Steam can suppress weeds, pathogens and nematodes in soil that reaches an effective temperature, and some crop trials found results comparable to chemical fumigation. But steam is not a universal replacement: treatment depth and uniformity can be uncertain, field work is slow, and a California strawberry cost analysis put steam at more than twice the cost of 1,3-dichloropropene plus chloropicrin. The better choice depends on the target pest, crop, soil, acreage, equipment, local rules and full treatment cost.

How steam and chemical fumigants differ

Soil steaming uses heat delivered through soil pores or through surface or injection systems. Its effectiveness depends on reaching an adequate temperature throughout the soil containing the target pest—not merely producing steam or heating one monitored spot. Chemical fumigants are registered products with different pest-control profiles and application methods; one chemical or mixture should not be assumed to control the same targets as another.

The comparison below draws on the California Council on Science & Technology’s 2025 review and, where noted, California-specific rules and study estimates. The findings are not a universal ranking for every crop or region.

Decision factor Steam treatment Chemical fumigants
How control is delivered Heat must be distributed through soil to the target depth; performance depends on temperature, uniformity and penetration. CCST, 2025 Product and application method determine delivery and pest-control profile. Federal review information is available from the EPA’s soil-fumigant regulatory status page.
Evidence of control Trials report strong suppression in heated soil, but results vary by pest, site, crop and depth. CCST, 2025 No single product is established as a universal substitute with all the breadth and versatility of methyl bromide; options must be assessed for the particular target and crop. California DPR, July 21, 2026
Published cost comparison A California Central Coast strawberry analysis, summarized in CCST’s 2025 report from Xu et al. (2017), estimated $3,720 per acre; propane accounted for more than 80% of modeled cost. In that same California strawberry analysis, 1,3-D plus chloropicrin cost less than half as much as steam. This is a study-specific comparison, not a current quote or general price rule. CCST, 2025
Field pace One cited applicator was estimated to need about 16.86 hours per acre. CCST, 2025 The report contrasts that figure with a California DPR allowance of up to 80 acres treated with 1,3-D in 24 hours. These are different measures—a cited applicator rate and a regulatory maximum—not a controlled work-rate trial. CCST, 2025
Use requirements Requires specialized steam-generating and delivery equipment. The reviewed sources do not establish that steam avoids all worker, equipment or operational hazards. Products are subject to registration, labels and jurisdiction-specific requirements; federal status information does not replace applicable local rules. EPA

How effective is steam against soil pests?

Control depends on the pest and the soil that gets hot enough

The CCST review describes field trials in which steam completely or nearly completely suppressed target pests within treated soil, with some results matching or exceeding results from methyl bromide, chloropicrin or 1,3-D. That does not mean every pest is controlled equally: findings for particular pathogens varied with site and treatment depth. A study documented suppression for at least seven weeks, its longest follow-up; the review found no other data establishing how long suppression lasts. CCST, 2025

  • MULTIPLE SAFETY COMPONENTS: Equipped with a manual pressure relief valve, automatic pressure adjustment, overheat protection, and a safety door switch. Always follow the operating manual before opening or servicing the unit.
  • 18L CAPACITY WITH ACCESSORIES: The chamber supports batch processing and includes a tray rack, sterilization trays, drainage tube, and power cord. Allow at least 50 cm of suitable installation space around the unit.

A hot probe reading does not prove whole-root-zone treatment

Temperature, evenness and penetration are central uncertainties. The CCST review says maximum steam penetration and heating across whole crop root zones remain uncharacterized for many crops. Studies commonly tracked temperature at 5–25 cm, which may cover only part of the root zone in some crops that rely on fumigation. A single probe reading shows conditions at that point and depth; it cannot establish uniform treatment across a field or through the full root zone. Identify where the target pest is located and whether the proposed system can heat that layer consistently. CCST, 2025

Yield results depend on crop and comparison

In strawberry field trials summarized by CCST, marketable yields were 18–214% higher than untreated controls, and results were comparable to 1,3-D plus chloropicrin. That range spans studies; it is not a forecast for an individual farm. Other reviewed trials were less consistent, including no significant yield improvement for spinach or carrots in the cited work. A historical Argentina report illustrates why results should not be generalized: in one ornamental-production context, tests covered 50–90°C in the first 15 cm. The report found no significant treatment differences for Fusarium control and flower production, while dazomet and metam sodium performed better than steam in that comparison. It also identifies temperature, distribution, penetration, application time and soil preparation as factors affecting steam outcomes. FAO, 1999

What does soil steaming cost compared with fumigation?

