy when a service or rate-plan change has a material adverse effect. Whether that policy applies appropriately to a particular customer’s circumstances is not settled by the fee announcement alone; plan-specific terms, account facts, and applicable law matter.
