Starlink was reported to have won a 1.56 billion-peso contract—about US$89.80 million at the exchange rate Reuters used in November 2023—to support Mexico’s public rural-connectivity effort through the end of 2026. It is not a giveaway of Starlink subscriptions to Mexican households: the deal concerns connectivity infrastructure for the government’s CFE network, while free or non-profit access applies under separate public-site and eligibility rules.
What the reported $90 million deal covers
Reuters reported that Starlink won a public tender associated with Mexico’s Comisión Federal de Electricidad (CFE). The contract was intended to provide satellite backhaul connectivity and related infrastructure supporting CFE’s rollout of public internet access in rural areas, with service through December 31, 2026. Backhaul connects network infrastructure to the wider internet; it is not the same thing as a retail Starlink connection installed for an individual household.
Reuters’ November 15, 2023 report put the award at 1.56 billion Mexican pesos, or US$89.80 million using the exchange rate cited at the time. That dollar conversion is historical, not a current exchange-rate calculation, and the reported contract value does not establish how much was ultimately paid. Reuters’ November 6 coverage described a broader CFE contract range of 887.5 million to 1.8 billion pesos and said Starlink’s bid beat two other companies on price. These descriptions refer to different stages or characterizations of the procurement, rather than proving that the reported award value is contradictory. Reuters’ November 15 award report and its November 6 tender report provide the contemporaneous accounts.

It does not establish total deployment, actual payments, service speeds, availability in particular localities, or whether every intended community became connected. The contract was reported as intended to support rural public access; it should not be described as proof that all targeted places received service.

Is Starlink internet free in Mexico?
No—not as a general household subscription. The headline’s “free internet” refers to public connectivity and defined non-profit service arrangements, not a promise that residents can obtain a free Starlink account or home terminal through this contract.
The Instituto Federal de Telecomunicaciones (IFT) explains that CFE-TEIT’s concession permits free internet access at public sites and non-profit telecommunications services, potentially with recovery fees. In its February 16, 2024 statement, the IFT said: “La resolución adoptada por el Pleno del IFT no implica autorizar un programa social o determinar que el concesionario regale servicios de telecomunicaciones.” In English: the resolution does not authorize a social program or determine that the concessionaire should give telecommunications services away. Read the IFT statement and its explanation of the concession.

- Ideal for Rural and Remote Areas: Perfect for homes, cabins, RVs, boats, and off-grid setups where wired internet isn’t available.
Who may qualify for non-profit service
In February 2024, the IFT authorized non-profit service for qualifying people over age 14 in specified high- or very-high-marginalization and social-lag areas, or for people enrolled in targeted non-universal programs for economically disadvantaged groups. The framework set a maximum of 4,242,850 people and required periodic reporting on prices, localities served, users, and program terms. This is a bounded eligibility framework—not universal free home internet. The IFT’s 2024 explanation describes the limits.

Mexico’s Programa de Conectividad en Sitios Públicos y en Áreas de Atención Prioritaria 2026, issued under the 2026–2030 National Connectivity Plan, sets current public-connectivity targets. The Agencia de Transformación Digital y Telecomunicaciones lists 27,749 public sites for connection: 20,188 telesecundarias and 7,561 IMSS-Bienestar clinics. It also identifies 72,233 priority areas and a goal of benefiting 640,000 people per year. These are program targets, not counts of completed connections. See the 2026 program.

The government’s Plan Nacional de Conectividad 2026–2030 describes the infrastructure CFE can draw on: more than 18,000 km of backbone fiber on high-voltage towers; 115 high-capacity points of presence in operation and 124 in process, for an eventual 239; delivery capacity of up to 100 Gbps at those sites; more than 20,900 km of aggregation and last-mile fiber; 134 aggregation points of presence; and 5,253 operating mobile-telecommunications towers. These are plan-reported infrastructure counts, not independently audited measures of service delivered or outcomes achieved. Read the 2026–2030 plan.

| Question | Reported CFE arrangement | Individual Starlink service |
|---|---|---|
| Who receives the service? | CFE and the public connectivity network supported by the contract. | A household or other subscriber with an individual account. |
| What is it for? | Satellite backhaul connectivity and associated infrastructure intended to support public rural access. | End-user internet access at a subscriber’s location. |
| How is price determined? | A publicly reported procurement award value; it is not a published household subscription price. | Commercial plan terms and prices, which may vary and change. Check Starlink’s current service-plans page. |
| Does it mean a home is eligible for free service? | No. Public-site access and specified non-profit eligibility are governed separately. | No. The CFE award does not confer a free retail subscription. |
Mexico’s May 2025 government procurement notice refers to the acquisition of Starlink satellite terminals, confirming that satellite internet terminals are a physical hardware category. The public summary does not state the quantity or establish which model was used for the CFE contract. That notice does not mean an individual needs to purchase a consumer terminal to use government-supported public Wi-Fi. See the May 2025 procurement notice.
