Southaven Mayor Darren Musselwhite reportedly told resident Jason Haley that noise from a plant supporting xAI data centers was a priority—but also suggested Haley consider selling his home because the company wanted houses for employees. CBS News says it reviewed emails Haley shared with the outlet. The exchange was not described as a formal buyout offer.
What the mayor reportedly told the homeowner
In an email described by CBS News, Musselwhite wrote: “The noise issue is one of my highest priorities and I have been in detailed discussions with xAI and many independent professionals to resolve this.” He then added: “I know they want houses for employees, so you may want to consider selling your home.”
The juxtaposition is the heart of the dispute: Haley was seeking relief from a persistent neighborhood noise problem, while the mayor’s reported reply pointed to a possible sale. CBS says it made multiple attempts to speak with Musselwhite and did not receive a reply. It also contacted xAI; CBS’s published account did not include a company response. Neither silence establishes agreement with the residents’ account or confirms the mayor’s remark as an official city position.

Where the noise is coming from—and what residents report
CBS describes the source as a plant supporting xAI data centers in the Southaven area. Haley told CBS that his first thought about the sound was, “somebody’s got a leaf blower going all the time.” CBS reports that Haley measured backyard sound levels above 60 dB as late as 10:15 p.m. Those were his readings, not an independently verified measurement; without the meter, calibration, location, duration, and measurement method, the number cannot establish a regulatory violation or be directly compared with a different noise metric.

Haley and Taylor Logsdon described sleep disruption and health-related experiences to CBS, including headaches, migraines, anxiety, and ringing in the ears. Logsdon said, “I would move tomorrow if I could.” These are residents’ accounts, not medically verified diagnoses or proof that the plant caused the symptoms. CBS also quoted Dr. Samoon Ahmad, a clinical professor of psychiatry at New York University, saying noise annoyance can have real physiological effects. That general observation does not determine what caused any individual resident’s symptoms.
What the residents’ lawsuits allege
CBS reports that Haley and two other Southaven residents who live within a mile of the plant sued xAI and its subsidiary MZX Tech in June. The residents allege near-constant noise and vibrations and negative physical and psychological health effects. Those are allegations, not findings by a court.

CBS also reports that the NAACP filed a lawsuit concerning emissions from the plant and appealed the state environmental agency’s air-permit decision. The underlying filings and current procedural status are not established by the published account summarized here, so the existence of those reported challenges should not be read as a decision on the permit or the merits of either case.

What nighttime-noise guidance says
The World Health Organization Regional Office for Europe’s 2011 guidance recommends less than 40 dB(A) as an annual average for outdoor nighttime noise, a level intended to prevent adverse health effects from night noise. It separately recommends less than 30 dB(A) inside bedrooms at night for good-quality sleep. These are different measurements: an annual-average outdoor guideline is not interchangeable with an indoor bedroom level or a single backyard reading.

The WHO guidance is general public-health guidance, not a measurement of this Southaven plant and not a legal determination that it complies with or violates a local rule. Haley’s reported readings cannot be assessed against it without comparable measurement conditions and a suitable time-averaged metric.
What is known about attempts to reduce the sound
CBS reports that Musselwhite said xAI had spent millions on a sound wall, berm, and evergreen trees, citing a February Facebook post. Logsdon told CBS that the measures had not helped her family. The account therefore presents an official claim about mitigation alongside a resident’s contrary experience; it does not provide an independent acoustic evaluation showing how much noise the measures reduced.

Haley told CBS that he tried earplugs and a box fan for white noise. Those details describe his efforts, not proven solutions. A consumer sound meter can help document readings consistently, but it cannot by itself identify the source, establish a legal violation, or substitute for calibrated monitoring by qualified professionals.
Why the issue reaches beyond one neighborhood
The conflict involves residents’ quality of life, environmental oversight, and the economic development case for a major technology project. Mississippi Gov. Tate Reeves called the investment “the largest economic development project in Mississippi’s history,” as quoted by CBS. CBS also reported that Southaven’s 2024 median household income was above $70,000, about $20,000 higher than the state average; those figures are attributed to CBS’s reporting of U.S. Census Bureau data.

National opinion provides context, but not a local verdict. In a Gallup survey conducted March 2–18, 2026, and reported May 13, 71% of Americans opposed building AI data centers in their local area, including 48% who strongly opposed it. In a separate April 2026 open-ended web survey, 16% of opponents mentioned pollution—including noise, air, or water pollution—and about one in five cited local quality-of-life concerns. These are national findings, not polling of Southaven residents, and the open-ended responses describe reasons given by opponents rather than shares of all Americans.
