Stanford professor emeritus John Ousterhout is advocating Homa, a message-based transport protocol designed for datacenter workloads where short, latency-sensitive requests share the network with larger transfers. It is not a plan to replace TCP across the public internet: Homa uses a different programming interface, and Ousterhout’s 2022 position paper says a near-term, wholesale TCP replacement is unlikely.

What protocol is supposed to replace TCP?

The protocol Ousterhout is promoting is Homa. The proposal is specifically about datacenter communication, including latency-sensitive workloads—not a general replacement for TCP on the internet. In the abstract for an October 2022 Stanford Systems Seminar talk, Ousterhout argued that significant progress against the “datacenter tax” would require moving most datacenter traffic to a “new and fundamentally different protocol.” That is his position, not a consensus statement from the networking field. His criticism is that TCP’s design is a poor fit for some datacenter traffic patterns. As Joab Jackson reported in The Register on October 1, 2026, Ousterhout said, “TCP, for all the amazing things it has done, is not a good match for datacenters,” and added, “For these workloads, what really matters is latency.” Those statements describe the case he is making for a specialized datacenter transport; they do not establish that TCP is unsuitable for other settings.

How is Homa different from TCP?

TCP sends a byte stream

TCP gives applications an ordered byte stream; it does not preserve the boundaries of the messages an application may have sent. Applications that need request-and-reply semantics generally handle those boundaries at a higher layer.

Homa treats communication as messages

Homa is designed around messages, such as RPC requests and replies. The receiver can see message sizes and, in the design described by The Register, schedules packet transmission and gives shorter messages priority using shortest-remaining-processing-time (SRPT). The intended effect is to let short requests finish sooner when they contend with larger transfers on a busy datacenter network. The Register’s October 1, 2026 report

This is a workload trade-off, not a guarantee that every message or application will be faster. Prioritizing short messages is aimed at reducing their tail latency; the value depends on the traffic mix, congestion, and the application’s performance goals.

How much faster is Homa?

Ousterhout’s figures, as reported by The Register, compare p99 latency for short messages on a 100 Gbps link at 80% utilization: 92 microseconds for Homa versus 1.2 milliseconds for TCP. The report characterizes that result as 13 times faster. It also attributes to Ousterhout a claim that Homa is twice as fast on the longest messages, but the cited passage does not give equivalent test conditions for that claim. These are attributed performance claims for the described comparison—not independent evidence that Homa will achieve the same gains across networks, workloads, or deployments.

The baseline and method matter. Network architect Ivan Pepelnjak challenged Ousterhout’s characterization of TCP performance and questioned whether Homa addresses a meaningful problem in a 2023 position paper, as summarized in The Register’s report. Ousterhout’s case and Pepelnjak’s criticism are competing arguments, not a settled performance verdict.

Does Homa replace TCP everywhere?

No. Ousterhout’s 2022 position paper says complete replacement is unlikely soon: TCP is deeply entrenched, and Homa is not API-compatible with TCP. An application written for TCP’s byte-stream interface cannot simply switch transports without accounting for Homa’s different message-oriented model. Ousterhout’s 2022 Homa position paper

The paper’s proposed migration route is to integrate Homa with a relatively small number of RPC frameworks. Applications using those frameworks could then adopt Homa through the framework rather than each application implementing a new low-level transport interface. That is a proposed adoption strategy, not evidence that all necessary framework integrations are complete.

Is Homa implemented or ready for production?

Homa is more than a paper proposal: its project documentation describes an open-source Linux kernel module and preliminary gRPC support. The Register reported in October 2026 that Ousterhout was working on Linux upstreaming and an IETF document, and reported a March 2026 backport to RHEL 8 and 9.5. Those facts indicate ongoing implementation and integration work; they do not establish broad production deployment or final standardization. Homa project wiki

Ousterhout’s project wiki also flags switch-buffer use as controversial and potentially problematic. It cautions that available simulators do not model the full protocol and are unsuitable for incast measurements; it says an older simulator assumes infinite buffer space and does not simulate packet drops or timeouts. Since this is project documentation maintained by Ousterhout, treat it as the project’s own caveat when assessing simulation results, not as an independent evaluation.

How does Homa compare with other networking approaches?

Several technologies mentioned alongside Homa address different layers or jobs, so they are not interchangeable alternatives to a datacenter transport protocol.

For an actual design decision, compare the workload (short RPCs, long transfers, storage, web requests, or GPU-cluster traffic), the network environment, application-interface changes, tail latency and throughput goals, congestion and buffer behavior, and the maturity of framework and hardware integration. A single p99 comparison cannot decide among technologies serving different layers and workloads.
