Web scraping is still useful in 2026, but it is more expensive, more contested and more dependent on governance than it was a few years ago. Survey respondents report higher proxy and infrastructure costs, security vendors observe a larger share of scraping-attempt traffic on protected sites, and AI is moving into extraction and maintenance without becoming a universal replacement for selectors, schemas or human review. The practical answer is to treat collection as an engineered data product: obtain permission, choose the least burdensome access method, validate every field, control spend and keep provenance.
What changed compared with last year?
The strongest reported change is operating cost. In the December 2025 Apify and The Web Scraping Club survey of hundreds of people from their own communities, 65.8% of respondents said they were using more proxies, 58.3% said proxy spending had risen year over year, and more than 62% reported higher infrastructure spending. These are practitioner reports, not a census of every scraping team, but they point to a common budget problem: pages increasingly require browsers, residential or rotating IP capacity, retries and monitoring.
Security telemetry shows why access is harder. HUMAN Security’s 2026 platform benchmark recorded a 19.26% median global share of traffic attempting scraping attacks in 2025, compared with 10.03% in 2022. It reported attempted attack volume almost 47% higher than 2024 and 138% higher than 2022. The figures describe traffic observed by HUMAN’s customers and detection systems, not all automation on the internet. A permitted crawler, a price-monitoring job and a credential-stuffing bot can look very different operationally even when all are automated.

The same Apify and The Web Scraping Club survey found 45.8% of respondents using AI in scraping workflows and 54.2% not using it. However, 66.2% said they planned to try AI-assisted tools; among current users, 72.7% reported productivity advantages. Teams are using models for variable-page extraction, code generation, validation and maintenance, while still relying on deterministic controls for retries, schemas, rate limits and audit trails.

The biggest web-scraping challenges in 2026
Higher and less predictable infrastructure bills
JavaScript rendering, proxy rotation, browser concurrency, CAPTCHA handling and media-heavy pages can turn a simple HTTP request into a distributed workload. Survey respondents’ spending reports should be used for planning scenarios, not as a universal price index. Model your own cost per successful, validated record, including engineering time and storage, rather than cost per request alone.
Anti-bot systems create a two-sided automation problem
Sites need to defend accounts, inventory and personal data; collectors need reliable access to information they are allowed to use. HUMAN’s regional figures illustrate how different the pressure can look: its 2025 median for EMEA was 43.38%, versus 19.26% globally. HUMAN also attributed almost two-thirds of attacks it blocked in 2025 to American threat actors. Those labels describe observed attack origin, not target geography and not every bot on the web.
Separate beneficial automation from malicious scraping. A crawler operating under a documented agreement and conservative rate limit is not equivalent to a bot that evades controls, extracts at scale or imposes costs. Security telemetry cannot determine whether a particular project is lawful, ethical or wanted by the site owner.

Dynamic pages and unstable interfaces
Important content may arrive after the initial HTML through XHR or GraphQL calls, depend on a cookie or region, or be rendered only after scrolling. Selectors break when a design system changes. A durable collector therefore records the request time, URL, response status, parser version and schema validation result, and sends samples to a change-detection check before a full run.
Data quality is harder than page retrieval
A successful HTTP 200 does not mean a valid record. Consent walls, login pages, soft error pages and stale caches can all return 200. Validate required fields, types, ranges and cross-field relationships. Keep the raw response or a permitted, minimized evidence sample long enough to reproduce a dispute, then apply a documented retention limit.
How AI is changing web scraping
Where models help
- Extraction from variable layouts: map a product description or article into a fixed schema when labels move or markup differs.
- Code generation: draft selectors, parsers, tests and migration scripts for a human to review.
- Validation: flag improbable values, missing sections and semantic contradictions for a deterministic review queue.
- Maintenance: suggest a replacement selector after a controlled sample detects a page change.
Where deterministic code remains essential
Models can hallucinate fields, silently normalize units or produce different answers for the same page. Keep selectors or API contracts where the source is stable, enforce JSON Schema or equivalent checks, cap token and retry budgets, and retain the source fragment used for each extracted value when permitted. Use a human approval step for new fields, low-confidence records and any output used for legal, financial or safety decisions.
Zyte’s 2026 industry report landing page presents proxy, browser and access management as increasingly difficult to operate manually and describes AI use for extraction, code generation, validation and maintenance. That is a vendor perspective, not an independent benchmark; treat its recommendations as an input to an architecture review rather than proof that an AI product will work on your sites.

