SpaceX says its Starshield service has been awarded more than $6 billion in multi-year U.S. government contracts, while DOGE has pursued cancellations and other spending reductions across federal agencies. Those facts do not show that the government transferred money from other programs to SpaceX: the figures cover different periods, spending categories and kinds of evidence, and “everything else” is not established as being cut.
What SpaceX says Starshield has been awarded
In its Q2 2026 results release, covering the quarter ended June 30, SpaceX reported that Starshield had been awarded over $6 billion in multi-year U.S. government contracts. Starshield is SpaceX’s government-focused service. The company is controlled by Elon Musk, but this figure is a company-reported aggregate, not a government accounting of payments to Musk.
The release does not itemize the contracts, identify each award date, or say how much has been paid. It therefore supports saying that the contracts’ reported value exceeds $6 billion; it does not establish that one new contract worth that amount was awarded in the second quarter, or that SpaceX has already received that sum.
Why contract value is not the same as money paid
Several different measures can appear in a federal-spending story. They answer different questions and should not be treated as interchangeable.

- Award or contract value: the reported value associated with a contract. For Starshield, SpaceX gave a multi-year aggregate, without a contract-by-contract breakdown in its release.
- Obligations: federal commitments recorded for a period and category. GAO’s comparison of obligations across fiscal years is not a tally of payments to a particular company.
- Payments: amounts actually disbursed. The SpaceX release does not state how much of the reported Starshield contract value has been paid.
- Claimed savings: an estimate associated with an action such as a cancellation or renegotiation. It is not automatically cash already recovered or spending that would otherwise have occurred in full.
What DOGE’s savings figure covers—and what GAO found
DOGE’s Wall of Receipts reported $110.34 billion in claimed savings across contracts, grants and leases as of July 7, 2026. In its August 6, 2026 review, the U.S. Government Accountability Office (GAO) found material transparency and reliability problems with the figures. GAO’s report says “some savings estimates are incorrect or lack supporting evidence.”
Limits in the underlying calculations
GAO said DOGE did not use its stated methodology for the majority of contract savings, did not provide enough information to verify the method behind 96 percent of grant savings, and did not explain how it calculated lease savings. Those findings make the Wall’s total a reported claim, not a fully verified measure of realized savings.

DOGE separately described a broader $215 billion estimated-savings total on a page last updated January 1, 2026. DOGE said that estimate combines asset sales, contract and lease cancellations or renegotiations, fraud and improper-payment deletion, grant cancellations, interest savings, programmatic changes, regulatory savings and workforce reductions. GAO’s review of the Wall’s contract, grant and lease figures does not validate that broader estimate.
Examples that show why a claimed saving needs context
GAO found that 108 of the 264 leases DOGE listed for termination were already being phased out when DOGE was established. In a separate selected-contract review, GAO found no action to terminate or reduce the scope, value or funding of a Defense Health Agency IT contract for which DOGE had reported $1.7 billion in savings. These examples concern the listed actions GAO examined; they do not establish that every cancellation claim was incorrect.

Did federal contract and grant obligations fall?
In its 2026 analysis of USAspending.gov data, GAO found that total federal obligations in both categories were higher in FY2025 than in FY2024:

These are total obligations across the categories, not a finding that every agency or program received more funding. They also do not contradict the existence of individual cancellations: an aggregate can rise even while particular awards or programs are reduced. The fiscal-year comparison does not show that a Starshield contract caused a cut—or that DOGE’s claimed savings were offset by SpaceX contracts.

Why reported cancellations do not equal cash saved
A cancellation can reduce future potential spending without returning funds already obligated. The difference between a realized reduction and a projection is visible in a separate Department of Homeland Security audit: DHS reported terminating 438 contracts and deobligating $92 million through September 30, 2025, while estimating $10.5 billion in potential cost avoidance over those contracts’ lifespans. The $10.5 billion is an estimate of possible future avoidance, not cash already saved.

What Musk’s Pentagon study role does—and does not—show

What the evidence supports about deals and cuts
The supported picture is narrower than “everything else is getting slashed”: SpaceX reports a substantial multi-year Starshield contract aggregate; DOGE reports savings claims spanning several federal spending categories; and GAO has questioned the reliability and transparency of many of those claims. Separately, GAO’s FY2024–FY2025 comparison shows higher total contract and grant obligations. None of those facts, on its own or together, demonstrates a direct budget transfer from other federal spending to Starshield.