California strawberry estimate: high fuel cost

CCST’s 2025 report summarizes a California Central Coast strawberry economics analysis by Xu et al. (2017) that estimated steam treatment at $3,720 per acre. The estimate included fuel, labor and annualized applicator cost; propane made up more than 80% of the modeled total. In that analysis, steam cost more than twice as much as 1,3-D plus chloropicrin. These are historical study estimates, not current supplier prices. Fuel prices, wages, acreage, equipment and treatment design can change the economics substantially. CCST, 2025

Why another study can show a different ranking

A 1999 FAO report on tomato production in Morocco listed historical total costs of $2,275 for steam sterilization and $2,975 for methyl bromide. The steam figure included fuel and labor but excluded investment in the steamer and negative-pressure soil equipment. It is neither a current price nor a transferable comparison; the excluded capital costs help explain why it cannot be directly set against the later California analysis. FAO, 1999

For a farm-level comparison, account for fuel, labor, application, consumables, equipment purchase or annualization, treatment downtime and any relevant yield effects. Compare the same acreage, target, crop, timing and depth rather than treating a published per-acre estimate as a universal rate.

Can steam keep up with field-scale work?

Steam’s practical constraints include specialized equipment, slow treatment and uncertainty about access to field-scale applicators or contractors. In its 2025 report, CCST cited one applicator working a 1.6-metre-wide area at 150 metres per hour, which the report converted to about 16.86 hours per acre. Its comparison point was a California DPR allowance of up to 80 acres treated with 1,3-D in a 24-hour period. The figures do not come from a controlled side-by-side test: one is a cited machine’s estimated rate, the other a regulatory maximum, not a promise of actual field productivity. CCST, 2025

The same report said that, at the time, it appeared only one US manufacturer offered field-scale applicators, and that equipment or contracted-service availability was unclear. Availability may change; verify access, capacity and scheduling for the location and season in question rather than assuming an applicator can be obtained when needed. CCST, 2025

What do the alternatives and rules mean in practice?

“Chemical fumigant” covers products with different active ingredients, target profiles, delivery methods and requirements. California’s 2026 summary of its final state-funded assessment focused on methyl bromide and MITC generators—dazomet, metam sodium and metam potassium—and said no evaluated alternative was a direct one-for-one replacement for methyl bromide or MITC generators. It also called for more evidence specific to crop and region. These conclusions describe that California assessment, not every fumigant or jurisdiction. California DPR, July 21, 2026

DPR’s release says methyl bromide has largely been phased out of routine agricultural use because of ozone depletion and describes California restricted-material status for methyl bromide and MITC generators. Those are California-specific statements. For federal status and registration-review information on several soil fumigants, consult the EPA’s regulatory status page; before any use, verify the product’s current label and the requirements of the relevant state, provincial or national authority. A federal status page alone does not determine local permission or field conditions.

How to choose a method for a particular field

Build the comparison around the field and pest rather than asking which method is categorically better. Record these factors before requesting quotes or comparing treatment plans:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Target pest: Name the weed, pathogen or nematode driving the decision. Control evidence is target-specific.
  • Crop and production setting: Identify the crop, region and relevant soil conditions. Results from California strawberries, historical Moroccan tomatoes or Argentine ornamentals should not be assumed to transfer directly.
  • Target depth and coverage: Determine where the pest occurs and what evidence supports adequate, sufficiently uniform treatment at that depth.
  • Area and schedule: Establish whether the treatment rate, equipment access and timing fit the acreage and planting calendar.
  • Full cost: Include fuel, labor, equipment ownership or annualization, application, consumables, downtime and possible yield effects.
  • Product and rules, if using a fumigant: Compare the specific active ingredient and application method, then verify the current label, registration and local restrictions.

That comparison can show whether steam’s potential pest suppression is worth its equipment, depth and throughput constraints in a given system—or whether a particular registered fumigant better fits the target and operating window. The answer can change from one crop, pest or region to another.
