Yes. Syncing phone and tablet data can use mobile data. It does so when the device is on a cellular connection, cellular access is allowed for the app or service doing the sync, and Wi-Fi is not available or not being used. Whether it actually uses mobile data depends on the type of sync you mean, because ongoing app sync, cloud backup, and one-time device-to-device transfers each have their own network behavior and their own controls.
Which kind of sync you are asking about
“Sync” is used for three different operations, and the answer changes with each one.

Because the controls are separate, turning off one setting does not automatically change the others. Check each operation you care about.

Android
Cloud backup
Google’s guidance on data backup says that “Once cloud backup is on, your device backs up automatically over Wi-Fi.” Backup settings can also allow use of a mobile network, so the Wi-Fi default is not a guarantee if that option has been switched on. Google’s Learn more about Google Play services for data backup and transfer page is the primary reference for this behavior.

One-time transfer to a new device
Google lists cable and Wi-Fi as the methods for direct transfer between devices. If your concern is that a setup transfer might consume mobile data, the practical choice is a cable or a known Wi-Fi network.
Background data and Data Saver
Background data lets apps download information or show notifications while you are not using them. Google Play Help notes that Data Saver can affect background data when Wi-Fi is unavailable, and that you can grant an app unrestricted data access. The steps differ between Android versions, and phone manufacturers may place or label these controls differently. The Turn on background data help page describes the Google Play side of this; treat it as a guide to the concepts, not a single menu path that every Android phone or tablet will match.

iPhone and iPad
Per-app cellular access
Apple lets you turn cellular data on or off globally and for individual apps. When cellular data is off for an app, that app uses Wi-Fi only for its data. This is the most direct way to keep a specific app from using mobile data, and it is described in Apple’s Use cellular data on your iPhone or iPad guidance.
iCloud app selection
Which apps store information in iCloud is a separate choice. Apple’s Change which apps sync and store data with iCloud page states: “When you turn on iCloud for an app, its information is stored securely in iCloud and kept synced across your devices automatically.” If you want an app to sync only over Wi-Fi, you need to check both its iCloud selection and its cellular permission. Turning off cellular access does not remove the app from iCloud, and turning off iCloud for an app does not change its cellular permission.

The Exchange exception
Apple warns that an Exchange ActiveSync account may keep using cellular data even when cellular data is turned off for Mail and Calendar. If you rely on a work or school Exchange account, the Mail and Calendar switch alone may not stop all of its traffic. Apple’s cellular guidance is the reference for this caveat.
How much data it uses and what it costs
None of the official pages reviewed gives a typical figure for sync-related mobile data use, and no universal estimate is established. The amount depends on the app, how much content changes, and how often it updates. To measure it on your own device, use the usage display in your phone’s cellular settings. Apple’s guidance says cellular use may lead to charges under some plans and recommends contacting your carrier for the most accurate total for the current billing period. Whether sync use is billed, and at what rate, depends entirely on your plan.

How to keep sync on Wi-Fi only
Work through these steps on the device you are checking. Exact labels vary by OS version and manufacturer.

- Confirm the source of the traffic. Note whether the sync is app or account sync, cloud backup, or a transfer, since each is controlled differently.
- Android backup: open the backup settings in Google Play services data backup and transfer and confirm that backup is not allowed over a mobile network.
- Android background data: check Data Saver and each app’s data access. Restrict background data for apps you do not want using mobile data while idle.
- iPhone or iPad apps: open the cellular settings and turn off cellular data for each app you want limited to Wi-Fi.
- iCloud on Apple devices: deselect any app you do not want syncing through iCloud, and keep the apps you do want syncing.
- Exchange accounts: do not assume the Mail and Calendar switch covers everything. Check the account’s own settings and watch usage for it separately.
- Verify: connect to Wi-Fi, wait for a sync cycle, and then compare cellular usage for the app on your device.
When sync still appears to use mobile data
- The app is still allowed cellular access, or it is an Exchange account that is not covered by the Mail and Calendar switch.
- Android backup has a mobile-network option enabled.
- Background data is not restricted for an app that updates while you are not using it.
- The device had no Wi-Fi connection during the sync, and cellular access was allowed.
If none of these explains the usage, the device’s own cellular usage list is the best place to see which app is responsible.
