Recorded Future reported in July 2021 that a suspected Chinese state-sponsored group it called TAG-22 had targeted organizations including Taiwan’s Industrial Technology Research Institute (ITRI), Nepal Telecom, and the Philippines’ Department of Information and Communications Technology. The report described intrusions observed in June 2021; it does not establish that those organizations are under attack now.
What organizations did Recorded Future say were targeted?
Recorded Future’s Insikt Group identified June 2021 intrusions involving three named organizations:
- Industrial Technology Research Institute (ITRI) in Taiwan, a technology research and development institution.
- Nepal Telecom, the telecommunications organization in Nepal.
- The Philippines’ Department of Information and Communications Technology, a government department.
The report placed these cases within a broader set of activity targeting telecommunications, academia, research and development, and government organizations in Nepal, the Philippines, and Taiwan, as well as historically in Hong Kong. CyberScoop reported on July 8, 2021 that some activity appeared ongoing at that time. That was a contemporaneous observation, not evidence of ongoing activity today. CyberScoop’s July 2021 report summarized the findings.
What are TAG-22 and RedHotel?
TAG-22 was Recorded Future’s label for the activity cluster in its 2021 report. Recorded Future later said it had graduated the temporary TAG-22 name to RedHotel, citing continued technical tracking and its assessment that the group very likely operated in support of Chinese government intelligence-gathering efforts. RedHotel is Recorded Future’s later terminology; it is not a universal naming consensus across cybersecurity researchers. Recorded Future’s 2023 RedHotel retrospective explains the updated label.
The original attribution was qualified: Recorded Future described TAG-22 as a suspected Chinese state-sponsored group. The later assessment strengthens Recorded Future’s stated view, but neither label nor assessment should be presented as independently adjudicated proof of state direction. The original Insikt Group report sets out its attribution and technical analysis.
Why did the Taiwan research institute stand out?
Recorded Future highlighted ITRI because it conducts technology research and development and has incubated Taiwanese technology firms. The researchers connected ITRI’s research themes with development priorities and noted that Chinese groups had previously targeted Taiwan’s semiconductor sector. This is the researchers’ contextual analysis of why the institution merited attention; the report does not establish the attackers’ specific intent as a proven fact.

What techniques and malware did the report describe?
Recorded Future assessed that TAG-22 likely used compromised GlassFish servers and Cobalt Strike during initial access operations. For longer-term access, the group was assessed to have used bespoke Winnti, ShadowPad, and Spyder backdoors, supported by dedicated command-and-control infrastructure. The report also discussed Acunetix scanning in the context of compromised infrastructure. These are attributed assessments, and the report’s use of “likely” should be retained rather than treating each technique as conclusively established.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsThe described progression matters: the report distinguished possible entry activity from tools and infrastructure associated with maintaining access. The named tools alone do not prove who operated a particular intrusion; Recorded Future’s attribution drew on its analysis of network activity, infrastructure, and malware overlaps.

How should readers interpret the report today?
- Keep the timeline clear: the reported observations were from June 2021, with publication in July 2021.
- Separate targets from attribution: the organizations were named in Recorded Future’s findings, while the link to Chinese state sponsorship was an assessment with explicit confidence qualifiers.
- Do not infer current compromise: the historical report does not establish whether any named organization is currently affected.
- Read the labels in context: TAG-22 is the original tracking name; RedHotel is Recorded Future’s subsequent designation.