Public visibility is not the same as unrestricted reuse. The OECD’s 2025 analysis notes that scraped datasets can contain personal data, including information about people who never posted the material themselves, and identifies privacy, intellectual-property, cybersecurity and governance concerns. Before collecting, document the purpose, fields, source, access method, retention period, recipients and deletion process.
- Permission: check contracts, terms, robots directions, authentication requirements and any written API or crawling agreement.
- Minimization: collect only fields needed for the stated purpose; avoid copying free-text personal details when an aggregate will do.
- Security: encrypt credentials, isolate browser workers, restrict raw-data access and log administrative actions.
- Provenance: store when and how a value was obtained, parser version and transformation history.
- Review: have counsel or a privacy lead assess jurisdiction, intellectual-property exceptions and sector rules.
For EU-facing generative-AI training, the European Data Protection Board adopted Guidelines 03/2026 on 8 July 2026. Its announcement says processing personal data through web scraping may require a GDPR Article 6 lawful basis and, where special-category data is involved, an Article 9(2) exception. The feedback period is stated as open through 30 October 2026. This is a live regulatory development, not a complete legal conclusion; check the EDPB’s latest text and apply it to your facts.
Choosing an approach
Compare approaches against the same operational questions instead of assuming a managed service is always cheaper or a home-grown scraper is always more controllable.
Rank #3
| Approach | Best fit | Reliability and quality | Cost and burden | Governance focus |
|---|---|---|---|---|
| Self-built HTTP or browser collectors | Stable HTML, documented APIs, specialized workflows | Highest control; you own validation and recovery | Low vendor fees but engineering, proxy, browser and monitoring costs | Implement consent, minimization, retention and audit controls yourself |
| Managed scraping platform or API | Many domains, JavaScript pages, ongoing monitoring | May provide rendering, retries and schema tooling; verify coverage and failure semantics | Usage fees can be predictable; review overage and proxy charges | Confirm where data and logs are processed and how deletion works |
| Licensed or directly supplied dataset | Recurring analytics, historical data, regulated use cases | Often the most consistent schema and provenance when the supplier is reputable | License cost can exceed collection cost, but reduces maintenance | Read permitted purposes, redistribution limits, update and deletion terms |
For any option, define a service-level target for freshness, coverage and validation—not just request success. Run a small, authorized pilot; measure valid records per dollar and engineer-hour; then decide whether to scale.

A practical, governed collection workflow
- Define the output: write the schema, acceptable nulls, freshness target and business purpose before writing a crawler.
- Prefer a documented API or feed: it usually reduces rendering, parsing and permission risk.
- Use the least intensive access: start with cached or static HTML, then add a browser only for content that genuinely requires JavaScript.
- Throttle and schedule: honor published directions and agreements, use exponential backoff, and stop on repeated authorization or bot-check responses.
- Validate and quarantine: send failed records to a review queue instead of silently publishing partial data.
- Observe: track status classes, latency, bytes, proxy and browser usage, parser errors, schema drift and cost per valid record.
- Review governance continuously: re-check purpose, retention and access when fields or destinations change.
Minimal static-page example in Python
This example is deliberately conservative: it requests one page, identifies itself, times out, checks the status and parses a known selector. Use it only where you have permission and adapt the selector to the site.
import requests
from bs4 import BeautifulSoup
url = "https://example.com/"
headers = {"User-Agent": "ExampleResearchBot/1.0 (contact: data@example.org)"}
r = requests.get(url, headers=headers, timeout=20)
r.raise_for_status()
soup = BeautifulSoup(r.text, "html.parser")
title = soup.select_one("h1")
if title is None:
raise RuntimeError("Expected h1 was not present; quarantine this page")
print(title.get_text(" ", strip=True))
For JavaScript pages, use an authorized browser worker with a bounded wait condition, a concurrency limit and a screenshot or HTML sample for debugging. Do not treat a browser as a way to defeat a CAPTCHA or access control.
Or skip the browser setup
ScreenshotNeo provides a website screenshot API and MCP server for developers. One GET request returns a PNG, JPEG, WebP or PDF. Before capture it can accept the cookie or consent banner like a visitor and remove more than 60 known consent platforms, newsletter popups and chat widgets; each step can be turned off. Bot checks or CAPTCHAs, blank pages, timeouts, failed loads and cache hits are not billed, and response headers identify the page verdict and whether the shot was billed.
Use the API documentation at https://screenshotneo.com/docs/ for all parameters. The following calls are runnable after replacing the key and target URL:

