Choose a provider that keeps your player identity, authoritative balance and transaction history within your control, and that can show you, in a sandbox and in the contract, that you can export all of it. That is what separates adding real-money betting later from rebuilding the platform. “No forced migration” is a diligence goal you test, not a feature any vendor can promise. Whether it holds depends on the architecture, the data you can access, the contract terms and the licensing rules of each market you target.

The public material from four providers falls into three broad approaches: source-code and self-hosted ownership, modular API integration, and managed platform-as-a-service (PAM) or white-label operation. None of them removes the need for a transition plan. The differences lie in where your data, wallet and control sit, and that is where your evaluation should start.

What “forced migration” means in practice

A migration is any move of player accounts and login credentials, consent and verification records, the wallet or balance, transaction history, bonus or loyalty state, game integrations or configuration into a different system. Turning on real-money mode inside the same system, with the same records, is a configuration change. Re-keying players, rebuilding ledgers or re-integrating every game is a migration, and it is usually the most expensive part of a launch that was meant to be temporary.

Settle four ownership questions before comparing features

Feature lists are easy to compare and hard to act on. Four questions tell you more about future lock-in than any list of modules.

#1 Best Overall

  • Compatible with Windows and Android.
  • 1000Hz Polling Rate (for 2.4G and wired connection)
  • Hall Effect joysticks and Hall triggers. Wear-resistant metal joystick rings.

  • Refined bumpers and D-pad. Light but tactile.

Who owns the player identity?

Ask who issues and controls account identifiers, authentication credentials, consent records and age or identity verification records. Callisto describes identity, AML and sanctions workflows as part of its platform. A feature description does not say where the authoritative identity record lives or who can export it, so get that answer in writing. Also ask whether one account model can hold free-play and regulated products without merging their eligibility, balances, records or terms.

Who holds the authoritative balance?

This is the wallet decision, and it is where the approaches differ most. Stakes Games’ API documentation describes an operator-held balance: the provider calls the operator’s callbacks for balance, bet and win events. White Hat Gaming describes a state-aware “travelling wallet” with state ledger accounts and traceability. Neither design is better in the abstract. What matters is which system is the source of truth, and whether you can read every event, reversal and reconciliation from it without asking the vendor.

Can game integrations be replaced one part at a time?

DSTGAMING describes a single API surface covering games, player accounts, payments and compliance. That simplifies launch, but it raises the question of whether the account, wallet and event services can be swapped independently. Ask for the API contract, its versioning policy, rate limits and backward-compatibility commitments. If a game integration must be rewritten whenever the wallet provider changes, your portability stops at the game code you own.

What can you export, with full history?

Request a sample export before you sign. Check whether it includes accounts, consent, transactions with their identifiers, ledger entries, bonus state, support records and configuration, in documented formats with schema definitions. Note what the vendor omits, transforms or retains. Callisto says it supplies full source and supports self-hosting. That helps only if you can run and patch that source, and the data path is a separate question from the code path.

Free-play mode is isolated only when you prove it

Free-to-play and real-money play often share a front end and a game catalogue, which is what makes a launch fast. The risk is that demo activity leaks into real-money records. Stakes Games’ API documentation says its demo rounds use play money, do not call the operator wallet and are not billed. It also says the demo flag is set per launch and that provider support varies. Treat that as one provider’s implementation, not a standard you can assume elsewhere.

Test the boundary in a sandbox with this sequence:

  1. Create test accounts and launch the same game in free-play and real-money modes.
  2. Play several demo rounds, including wins, losses and at least one round abandoned mid-game.
  3. Check the provider’s callback or wallet-endpoint logs for any balance, bet or win call tied to a demo round. Expected result: none.
  4. Check billing, transaction history, reporting and analytics for demo rows. Expected result: demo activity is flagged or absent, and it never changes real balances or revenue reports.
  5. Confirm that the demo flag is set in the launch request for each game, not globally, and test what happens when a launch is misconfigured.

Then list each module and mark whether it runs identically in both modes or must be replaced for real money. Wallet, cashier, geolocation, KYC, risk controls, the operator account and the ledger are the usual candidates for replacement. Public vendor documentation does not establish a complete conversion path from free play to real-money betting for any provider named here, so treat a “one-click” switch as a claim to test, not a plan.

