Elon Musk’s reported January 2025 comment that Starlink was “waiting for approval from the government” is no longer the latest confirmed milestone. On 21 March 2025, Pakistan’s Space and Upper Atmosphere Research Commission (PSARB) announced provisional registration for Starlink Internet Services Pakistan (Private) Limited. That registration was temporary; it was not a final operating authorization or proof that Starlink had launched commercial service in Pakistan. The official sources cited here do not establish whether Starlink later received all required approvals.
What Musk said—and what happened next
Dawn reported that Musk wrote on X on 4 January 2025: “We are waiting for approval from the government.” The remark described Starlink’s position at that time; it should not be read as a current status update.
Pakistan’s regulatory process continued after that exchange. On 6 January, the Ministry of Information Technology and Telecommunication said Minister of State Shaza Fatima Khawaja had chaired a meeting to review Starlink licensing and the regulatory framework for low-Earth-orbit (LEO) satellite services. On 21 March, PSARB announced provisional registration for Starlink Internet Services Pakistan (Private) Limited. On 8 April, Dawn reported that the IT minister told a National Assembly committee that final regulatory approval was still awaited after the provisional permission.
| Date | Milestone | What it establishes |
|---|---|---|
| 4 January 2025, as reported by Dawn | Musk said Starlink was waiting for government approval. | A reported statement about the status then, not a current update. Dawn, 21 March 2025 |
| 6 January 2025 | MoITT convened a meeting on Starlink licensing and LEO satellite regulation. | Pakistan was considering the regulatory framework. Press Information Department |
| 21 March 2025 | PSARB granted provisional registration to Starlink Internet Services Pakistan (Private) Limited. | A temporary registration for planning and completing formalities, not final authorization. PSARB notice |
| 8 April 2025 | Dawn reported that final regulatory approval was still awaited after provisional permission. | A contemporaneous report on the status described to a parliamentary committee. Dawn report |
What “government approval” involves
Starlink’s path is not a single permission issued by one agency. PSARB guidance describes separate company, satellite-system and service-licensing steps for a non-geostationary satellite operator seeking to provide service in Pakistan.
#1 Best Overall
- Starlink provides reliable high-speed, low-latency, internet wherever you live
- Service plan required, activate STARLINK by selecting a service plan that is customized to meet your personal needs
- Select from plans suited for households or travel
- Get online in minutes, set up STARLINK with just 2-steps, plug it in and point at the sky
- STARLINK comes with everything needed to get online including a kickstand, gen 3-router, cables and power supply
| Step | Authority | Purpose |
|---|---|---|
| Company registration | Securities and Exchange Commission of Pakistan (SECP) | Register the local company. |
| Satellite-system and associated earth-station registration | Pakistan Space Activities Regulatory Board (PSARB) | Register the satellite system, gateway stations and user terminals. PSARB’s process includes application review, security clearance and system authorization. |
| Service license | Pakistan Telecommunication Authority (PTA) | Obtain the telecom service license needed to provide service. |
PSARB also said in January 2025 that it was coordinating with PTA and the Frequency Allocation Board on regulatory alignment for non-geostationary satellite services, and with the Ministry of Interior on national-security-clearance compliance. Its space-sector regulations notice describes that coordination.
PSARB’s NGSO system-registration guidance explains the multi-step route. A 2024 PTA clarification said it had not granted Starlink a satellite-broadband license and pointed to PSARB registration as a prerequisite for foreign satellite operators. That is historical regulator context, not evidence of the licensing position in October 2026.

What provisional registration does—and does not—mean
PSARB said the 21 March registration was issued to let Starlink plan ground-segment infrastructure and complete formalities with other relevant authorities. The board described the registration as temporary, pending processing under comprehensive regulations and the later authorization process.

A satellite dish or user terminal is part of the regulatory framework, but buying hardware does not by itself show that service is authorized or available in Pakistan.

Is Starlink available in Pakistan now?
The official Starlink-specific notice cited here confirms provisional registration in March 2025. PSARB’s published guidance explains the approval framework, but the cited official material does not confirm whether Starlink subsequently completed all approvals. It therefore does not settle whether commercial service has launched by October 2026. Check current announcements from PSARB and PTA before treating the service as available or purchasing equipment for use in Pakistan.