const q = new URLSearchParams({ access_key: 'YOUR_API_KEY', url: 'https://stripe.com' });

Options cover full-page capture with lazy images loaded, CSS-selector element capture, dark mode, 12 device presets and custom viewports, retina scale, PDF paper size/margins/landscape/page ranges, HTML or CSS to image, custom JavaScript and CSS, clicks, hidden selectors, waits for a selector/delay/network idle, ad/tracker/request/resource blocking, headers, cookies, user agent, Authorization, timezone, geolocation, transparent backgrounds, resizing, chosen cache TTL, signed links, asynchronous jobs with signed webhooks, bulk capture of up to 100 URLs per call, a usage API and an OpenAPI specification. Common screenshot-API parameter names also work, easing migration.

- Measure valid output: report cost per accepted record or page, not only requests per minute.
- Cache safely: use a documented TTL when freshness permits; invalidate after a source change or correction.
- Bound concurrency: separate queues by domain and authorization so one failure cannot exhaust the whole budget.
- Retry selectively: retry transient network and 5xx errors with backoff; do not hammer 4xx authorization or bot-check responses.
- Control browsers: reuse contexts where isolation allows, cap tabs per worker and close pages on every failure path.
- Detect drift: compare field presence, value distributions and representative HTML, then require approval before changing a parser.
- Plan for partial failure: persist checkpoints and idempotent job IDs so a restart does not duplicate downstream records.
Troubleshooting common failures
Every response is a login, consent or challenge page
Confirm that the project is authorized, inspect the final URL and response body, and stop automatic retries. If access requires a documented credential, use the approved authentication flow and keep secrets out of logs. Do not attempt to bypass a challenge.

Save a failing sample, check whether content moved into an iframe or API response, and compare against the last known schema. Add a targeted parser update and regression tests instead of broadening selectors until they match arbitrary text.
Costs spike without more records
Break spend down by domain, browser minutes, proxy traffic, retries, media bytes and cache misses. Look for redirect loops, repeated timeouts, oversized assets or a change from static requests to browser rendering. Apply domain-level concurrency and a budget circuit breaker.
AI output passes syntax but is wrong
Require field-level validation, confidence thresholds and source-fragment review. Route new layouts and contradictory values to quarantine; never let a model silently replace a deterministic value used in a consequential decision.
Best Value
Results differ by region or time
Record timezone, geolocation, language, cookies and capture time. Decide whether the variation is part of the data or noise, then standardize the permitted context or store separate regional observations.
What comes next
Expect a split market. Simple, permissioned collection will remain inexpensive, while high-volume or adversarial environments will demand more browser capacity, proxy engineering and security coordination. AI will expand first in bounded tasks where a reviewer can verify the result, not in unsupervised pipelines that cannot explain provenance. Organizations that treat governance, observability and cost as first-class requirements will be able to change tools without losing trust in their data.
Frequently Asked Questions
Should a robots.txt file be treated as permission to reuse data?
No. It is one signal about crawling preferences, not a complete contract or legal analysis. Check the site’s terms, any agreement, authentication rules and the laws that apply to your purpose.
What metric should a scraping team put on its dashboard first?
Use cost per validated, accepted record alongside freshness, coverage, error classes and schema-drift alerts. Request volume alone can reward retries that produce no usable data.
When is a licensed dataset preferable to scraping?
It is often preferable when you need a stable historical series, documented provenance, redistribution rights or regulated-use support and the license cost is lower than the combined engineering and governance burden of collection.
