Not proven by the available reviews. Notebookcheck found that its 15-inch Surface Laptop 3 with a Core i7-1065G7 sustained CPU performance well, but neither it nor PCWorld provides a controlled comparison with a laptop using the 2016 Core i7-7700HQ. The Surface is a capable Ice Lake system; whether it beats a particular older i7 laptop depends on the machines, workload, cooling and settings—not the “Core i7” name alone.
Which Surface Laptop 3 does this review cover?
The relevant machine is the 15-inch Surface Laptop 3 with Intel Core i7-1065G7 and Intel Iris Plus Graphics G7. PCWorld describes the processor as a quad-core chip with a 1.3 GHz base frequency and boost up to 3.9 GHz. Those findings should not be generalized to every Surface Laptop 3 configuration. PCWorld’s review and Notebookcheck’s review cover this particular 15-inch Core i7 model.
How does the Surface perform under sustained CPU load?
Notebookcheck reported an average of 717 points in CineBench R15 multi-thread for its review unit, with results ranging from 684.67 to 772.41. It described the tested Surface’s implementation of the 25 W CPU as 11% above the average of the i7-1065G7 entries in its database at that time. That is a comparison with other database results for the same processor, not with the i7-7700HQ.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteIn Notebookcheck’s CineBench R15 multi-thread loop, performance declined by 6–7%. The review characterized the system’s performance sustainability as good. This is useful evidence about that Surface’s behavior during repeated CPU work, but it cannot establish how a different laptop would perform under the same test.

Does that show Ice Lake beats the 2016 Core i7-7700HQ?
No direct winner can be named from these reviews. They do not report a matched Surface Laptop 3 versus i7-7700HQ test. A cross-review comparison between results from separate laptops would not isolate the processor: cooling, power limits, firmware, memory, power mode and benchmark conditions can all affect results.
A fair comparison would test the exact two laptops using the same benchmark versions and settings. It should distinguish short-burst single-thread work from sustained multi-thread work, record whether each machine is plugged in and which performance mode is selected, and identify the graphics hardware and settings for any game test. Without those controls, a result may describe the laptops tested, but it cannot prove that Ice Lake universally outruns the older chip.

What do the Surface’s graphics results mean?
The Iris Plus Graphics G7 is integrated graphics, and game performance depends heavily on the title and settings. Notebookcheck recorded 42.8 fps in one 1920×1080 game test and 90 fps in Overwatch at 1280×720 on low settings. These are results for the Surface review unit at the stated settings; they show that some lighter or older game tests can run at playable frame rates with reduced settings, not that its graphics match a discrete GPU in an older laptop.
Why do power settings matter when reading the reviews?
PCWorld reported that its review machine arrived with Windows’ power/performance slider configured to favor battery life and minimize performance, even while plugged in. Its review also identifies a result under “Best Performance.” Benchmark results therefore need to be read with their selected mode in mind: a laptop’s performance can change when its power profile changes. PCWorld’s findings that this Surface led its tested group in Cinebench and HandBrake transcoding apply to that review’s comparison set and settings, not to untested i7-7700HQ systems.

What can you conclude from the historical reviews?
- The 15-inch Core i7-1065G7 Surface Laptop 3 showed strong results relative to Notebookcheck’s i7-1065G7 database average and a modest 6–7% decline in its CineBench loop.
- Its Iris Plus graphics could deliver playable results in some games at reduced settings, but performance varied by game and resolution.
- PCWorld’s power-mode caveat is material when interpreting its charts and comparisons.
- Neither review demonstrates a direct performance win over a Core i7-7700HQ laptop.
These are historical reviews of specific test machines. They document those hardware configurations and test conditions; they do not establish current retail availability, results after later software changes, or a controlled matchup with the 7700HQ.
