The report says SWAC cited an approximate 10% decline in survival chances for each minute without CPR and defibrillation. The original study or a primary SWAC source for that figure was not located, so it should be understood as a statistic attributed to the charity by the report, not an independently verified finding here.
Who uses Community First Responder defibrillators?
Community First Responders are described in the report as trained volunteers who provide immediate assistance in their local communities. They may reach a person before an ambulance arrives, making their equipment part of the early response to a medical emergency.

The report attributes comments about the volunteers to Zoe Larter, identified only as being “of the charity.” It reproduces her description of responders as trained volunteers who help people in critical moments, and the phrase “every second really does count.” Her specific role and the wording have not been independently confirmed.
