The U.S. Strategic Petroleum Reserve (SPR) is federally owned emergency crude oil; commercial oil inventories are industry-held stocks that support ordinary supply and refining operations. The Energy Information Administration reports commercial crude stocks separately from the SPR, so the categories are not interchangeable—and a combined total is meaningful only when its definition is clear.

How do the SPR and commercial inventories differ?

Dimension Strategic Petroleum Reserve Commercial oil inventories
Owner and control Federally owned and managed by the U.S. Department of Energy (DOE). DOE overview Held by industry across the commercial petroleum system. EIA stock definitions
Main purpose Emergency crude supply intended to counter significant disruptions in commercial supply. Operating stocks used through routine supply, storage, and refining.
Storage locations Underground salt caverns at four sites along the Texas and Louisiana Gulf Coasts. Refineries, bulk terminals, and pipelines, as described in EIA’s definition notes.
EIA reporting category Reported as a separate SPR series or line. Commercial crude stocks are explicitly reported excluding the SPR. EIA Weekly Petroleum Status Report

Who owns each inventory, and what is it for?

DOE owns and operates the SPR as a public emergency tool. Commercial inventories belong to companies and form part of the working supply system: crude and petroleum move through storage and processing as businesses meet ordinary demand. The distinction is therefore not simply “oil in storage” versus “oil in use.” It is a difference in ownership, purpose, and how the stocks are managed.

The SPR was established after the 1973–74 oil embargo under the Energy Policy and Conservation Act, signed in 1975. Its role is to help counter a disruption in commercial oil supplies that could threaten the economy. DOE SPR FAQs

Where are the barrels stored?

SPR: crude in underground caverns

The reserve stores crude oil in deep salt caverns at four Gulf Coast sites. It is not a network of retail fuel tanks, nor is its inventory gasoline ready to be pumped into motorists’ cars.

Commercial stocks: distributed through the supply system

EIA’s definition notes describe commercial stocks at refineries and bulk terminals and in pipelines. Those locations reflect the broader industrial system in which crude and petroleum products are stored and moved. Commercial crude figures should not be mistaken for all petroleum stocks: a total that includes products such as gasoline or distillates has a different scope.

Are SPR barrels included in commercial crude stocks?

No. EIA’s official label is “Commercial Crude Oil Stocks (Excluding SPR),” and the agency reports SPR stocks separately. For example, EIA’s September 30, 2026 weekly report listed 427.320 million barrels of commercial crude oil for the week ending September 25, 2026, an increase of 0.922 million barrels from the previous week. That figure is commercial crude, not a combined commercial-plus-reserve total. EIA weekly report

Before using any total, check its table heading and footnotes. EIA tables can cover crude alone or total petroleum stocks, and totals may be presented with or without the SPR. Adding a commercial figure to a reserve figure is appropriate only if the question calls for a combined total and both numbers use compatible dates and scopes.

What do the reported inventory numbers mean?

Inventory figures are dated snapshots, not timeless measures of how much oil is available. The published examples below come from different reporting dates and should not be read as a same-day comparison.

Measure Reported value and date What it describes
SPR inventory 294.1 million barrels as of August 20, 2026 DOE’s dated inventory-by-site table; it is not a subsequent weekly reading.
SPR authorized capacity 714 million barrels DOE’s stated authorized storage capacity, not the amount then held.
Commercial crude oil stocks 427.320 million barrels for the week ending September 25, 2026 EIA’s commercial crude series, excluding the SPR.
Weekly change in commercial crude Increase of 0.922 million barrels to September 25, 2026 EIA’s week-on-week change in that commercial crude series.

The SPR inventory and capacity figures are from DOE’s SPR Quick Facts; the commercial-stock figures are from EIA’s September 30, 2026 weekly report. Because the inventory readings have different dates, their values do not establish the relative quantities on one common day.

How does SPR oil reach the market?

SPR crude enters the market through government-authorized sales or exchanges, not routine commercial distribution. DOE describes competitive sales when statutory conditions are met. An exchange can work as a time-based loan: after an external disruption such as a hurricane or channel closure, a company may request oil, and DOE may approve an exchange if it finds the action serves the public interest. The company returns oil later, typically with an additional quantity. DOE SPR FAQs

On September 29, 2026, DOE issued a request for proposals for an exchange of up to 40 million barrels as part of a previously announced release commitment. That was a specific action, not a standing amount available to companies at all times. DOE’s September 29, 2026 announcement

Drawdown capacity is not instant delivery

DOE says oil can begin entering the market within 13 days of a presidential decision, a timeframe that includes sales arrangements and logistics. DOE gives a maximum nominal drawdown capability of 4.4 million barrels per day, with the FAQ noting that this maximum rate can be sustained for up to 90 days before the rate declines as caverns empty. These are capability figures, not a promise that any release will deliver oil at that rate to every market. DOE SPR Quick Facts and DOE SPR FAQs

Why does the SPR store crude instead of gasoline?

The reserve holds crude oil, including sweet and sour grades. DOE defines sweet crude as having no more than 0.5 percent sulfur by weight and sour crude as more than 0.5 percent but less than 2.0 percent. DOE cites the refining industry’s capacity, the lower cost of acquiring, storing, and transporting crude, and crude’s flexibility in responding to different product needs as reasons for storing crude rather than finished fuels. The oil must still be sold or exchanged and move through the supply chain before it becomes products for consumers. DOE SPR FAQs

How do the SPR and the 90-day oil obligation relate?

The International Energy Agency obligation described by DOE is for member countries to hold stocks equivalent to 90 days of net oil imports; the U.S. obligation can be met with public and private stocks. Separately, DOE estimates that the SPR’s crude inventory represented approximately 125 days of U.S. crude net imports as of December 31, 2025. Those measures have different scopes: the 90-day obligation concerns combined qualifying public and private stocks, while the approximately 125-day figure is DOE’s estimate for SPR crude alone relative to crude net imports. They should not be treated as competing measurements of the same thing. DOE SPR Quick Facts