Specify the wallet and transaction events

Whatever the architecture, define how each of the following is recorded in the authoritative ledger, and ask the vendor for sample event payloads:

  • bet or debit
  • win or credit
  • cancellation and void
  • refund
  • bonus and promotional credit
  • manual adjustment
  • duplicate callback
  • reconciliation run

Ask for transaction identifiers, idempotency guarantees (so a repeated callback cannot debit a player twice), audit retention periods, the cadence of ledger exports, and a reconciliation procedure you have run end to end. Confirm that player cash, promotional balances, loyalty balances and jurisdiction-specific ledgers can be separated and exported. Stakes documents its own reversal behaviour, so do not assume another provider’s callbacks behave the same way.

Three provider approaches compared

The table sets out what each reviewed provider says it offers and the questions to put to it. Each approach can work, and each can still leave you dependent on the vendor if the contract and data access are weak.

Source-code and self-hosted Callisto describes independently deployable services, full source, self-hosting, an operator-held licence and optional migration and integration engineering. Does the delivered source include every production-critical component? Which third-party licences and dependencies apply? Can your team operate it, patch it and pass market-specific technical checks? What is the migration scope, and who owns it?
Modular and API platform DSTGAMING describes a single API surface across games, player accounts, payments and compliance, with market scoping, integration, testing and certification, and a soft launch. Which data and workflows stay in your systems? Can the account, wallet and event services be replaced independently? What are the API contract, rate limits, versioning, export and backward-compatibility commitments?
Managed PAM and white-label White Hat Gaming describes a travelling wallet, state ledger traceability, state-specific reporting, configurable controls and a managed PAM. Which legal entity operates each part? Who owns player records and balances? Can records and consent be exported in a usable format? What happens to player sessions, balances and open or settled transactions on termination or a change of market?

A platform is not a gaming licence

Callisto states that its software is not the gaming licence and that the operator holds the licence. DSTGAMING describes market and jurisdiction scoping, licensing alignment and testing and certification as part of onboarding. Both point to the same conclusion: the licensed entity, its responsibilities and the regulatory requirements differ by market, and you confirm them with the relevant regulator and qualified counsel.

Before procurement, build a target-market matrix. For each jurisdiction, record the licensing or operating model, approved suppliers, required controls, hosting, records, reporting and testing obligations. Use it to decide which provider can serve which market, rather than assuming one platform covers all of them.

Controls must be shown at the enforcement point

Callisto describes responsible-gaming limits and exclusions enforced at login, at deposit and at bet placement, with audit trails. A feature list shows intent, not behaviour. Ask the vendor to demonstrate each control with a test account: set a limit, reach it, then attempt a deposit and a bet. The expected result is that each attempt is blocked and the block appears in the audit trail. Repeat the test with an exclusion. Then have counsel map the same controls to your obligations, including age and identity checks, AML and sanctions screening, payments, geolocation where it applies, complaints and reporting. Vendor descriptions are product descriptions, not legal conclusions.

Contract terms that decide whether you can leave

Portability is a contractual promise before it is a technical one. Statements that a vendor supplies “full source,” “one API” or “a single wallet” do not settle who owns the data, how it is exported, or whether you can keep operating after termination. Negotiate explicit terms on:

  • data ownership, naming player records, consent, transactions and ledger history
  • export format, schema documentation and export frequency
  • retention and deletion, including records you are required to keep
  • transition assistance, fees and notice periods
  • source-code or escrow arrangements, and which licences to source, game content and third-party services survive termination
  • subcontractors and their access to your data
  • advance notice of API changes and post-termination access

Run an exit test before you sign

  1. Export a test set covering player accounts, consent records, transactions, ledger history, bonus state, support records and configuration.
  2. Reconcile the export against the source system: record counts, totals and a random sample of individual transactions.
  3. Load the export into a neutral test environment that does not run the vendor’s code.
  4. Log every field that is missing, unreadable or dependent on a vendor-only service.
  5. Write the acceptance criteria, a named owner and a timeline for the migration test into the contract before signing.

What public vendor material cannot tell you

  • Independent performance, total cost of ownership, buyer satisfaction or a universally best architecture. The material here is vendor product and API documentation, so compare providers on the same operating model and target markets rather than on headline feature counts.
  • Whether any provider holds a licence in your market. Check the regulator’s own register and the licensed entity’s details directly.
  • Whether a demo mode is isolated in the implementation you will buy. Test it in your own sandbox.
  • Market statistics. None appears in the vendor documentation, so none is cited here.

Vendor pages change. Confirm current terms, product claims and market status directly with each provider and regulator before you commit.
