JERA, Dell Technologies and project developer RHAELM have signed an MoU to develop a standardized AI infrastructure model, starting with a planned project at JERA’s Chiba Thermal Power Station. JERA says the Chiba project could use up to 400 MW of power, involve more than US$15 billion in expected capital deployment and begin operations around 2028. A separate TechRadar report describes a much broader ambition of 3–4 GW over five years and potential investment of $140 billion; those figures are not confirmed commitments in JERA’s announcement.

What is the JERA–Dell AI data-center plan?

The parties say they will develop an integrated, repeatable model for AI infrastructure in Japan, combining energy supply, electrical infrastructure, cooling, facilities and AI compute. Their first named project is planned at JERA’s Chiba Thermal Power Station. The signed instrument is a memorandum of understanding (MoU), not proof that every future site has been approved, financed or scheduled.

JERA’s October 1, 2026 announcement describes the Chiba project as supported by up to 400 MW and targets operations around 2028. JERA expects total capital deployment to exceed US$15 billion (2.3 trillion yen) across land, power infrastructure, construction and AI compute. These are announced expectations and a target, rather than a confirmed opening date or a report of completed investment. JERA’s announcement

Where do the $140 billion and 3–4 GW figures come from?

Those broader figures come from TechRadar’s October 5, 2026 report, not from JERA’s release. TechRadar reports a potential 3–4 GW of AI data-center capacity over five years and derives a possible $140 billion total from an estimated $35–45 billion per gigawatt. The report frames these as potential ambitions, not a finalized investment commitment. TechRadar’s report

JERA’s official statement uses a narrower formulation: the companies intend to explore other JERA sites, with an ambition to support multi-gigawatt-scale AI infrastructure capacity across Japan in the 2030s. It does not specify 3–4 GW, a five-year timeline or $140 billion. It also says the parties may explore other markets over time, without naming an Asia-wide buildout schedule or investment total.

What does “speed to power” mean here?

The Chiba plan is intended to place AI compute at an operating power station and use a behind-the-meter supply model. In practical terms, the project aims to connect compute infrastructure directly to generation at the site rather than make its initial development depend on a conventional grid-connected path. The companies present this as a way to shorten the route to electricity and potentially bring capacity online years earlier.
