Swansea education officers are reported to forecast 5,350 fewer primary and secondary pupils by 2032, a fall of about 17% from the 32,028 pupils recorded at the time of reporting. The figures point to pressure on some smaller schools, but they do not amount to a decision to close or merge any school.
What the Swansea forecast says
A 2026 report by BBC Wales and the Local Democracy Reporting Service says Swansea education officers project that the city’s primary and secondary pupil population will fall from 32,028 at the time of reporting to 26,678 in 2032. That is 5,350 fewer pupils; the reported 17% is a rounded figure.
The forecast is attributed to council education officers, who modelled the wider decline in birth rates against Swansea-specific data. The underlying council forecast report and model were not available in the reproduced reporting, so the estimates cannot be independently checked here. The reported figures do not include an uncertainty range or explain how factors such as migration were handled.
How the projected fall is divided
The report attributes the larger numerical reduction to primary schools. It does not provide school-by-school forecasts, so these sector totals cannot show which individual schools may be most affected.

Why smaller schools are a concern
As described in the 2026 report, Swansea Council calls a primary school with fewer than 90 pupils or a secondary school with fewer than 600 pupils “very small.” These are the reported thresholds, not a school-by-school forecast of who will cross them.
The report says smaller schools can face limited economies of scale and lower pupil-led funding as enrolment falls. It also says a primary below 90 pupils would no longer be funded for a deputy head teacher. These are policy details reported in the article; the available account does not establish whether they remain the council’s current rules.

Knelston Primary as a local example
Knelston Primary School on Gower is described as having come close to falling below 90 pupils before regaining some ground. An unnamed council education manager said: “That’s probably the closest we have seen going below 90”. The example illustrates how enrolment can approach the reported threshold; it does not establish the school’s present pupil count or future position.

What responses are being discussed
The report describes possible approaches, rather than approved measures. They include more community use of school buildings, smaller class sizes and investment targeted at sustainable provision. It also reports that engagement with affected groups would be important if the council considered reorganisation.

Accordingly, the forecast should not be read as an announced closure or merger programme. The reporting identifies possible pressure and options for responding to it, but does not name schools selected for reorganisation or set out a confirmed timetable.

Swansea Council’s cabinet member for education and learning, Robert Smith, is reported as acknowledging that forecasting is “not an exact science” while describing the figures as “as robust as they can be.” Those remarks convey both the council’s confidence in its estimates and the fact that they are projections, not a count of future enrolments.

Because the underlying forecast report was not available in the reproduced account, important details remain unclear: the model’s assumptions, the way pupil cohorts were followed, the treatment of migration, and projected changes for each school. The citywide totals are useful as a signal of anticipated planning pressure, but they are not enough to determine what will happen at any particular school.
